The Atlantic City<\/strong> homeless soon found a great place to take a nap. Sports betting died a regrettably predictable death in the Kentucky<\/strong> Lege yesterday … but that’s the least of Churchill Downs<\/strong>‘ concerns. The company is under investigation<\/a> in New Hampshire<\/strong>, where its advance-deposit wagering (conducted under the TwinSpires<\/strong> banner) is accused of “operating without a license or any other regulatory permission.” Churchill Downs\u2014which is bringing “historical horse racing” machines to the Granite State\u2014responds that it is in full compliance with the federal Interstate Horse Racing Act. The New Hampshire Lottery<\/strong> is the aggrieved party, complaining that Churchill Downs is evading tax obligations to the state. <\/p>\n\n\n\n

“It’s hundreds of thousands of dollars annually and they have been doing this for a number of years so it’s a significant amount of money,” lottery Executive Director Charlie McIntyre<\/strong> told TV station WMUR<\/strong>. “They are not regulated by us, nor do they operate within the confines of state law. It is a gray area of concern for us because all of the gambling in this state happens through us. We license or regulate it. In this case, neither.” He added that he’d tried a direct appeal to Churchill Downs but had been blown off.<\/p>\n\n\n\n

Added state senator and casino advocate Lou D’Allesandro<\/strong> (D), “The big thing in all of this is the state’s ability to control this. Otherwise it gets way out of hand and once it gets out of control there is no bringing it back.” Churchill Downs, in the meanwhile, is putting down roots at Chaser’s Poker Room<\/strong>, across the road from horse track Rockingham Park<\/strong>. Opponents of Churchill Downs are quick to point out that sports betting monopoly owner DraftKings<\/strong> doesn’t think it’s too big to be licensed<\/a> by the Lottery.<\/p>\n\n\n\n
