Ironically, the <strong>Penn National Gaming<\/strong> closure comes after <img loading=\"lazy\" class=\"alignleft size-full wp-image-19534\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/Resorts-Tunica.jpeg\" alt=\"\" width=\"299\" height=\"168\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/Resorts-Tunica.jpeg 299w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/Resorts-Tunica-150x84.jpeg 150w\" sizes=\"(max-width: 299px) 100vw, 299px\" \/>an abortive March which promised to exceed the 2019 in <strong>Mississippi<\/strong>. Overall gaming revenues were at $110 million when play was aborted on March 16, a 48% stumble from last year ($212 million). Gaming-tax collections will be 36% down in March and squat this month. <strong>Mississippi Gaming &amp; Hospitality Association<\/strong> Executive Director <strong>Larry Gregory<\/strong> remained stoic, saying,\u00a0\u201cWe\u2019ve dealt with the BP oil spill, <strong>Mississippi River<\/strong> flooding, and the most memorable, <strong>Hurricane Katrina<\/strong>.\u00a0We are coping, as most businesses are doing now,\u00a0optimistic that one day this crisis will come to an end.<\/p>\n<p>As for Penn, it&#8217;s drawn out its revolving credit, giving it $730 million cash on hand. In its current, reduced state, Penn burns through <!--more-->$83 million a month, rents included. <strong>JP Morgan<\/strong> analyst <strong>Joseph Greff<\/strong> wrote that &#8220;we estimate that PENN has enough liquidity to survive through most of November &#8230;\u00a0absent a bounce back in demand later in the year as regional casinos experience what will likely be some staggering of <img loading=\"lazy\" class=\"alignright size-medium wp-image-26639\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/04\/Tropicana-1-225x300.jpg\" alt=\"\" width=\"225\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/04\/Tropicana-1-225x300.jpg 225w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/04\/Tropicana-1-113x150.jpg 113w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/04\/Tropicana-1-768x1024.jpg 768w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/04\/Tropicana-1.jpg 1512w\" sizes=\"(max-width: 225px) 100vw, 225px\" \/>openings, PENN will need to find fresh liquidity, which we think is available, much like other gaming, lodging, and leisure companies have been finding out.&#8221; For instance, lenders have already waived covenants that require Penn to have X, Y or Z amount of cash on hand. The &#8216;sale&#8217; (more like giveaway) of <strong>Tropicana Las Vegas<\/strong> has closed and <strong>Gaming &amp; Leisure Properties Inc<\/strong>. has turned around and started shopping the Trop. Good luck in this market. According to Greff, Penn &#8220;will receive 75% of net proceeds above $307.5m (plus certain taxes, expenses, costs), and if an agreement is entered during the second year of the sale process, PENN will receive 50% of proceeds.&#8221; On a happier note, <strong>Barstool<\/strong> is on time and budget for a third-quarter rollout of sports betting, while Penn&#8217;s geographical diversification gives it an advantage in any phased reopening of the economy as it has no more than 15% exposure to any one state.<\/p>\n<p>* It will be a long road back for <strong>Encore Boston Harbor<\/strong>. (Already <strong>Massachusetts<\/strong> schools have been closed through the end of the academic year, so we&#8217;re looking at a prolonged lockdown.) The <em>Boston Globe<\/em> reports that &#8220;With <strong>Europe<\/strong> and <strong>China<\/strong> also in trouble, Massachusetts won\u2019t <img loading=\"lazy\" class=\"alignleft size-medium wp-image-16833\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/wynn_night-full-300x162.jpg\" alt=\"\" width=\"300\" height=\"162\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/wynn_night-full-300x162.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/wynn_night-full-150x81.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/wynn_night-full.jpg 1001w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>be getting much of a lift from exports or international travelers &#8230;\u00a0In Massachusetts, this downturn will be particularly painful and the recovery slower than usual, according to business leaders and economists.&#8221; The pandemic is not only laying waste to the school system but also to the state&#8217;s renowned medical sector, as the <strong>Coronavirus<\/strong> scythe <a href=\"https:\/\/www.bostonglobe.com\/2020\/04\/18\/business\/quick-recovery-not-likely-massachusetts-coronavirus-induced-recession-stuns-economy\/?s_campaign=breakingnews:newsletter\" target=\"_blank\" rel=\"noopener noreferrer\">aims primarily at the elderly and indigent<\/a>. Forget &#8216;medical tourism&#8217; for the time being.\u00a0\u201cHistorically, recessions have been good for medicine overall,\u201d said Dr. <strong>Eric Dickson<\/strong>, CEO\u00a0of <strong>UMass Memorial Health Care<\/strong>. \u201cThat\u2019s just not the case with this one.\u201d<\/p>\n<p>From there, the outsized ripple effect extends to revenue-drivers like restaurants and sports, with unemployment projected to reach 18% by June, not returning to pre-pandemic levels for <em>two years<\/em>.\u00a0\u201c<strong>Boston<\/strong> typically does weather recessions better than the rest of the country <img loading=\"lazy\" class=\"alignright size-medium wp-image-24221\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/Encore-BH-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/Encore-BH-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/Encore-BH-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/Encore-BH.jpg 640w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>because it has industries that are less cyclical,\u201d <strong>Moody&#8217;s Analytics<\/strong> economist <strong>Mark Zahdi<\/strong> told the <em>Globe<\/em>,\u00a0\u201cIn this particular case, probably not. \u2026 It\u2019s going to be a slog.\u201d According to the <em>Globe<\/em>, &#8220;Massachusetts has the highest per-capita income among states, fueled in part by stock-based compensation among the professional class and income from investment portfolios.&#8221; Factor in the Coronavirus economy and discretionary spending will be heading south. The <strong>National Association for\u00a0Business Economics<\/strong> consensus projection is for a 26.5% contraction in the economy. As venture capitalist <strong>Maia Heymann<\/strong> observes,\u00a0\u201cWe have to train a new set of muscles, which is sustained survivability.\u201d<\/p>\n<p>* Speaking of hard hits, <strong>Crown Resorts<\/strong> took one when the Australian government closed all casinos. 95% of Crown staff <a href=\"https:\/\/www.hotelsmag.com\/Industry\/News\/Details\/91620\" target=\"_blank\" rel=\"noopener noreferrer\">have been let go<\/a>, with full-time and part-time staff receiving severance, exclusive of senior management, while &#8220;casual staff&#8221; will receive a $630 lump sum. Crown CEO <strong>Ken Barton<\/strong> called the layoffs a &#8220;tough but necessary decision.&#8221;<\/p>\n<p>* As for tough decisions, when casinos reopen if patrons don&#8217;t practice social distance and other circumspect behavior, <a href=\"https:\/\/www.bloomberg.com\/features\/2020-carnival-cruise-coronavirus\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">they could share the fate<\/a> of the passengers on <strong>Carnival Cruise Lines<\/strong>&#8216; <em>Grand Princess<\/em>. The ship had a Covid-19 outbreak at sea, not least because guests were allowed to party hearty while the pathogen spread. It didn&#8217;t help that CCL staff waited 43 hours to tell them. \u201cThe more you travel with them, the more goodies they give you,&#8221; said one passenger. &#8220;It&#8217;s like rats and cocaine.&#8221; Scarier still, CCL owner <strong>Micky Arison<\/strong> is one of the people tasked by the <strong>White House<\/strong> with reopening the economy, not unlike\u00a0putting the fox in charge of the hen house.<\/p>\n<p>* Add card clubs to the list of establishments squeezed by the <strong>Small Business Administration<\/strong>&#8216;s prohibition on aid to minor establishments that derive more than 50% of their revenue from gambling. That ban\u2014and the temporary closure of card rooms in <strong>California<\/strong>\u2014<a href=\"https:\/\/www.cardplayer.com\/poker-news\/24844-city-governments-reeling-as-tax-revenue-declines-from-casino-shutdowns\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">is claiming collateral damage<\/a> to two gambling-addicted cities. <strong>Hawaiian Gardens<\/strong> and <strong>Bell <img loading=\"lazy\" class=\"alignleft size-full wp-image-19575\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/04\/Bicycle-Club.jpeg\" alt=\"\" width=\"275\" height=\"183\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/04\/Bicycle-Club.jpeg 275w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/04\/Bicycle-Club-150x100.jpeg 150w\" sizes=\"(max-width: 275px) 100vw, 275px\" \/>Gardens<\/strong> are experiencing budget shortfalls from loss of card-derived tax revenue. In the case of Hawaiian Gardens, it&#8217;s a catastrophic 70% of the civic budget.\u00a0\u201cWithout the help of <span class=\"caps\">[<strong>Paycheck Protection Program<\/strong>]\u00a0<\/span>funding, California\u2019s gaming operators, all of which voluntarily ceased operations in mid-March, will be forced to permanently lay off employees and some may not be able to reopen,\u201d wrote <strong>California Gaming Association<\/strong> prexy <strong>Kyle Kirkland<\/strong>. No dice. There is still one hail-Mary pass that card rooms (and the cities dependent on them) can lob: That is to ask Gov. <strong>Gavin Newsom<\/strong> (D) to unlock some of the $97 million surplus in gaming-regulatory funding and fertilize the gaming economy with it.<\/p>\n<p>* If you don&#8217;t mind snorkeling or scuba diving, you can check out the ancient Roman version of &#8216;What happens here, stays here&#8217; off the shore of <strong>Baia<\/strong>, <strong>Italy<\/strong>.
