That&#8217;d be <img loading=\"lazy\" class=\"alignleft size-full wp-image-17024\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/10\/Adam-Gray.jpg\" alt=\"\" width=\"190\" height=\"266\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/10\/Adam-Gray.jpg 190w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/10\/Adam-Gray-107x150.jpg 107w\" sizes=\"(max-width: 190px) 100vw, 190px\" \/>pretty good news for a state whose budget is reeling from <strong>Coronavirus<\/strong>. Trouble is, sports betting isn&#8217;t legal in the Golden State just yet and the Lege will have to act fairly swiftly if it&#8217;s to make its way onto the November ballot. <strong>PlayCA.com<\/strong> is pinning its hopes on a pair of Assembly and state Senate bills shepherded by state Sen. <strong>Bill Dodd<\/strong> (D, <em>below<\/em>) and state Rep. <strong>Adam Gray<\/strong> (D, <em>pictured<\/em>), a longtime warrior for gaming. Revenue would be taxed at 10%, tribal casinos and horse tracks would be entitled to both retail and online sports wagering, and taxes would be levied directly upon the platform operators, circumventing a state\/tribal clash of authority. <a href=\"https:\/\/www.smdailyjournal.com\/news\/state\/legal-sports-betting-pitched-as-california-budget-salve\/article_64337ac2-beb1-5f9f-8735-84965e277bf7.html\" target=\"_blank\" rel=\"noopener noreferrer\">Conspicuously missing are the state&#8217;s card rooms<\/a>, already staggering under the ongoing\u00a0<strong>Covid-19<\/strong> shutdown.<\/p>\n<p>PlayCA calls the tax rate &#8220;reasonable&#8221; and we have to agree\u2014particularly compared to <strong>Pennsylvania<\/strong>&#8216;s confiscatory <!--more-->36%.\u00a0\u201cCalifornia is the holy grail of sports betting markets, and not just because of its sheer size,\u201d said analyst <strong>Dustin Gouker<\/strong>.\u00a0\u201cIt appears that legislators are working to put in place a structure that will make <img loading=\"lazy\" class=\"alignleft wp-image-27207\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/06\/dodd-300x294.jpg\" alt=\"\" width=\"217\" height=\"213\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/06\/dodd-300x294.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/06\/dodd-150x147.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/06\/dodd.jpg 314w\" sizes=\"(max-width: 217px) 100vw, 217px\" \/>California uniquely attractive to every major operator. And because it has<br \/>\nthe potential to be the largest legal sports betting market in the U.S., ultimately it represents a seismic shift in the industry.\u201d He added,\u00a0\u201cThe [tax] rate certainly won\u2019t scare off sportsbook operators, who are all eager to enter California. This balanced approach should help the market ramp-up quickly once the industry launches, which is ideal considering California\u2019s budget crunch.\u201d While there&#8217;s no reason to expect Gov. <strong>Gavin Newsom<\/strong> (D) to veto the legislation, especially with tax dollars in short supply, it still has to clear hurdles in both houses of the Lege, and not only are card rooms not on board, neither are all tribes.<\/p>\n<p><em><strong>Jottings<\/strong><\/em>: The rumor du jour is that <strong>Station Casinos<\/strong>&#8216; closure of <strong>Fiesta Henderson<\/strong> and <strong>Fiesta Rancho<\/strong> is a prelude to spinning them off to <strong>Boyd Gaming<\/strong>. The latter has the liquidity for such a deal and Station may feel it&#8217;s overexposed in the two markets where the Fiestas compete &#8230; Nine <strong>Downtown<\/strong> casinos are scheduled to reopen June 4. The most <img loading=\"lazy\" class=\"alignright size-full wp-image-1498\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/mainstreetstation-pic.jpg\" alt=\"\" width=\"299\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/mainstreetstation-pic.jpg 299w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/mainstreetstation-pic-150x100.jpg 150w\" sizes=\"(max-width: 299px) 100vw, 299px\" \/>notable holdout is <strong>Main Street Station<\/strong>. Bookings at the others are said to be strong, with <em>VitalVegas<\/em> author <strong>Scott Roeben<\/strong> <a href=\"https:\/\/vitalvegas.com\/all-fremont-street-casinos-open-june-4-fremont-street-experience-on-june-3\/\" target=\"_blank\" rel=\"noopener noreferrer\">reporting<\/a>, &#8220;Downtown Las Vegas is much less reliant on conventions and Asian visitors than The Strip, so it\u2019s expected downtown could recover more quickly than other destinations&#8221; &#8230; <strong>Twin River Holdings<\/strong>&#8216; two casinos in <strong>Rhode Island<\/strong> will reopen June 8. Admission, however, will be initially restricted to invited loyalty-program members &#8230; <strong>New Jersey<\/strong> regulators have postponed their yes\/no vote on <strong>Eldorado Resorts<\/strong>&#8216; takeover of <strong>Caesars Entertainment<\/strong>, possibly running a cart and horses through Eldorado&#8217;s <img loading=\"lazy\" class=\"alignleft size-full wp-image-1748\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/01\/harrahs-pic.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/01\/harrahs-pic.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/01\/harrahs-pic-150x100.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>hopes to close the deal in June. It&#8217;s all good for Caesars, which collects a penalty fee the longer the closing goes past due &#8230; Speaking of Caesars, it has bumped up the reopening of <strong>Harrah&#8217;s Las Vegas<\/strong> to June 5, citing &#8220;<a href=\"https:\/\/m.lasvegassun.com\/news\/2020\/may\/29\/harrahs-joins-list-of-caesars-properties-opening-n\/\" target=\"_blank\" rel=\"noopener noreferrer\">stronger than anticipated<\/a>&#8221; customer demand. Who&#8217;s next, we wonder &#8230; Attorney General <strong>William Barr<\/strong>&#8216;s <strong>Department of Justice<\/strong> is sending mixed signals to online lotteries. It&#8217;s promising them that it won&#8217;t prosecute them under the <strong>Wire Act<\/strong>\u2014while continuing to pursue a court ruling that it has the power to crack down on them &#8230; British bookies can go back into business June 15, per Prime Minister <strong>Boris Johnson<\/strong>.
