How about <em>six<\/em> casinos? That&#8217;s the problem faced by <strong>Pennsylvania<\/strong>, whose Lege over-optimistically authorized 10 satellite casinos, dollar signs dancing in their heads. The first couple of rounds of bidding were lucrative but the law of diminishing returns soon set in\u2014and only four of the &#8216;Category 4&#8217; licenses have been claimed. (<strong>Mount Airy<\/strong> had the fifth, but withdrew.) So the Keystone State is going back to the casino industry with an &#8216;offer you can&#8217;t refuse&#8217;: $7.5 million for 750 slots, $2.5 million for 30 table games (with the option to add 10 more after a year) and &#8230; here&#8217;s the kicker &#8230; $10 million for sports betting, a real deal-breaker. What&#8217;s more, slot routes are on the table in <strong>Harrisburg<\/strong>, another disincentive to invest in mini-regional casinos.<\/p>\n\n\n\n<p>According to <em>Global Gaming Business<\/em>, a few still-promising locations <a href=\"https:\/\/ggbnews.com\/article\/any-takers-for-pennsylvanias-next-mini-casino-license\/\">have been identified<\/a>. Prime among these is <strong>New Castle<\/strong>, which could draw upon <strong>Altoona<\/strong>, <strong>State College<\/strong> and <strong>Williamsport<\/strong>. \u201cOne positive for the three smaller markets is that they have the potential to draw patronage from other smaller, underserved markets, as there are no casinos near the geographic center of the state,\u201d writes <strong>Cory Morowitz<\/strong>. That still leaves at least two licenses that will probably go begging. But are satellite casinos an idea whose time has passed? Internet gambling is on the upswing in Pennsylvania, sports betting in Category 4 is prohibitively expensive but you can&#8217;t <em>not<\/em> offer it and slot routes will leech into your revenues. As for upfront money, Morowitz adds, in the days of <strong>Covid-19<\/strong> \u201cany Cat 4 bid will be constrained and the license fee will likely skew towards the minimum.\u201d Ya think?<\/p>\n\n\n\n<!--nextpage-->\n\n\n\n<p class=\"has-drop-cap\">There&#8217;s an old-codger mindset in the gaming industry that we&#8217;ll never go over to cashless gambling, no, not in a million years! Tell that to <strong>Station Casinos<\/strong>. It just inked a pact with <strong>Automated Cashless Systems<\/strong> to deploy cash-free table games at its <strong>Las Vegas<\/strong> properties. ACS&#8217; PlayOn solution enables punters to buy chips with their debit card. As long as the industry doesn&#8217;t cross over into enabling use of credit cards at slots and tables, we&#8217;re A-OK with cashlessness. To say nothing of how much more sanitary it is. ACS reports that it is &#8220;seeing significant interest to deploy PlayOn across the state, especially with the concerns surrounding currency and COVID-19.&#8221; We don&#8217;t doubt it. Good move, Station.<\/p>\n\n\n\n<p class=\"has-drop-cap\">No more tax-free daily fantasy sports. The <strong>Internal Revenue Service<\/strong> says DFS is subject to the same federal excise tax as real sports betting. That&#8217;s a $10 million annual bill for the DFS industry, maybe higher if the taxman decides <a href=\"https:\/\/www.legalsportsreport.com\/43435\/dfs-and-sports-betting-excise-tax\/\" class=\"broken_link\">to apply it retroactively<\/a>. Chronicles <strong>LegalSportsReport.com<\/strong>, &#8220;An interesting part of the equation is that DFS is being treated like gambling in this instance at the federal level. While the memo clearly does not mean that the federal government writ large considers DFS to be a form of gambling,&nbsp;<strong>the IRS is attempting to treat DFS entries as &#8216;wagers.<\/strong>&#8216;&#8221; (emphasis in the original) Reassuringly for operators, &#8220;The memo is internal guidance and does not carry the force of law.&#8221; All is not lost. The <strong>Unlawful Internet Gaming Enforcement Act<\/strong> exempts DFS, while the <strong>Wire Act<\/strong> was written long before DFS was a glimmer in <strong>Jason Robins<\/strong>&#8216; eye. The likes of <strong>DraftKings<\/strong> and <strong>FanDuel<\/strong> could prevail in court, if that&#8217;s how the IRS wants to roll. Gaming Commission President <strong>Manuel Laboy Rivera<\/strong> asserted that &#8220;there is a great opportunity to position ourselves in this industry, which can contribute around $68m by 2022.\u201d &#8230; There&#8217;s a new candidate for a casino in <strong>Japan<\/strong>. French <strong>Groupe Partouche<\/strong> <a href=\"https:\/\/uk.reuters.com\/article\/uk-partouche-japan\/french-casino-group-partouche-to-join-forces-with-pixel-to-run-japan-resort-idUKKCN25A0ID\">is teaming<\/a> with Japanese <strong>Pixel Companyz<\/strong>.
