After dropping hints of expansive sports betting in <strong>New York State,<\/strong> Gov. <strong>Andrew Cuomo<\/strong> (D) unveiled a proposal that was considerably less than &#8216;george.&#8217; There will be one &#8216;skin&#8217; and it will be answerable to the state lottery. Only the four, struggling, upstate casinos will be eligible to participate and the tax rate may be as high as 50%. The only silver lining for the industry is that the winner of the license competition will be the only game in town, enabling them to spend little or nothing or promotion. Due to its extensive ties within the Empire State, <strong>DraftKings<\/strong> has to be considered the early favorite. The state&#8217;s three tribal casinos are on the outside looking in and that&#8217;s bound to be a source of contention. Explaining his parsimony, Cuomo said, &#8220;I&#8217;m not here to make the casinos a lot of money. I&#8217;m here to raise funds for the state,&#8221; to the tune of $500 million in tax receipts a year.<\/p>\n\n\n\n<!--nextpage-->\n\n\n\n<p style=\"font-size:18px\">The implication, reacted <strong>Credit Suisse<\/strong> analyst <strong>Ben Chaiken<\/strong>, was that there would be a high tax rate and traditional operators &#8220;potentially wouldn&#8217;t be able to enter the market.&#8221; He predicted a rerun of <strong>New Hampshire<\/strong>&#8216;s arrangement, whereby DraftKings enjoys a monopoly and is taxed 50%. Legislators, however, seem to have different ideas, even as they rushed to file their sports-betting bills. Reported Chaiken, &#8220;these bills take a very different form than the implied single\/minimal operator(s) and high tax set out by Cuomo; instead they would allow a casino based model, where the four commercial casinos and three tribal casinos offer two skins each, implication being 14 operators (4 commercial casinos and 3 tribal with 2 skins each). This is similar to bills that have been introduced and failed in the state before,&#8221; he warned. Also, the 12% tax rate, while clement, wouldn&#8217;t reach the threshold required to achieve Cuomo&#8217;s half-billion-dollar goal.<\/p>\n\n\n\n<p style=\"font-size:18px\">&#8220;Operators who were believed to be out of the running as of yesterday, now seem to have a second chance, but we would stress that this bill is very different from what Cuomo implied in his address on Wednesday,&#8221; Chaiken concluded. <strong>PlayUSA<\/strong> prophesied that the Cuomo proposal could &#8220;stunt growth&#8221; of a potential $20 billion handle\/year market, meaning a $1 billion bottom line, of which Cuomo would confiscate half. \u201cIt will be a big market no matter what, but the Cuomo plan has a chance to significantly lower the potential revenue ceiling,&#8221; cautioned analyst <strong>Eric Ramsey<\/strong>, the &#8216;why&#8217; being that state-run monopolies in other states (N.H., <strong>Oregon<\/strong>, <strong>Montana<\/strong> and <strong>Rhode Island<\/strong>) have suppressed activity by half. &#8220;A state-run sportsbook allows the state to capture more of the gross gaming revenue, which makes it appealing to state governments. But a monopoly would do little to aid struggling racetracks and retail casinos in New York. And bettors are left with fewer choices and less enticing promotions, among other issues,&#8221; PlayUSA elaborated. We&#8217;re pulling for the Lege on this one but Cuomo&#8217;s veto pen looms large.<\/p>\n\n\n\n<p style=\"font-size:18px\" class=\"has-drop-cap\">Everything&#8217;s good at <strong>Circa<\/strong>, according to <strong>Derek Stevens<\/strong>, who treated <strong>Roger Gros<\/strong> to <a rel=\"noreferrer noopener\" href=\"https:\/\/ggbnews.com\/article\/global-gaming-business-podcast-derek-stevens-president-ceo-circa-casino-resort\/\" target=\"_blank\">an audio tour<\/a> of the new hit property <strong>Downtown<\/strong>. Business, sayeth Stevens, has been &#8220;busy,&#8221; especially on weekends and during football games. The ebullient Stevens <a rel=\"noreferrer noopener\" href=\"https:\/\/www.cnbc.com\/video\/2020\/12\/29\/las-vegas-casinos-outlook-2021-squawk-street.html\" target=\"_blank\">is upbeat<\/a> on what 2021 holds in store for casinos, telling <strong>CNBC<\/strong> it would be <strong>Las Vegas<\/strong>&#8216; best year ever. Weekend business is ramping up while midweeks remain soft. He predicts a turnaround as soon as this month. Let&#8217;s hope he&#8217;s right. Stevens usually is.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img loading=\"lazy\" width=\"470\" height=\"217\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Toledo-Casino.jpg\" alt=\"\" class=\"wp-image-9005\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Toledo-Casino.jpg 470w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Toledo-Casino-150x69.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Toledo-Casino-300x138.jpg 300w\" sizes=\"(max-width: 470px) 100vw, 470px\" \/><\/figure><\/div>\n\n\n\n<p style=\"font-size:18px\" class=\"has-drop-cap\">After consistently outperforming the U.S. casino market for months, <strong>Ohio<\/strong> has taken a tumble, falling 22% last month to $132.5 million. <strong>JP Morgan<\/strong> analyst <strong>Joseph Greff<\/strong> blames this on reduced capacity (50%) and hours but we don&#8217;t think that&#8217;s the whole story. <strong>Hollywood Toledo<\/strong> continued to benefit from casino closures in <strong>Detroit<\/strong>, jumping 15% to $20.5 million. By contrast, <strong>Hollywood Columbus<\/strong> fell 21% to $15.5 million. As for <strong>Penn National Gaming<\/strong>&#8216;s two racinos, <strong>Hollywood Dayton<\/strong> grossed $9 million (-8%) and <strong>Hollywood Mahoning Valley<\/strong> made $8 million (-23%). <strong>Belterra Park<\/strong> suffered a 26% decline, grossing $6 million while <strong>Scioto Downs<\/strong> pocketed $13 million, a 19% blow. <strong>MGM Northfield Park<\/strong> plummeted 36% to third-place status, making $14 million. <strong>Miami Valley Gaming<\/strong> absorbed a 26% punch, grossing $12 million, while <strong>Jack Thistledown<\/strong>&#8216;s $10.5 million represented a 13% decline. <strong>Jack Cleveland<\/strong> was down 31% to $13 million while <strong>Hard Rock Cincinnati<\/strong> nose-dived 39.5% to $11 million.<\/p>\n\n\n\n<p style=\"font-size:18px\"><strong>Jottings<\/strong>: New <strong>Rio<\/strong> owner <strong>Eric Birnbaum<\/strong> assured <strong>Nevada<\/strong> regulators that <a rel=\"noreferrer noopener\" href=\"https:\/\/www.reviewjournal.com\/business\/casinos-gaming\/owner-of-rio-hints-at-whats-next-for-the-off-strip-suite-property-2244645\/?fbclid=IwAR2dvR9bbEJ684eJIYjnpNzvBB7HUfCwfdtmkXvHl9f2axXL2TP_WLV72zc\" target=\"_blank\">he would restore<\/a> the property to its former, pre-<strong>Gary Loveman<\/strong> luster. That puts the kibosh on any talk of imploding Las Vegas&#8217; most beautiful resort &#8230; Sluggish business continues to dog <strong>MGM Resorts International<\/strong> on the <strong>Las Vegas Strip<\/strong>. It just <a rel=\"noreferrer noopener\" href=\"https:\/\/www.ktnv.com\/news\/coronavirus\/mgm-resorts-to-furlough-approx-140-vegas-area-manager-positions-citing-slow-business\" target=\"_blank\">furloughed 140 people<\/a> from management positions. Stated MGM, &#8220;Business volumes are projected to remain low for the beginning of the year due to the pandemic, unfortunately requiring temporary reductions in staffing across our Las Vegas properties.
