The <strong>Las Vegas Strip<\/strong> dowager is showing her years, admittedly, but she&#8217;s the last remaining vestige of classic Vegas, especially after <strong>Sam Nazarian<\/strong> disemboweled the <strong>Sahara<\/strong> and the <strong>Riviera<\/strong> went the way of all flesh. Just when <strong>Station Casinos<\/strong> thought it was going to see a big real estate payday, <a href=\"https:\/\/thenevadaindependent.com\/article\/as-pivot-to-new-site-for-vegas-baseball-stadium-lowering-public-funding-request\">it was double-crossed<\/a> by the <strong>Oakland Athletics<\/strong>. Turns out the A&#8217;s had been <a href=\"https:\/\/thenevadaindependent.com\/article\/as-revisit-other-vegas-stadium-sites-as-legislative-process-lags\">playing footsie<\/a> with <strong>Bally&#8217;s Corp<\/strong>., which did a great job of <a href=\"https:\/\/cdcgaming.com\/ballys-posts-record-first-quarter-revenue-as-profit-soars\/\">pretending nothing<\/a> was transpiring at the Trop. Under the new deal, which was sniffed out by <strong>Howard Stutz<\/strong>, the A&#8217;s would build a nine-acre $1.4 billion stadium atop the ex-Trop, with Bally&#8217;s holding onto 25 acres for future redevelopment.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>This may be a case of mistaking motion for progress. There are 27 days remaining for the <strong>Nevada<\/strong> Lege and a concrete, new-tax plan <a href=\"https:\/\/cdcgaming.com\/commentary\/nevada-assembly-speaker-yeager-suggests-as-pick-up-the-pace-of-its-stadium-game\/\">has yet to be presented<\/a> to underwrite this vanity project. Moving from the <strong>Wild Wild West<\/strong> site to the Trop one shaves $105 million off the budget\u2014because the land would be leased from <strong>Gaming &amp; Leisure Properties<\/strong>\u2014but still leaves $395 million to be underwritten by taxpayers, a big ask by any measure. (Kudos to <strong>Phil Ruffin<\/strong>, who sensed that the A&#8217;s were shopping a bad deal around and gave them a wide berth.) If you&#8217;re in <strong>Las Vegas<\/strong>, check out the Trop by all means &#8230; while you still can.<\/p>\n\n\n\n<div class=\"wp-block-image is-style-rounded\"><figure class=\"aligncenter size-large\"><img loading=\"lazy\" width=\"500\" height=\"344\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/TROPICANA-VIEW-1B_LO-042010.jpg\" alt=\"\" class=\"wp-image-12178\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/TROPICANA-VIEW-1B_LO-042010.jpg 500w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/TROPICANA-VIEW-1B_LO-042010-150x103.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/TROPICANA-VIEW-1B_LO-042010-300x206.jpg 300w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/figure><\/div>\n\n\n\n<p>Whilst keeping mum on the Trop deal, Bally&#8217;s execs didst rejoice in a record first quarter that saw them come up off the canvas with record first-quarter revenue and a fat, $178 million profit, mostly driven by terrestrial casino play. If you&#8217;ve read our <a href=\"https:\/\/cdcgaming.com\/ballys-posts-record-first-quarter-revenue-as-profit-soars\/\"><em>CDC Gaming Reports<\/em><\/a> feature there&#8217;s not much <strong>Wall Street<\/strong> analysts can add. The happy financial news <a href=\"https:\/\/cdcgaming.com\/major-management-shakeup-at-ballys-includes-cfo-and-finance-vp\/\">was overshadowed<\/a> by the sudden exit of CFO <strong>Barry Lavan<\/strong>, to be replaced by casino-operations veteran <strong>Marcus Glove<\/strong>r, late of <strong>MGM Resorts International<\/strong>. This was one of several managerial changes that were announced just a few hours before the earnings call. It sufficiently spooked <strong>Truist Securities<\/strong> analyst <strong>Barry Jonas<\/strong> to the point where he lowered his EBITDA target and knocked six bucks off his $29\/share price target.<\/p>\n\n\n\n<p>&#8220;While we believe Mr. Lavan has been integral to BALY&#8217;s strategic plans, we think his leaving reflects more personal family commitments rather than any concerns on BALY&#8217;s business,&#8221; Jonas hinted. &#8220;We think the broader recent organizational changes reflect BALY shifting to execution following its evolving strategic and financial direction.&#8221; He seems to also have been bothered by retrenchment that included reducing capex commitments by $10 million and bruiting more job cuts about. Management, however, is bullish on its <strong>Medinah Temple<\/strong> temporary casino (<em>below<\/em>) in <strong>Chicago<\/strong>, even if &#8220;late summer&#8221; is the new opening timeframe. Bally&#8217;s is projecting $25 million in near-term cash flow and $50 million in 2024, which would be an impressive return on investment.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"1024\" height=\"683\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2023\/05\/medinah-temple-600-n-wabash-01-1024x683.jpg\" alt=\"\" class=\"wp-image-32615\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2023\/05\/medinah-temple-600-n-wabash-01-1024x683.jpg 1024w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2023\/05\/medinah-temple-600-n-wabash-01-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2023\/05\/medinah-temple-600-n-wabash-01-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2023\/05\/medinah-temple-600-n-wabash-01-768x512.jpg 768w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2023\/05\/medinah-temple-600-n-wabash-01.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Wanna buy part of a Chicago megaresort? Bally&#8217;s rattled its tin cup during the call, dropping hints about an IPO that would put as much as 25% of the casino in the hands of suckers, er, minorities. This was part of <a href=\"https:\/\/chicago.suntimes.com\/2023\/5\/9\/23717177\/ballys-chicago-casino-public-stake-residents\">the dicey deal that Bally&#8217;s cut<\/a> in order to be juiced into the casino by former mayor <strong>Lori Lightfoot <\/strong>(D). According to the <em>Chicago Sun Times<\/em>, &#8220;at least 25% of the project\u2019s equity must be held by minorities or by minority-owned and controlled businesses.&#8221; <\/p>\n\n\n\n<p>Sayeth the company Web site, \u201cMinority investors will own 25% of the project, and include philanthropists, business owners, sports stars, celebrities and everyday Chicagoans from the Black and Latino communities, as well as other ethnic and gender representation.\u201d And yet, the <em>Sun Times<\/em> says, &#8220;The <strong>Providence, Rhode Island<\/strong>-based company said it makes no guarantees that the shares will be issued.&#8221; There&#8217;s a bit of double-talk for you. Bally&#8217;s predicts the $1.6 billion resort <a href=\"https:\/\/www.casino.org\/news\/ballys-plans-ipo-for-chicago-casino-for-local-residents\/\">will now open in 2026<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"1024\" height=\"899\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2022\/01\/Macao-1024x899.jpg\" alt=\"\" class=\"wp-image-30661\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2022\/01\/Macao-1024x899.jpg 1024w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2022\/01\/Macao-300x263.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2022\/01\/Macao-150x132.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2022\/01\/Macao-768x674.jpg 768w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2022\/01\/Macao-1536x1349.jpg 1536w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2022\/01\/Macao-2048x1799.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"has-drop-cap\">&#8220;All roads lead to Macau,&#8221; concluded <strong>J.P. Morgan<\/strong> analyst <strong>Joseph Greff <\/strong>after an impressive <strong>Wynn Resorts<\/strong> 1Q23 earnings call. Cash flow at Wynn&#8217;s two Macanese resorts edged past Greff&#8217;s expected $148 million to hit $155 million, despite lower-than-normal VIP action. Overall, the company did very well, with cash flow blowing past $380 million (anticipated) and reaching $430 million. Added Greff, &#8220;We think this is at the high end of recently elevated buyside expectations, based on conversations with investors.&#8221; Components of success in <strong>Macao<\/strong> included wagering that was 82% of pre-Covid levels and retail sales that exceeded 2019 altitudes by 60%. While gross revenues grew $483 million, operating costs in Macao were up only $268 million, meaning nice, plump margins for The Street.<\/p>\n\n\n\n<p>The only less-than-bright spot on the Wynn ledger were worse-than-expected losses for <strong>WynnBet<\/strong>. At <strong>Wynncore<\/strong>, revenues of $587 million dwarfed Greff&#8217;s $500 million forecast, while $210 million was expected at <strong>Encore Boston Harbor<\/strong>, which delivered $216 million. In addition to gambling, F&amp;B, entertainment and retail all contributed to the Wynncore beat. <strong>Wynn Interactive<\/strong> brought in $21 million of negative ROI, compared to the anticipated -$15 million. Despite its outsized on-the-ground presence in <strong>Massachusetts<\/strong>, WynnBet is only garnering 4% of the total gross gaming revenue to be had from sports betting.<\/p>\n\n\n\n<div class=\"wp-block-image is-style-rounded\"><figure class=\"aligncenter size-large\"><img loading=\"lazy\" width=\"400\" height=\"235\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2021\/11\/encore-400x235-1.jpg\" alt=\"\" class=\"wp-image-30340\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2021\/11\/encore-400x235-1.jpg 400w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2021\/11\/encore-400x235-1-300x176.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2021\/11\/encore-400x235-1-150x88.jpg 150w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/figure><\/div>\n\n\n\n<p><strong>Deutsche Bank<\/strong> analyst <strong>Carlo Santarelli<\/strong> was less impressed, moving his price target up to $140 (still shy of Greff&#8217;s $142) and generally sounding unsurprised by the numbers. He did allow that &#8220;Las Vegas had a really strong April, and while comps stiffen materially in May and June, the group segment is shaping up to provide record performance in 2023, with 2024 pace ahead of 2023.&#8221; That&#8217;s heartening to know. <\/p>\n\n\n\n<p><strong>Ben Chaiken<\/strong> of <strong>Credit Suisse<\/strong> was more enthusiastic, even though he thought Wynn was losing market share in Macao. While slot play at Wynncore was 99% larger than in 1Q19 it was flat with 4Q22, possibly portending a slowdown in domestic gambling. He added, &#8220;We continue to see upside on the hotel side, driven in part by the ~2x expansion of convention space, which should drive rate higher than expected. Recall ~30% of room nights pre covid were corp\/convention, so the expansion should be needle moving.&#8221; Let&#8217;s hope so.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img loading=\"lazy\" width=\"224\" height=\"225\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Iowa-seal.jpg\" alt=\"\" class=\"wp-image-12194\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Iowa-seal.jpg 224w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Iowa-seal-150x150.jpg 150w\" sizes=\"(max-width: 224px) 100vw, 224px\" \/><\/figure><\/div>\n\n\n\n<p class=\"has-drop-cap\">As sports betting scandals hang over the <strong>University of Alabama<\/strong>, the <strong>University of Iowa<\/strong> and <strong>Iowa State University<\/strong>, The Associated Press is saying, &#8216;<a href=\"https:\/\/apnews.com\/article\/gambling-ncaa-iowa-alabama-ac2d03f7c47a9d9e7f04befc5081fefb\">told you so<\/a>.&#8217; Uncontrolled wagering in the cornfields of our beloved home state? Surely you jest! &#8220;With the proliferation of legal wagering in the <strong>United States<\/strong> the past five years, it wasn\u2019t a question of if but when a college sports gambling scandal would become public,&#8221; opines the AP. Adds <strong>Keith Whyte<\/strong> of the <strong>National Council on Problem Gambling<\/strong>, \u201cThis is probably just the tip of the iceberg. n surveys, the athletes self-report a high rate of gambling participation and sports betting. It wouldn\u2019t surprise us if there\u2019s more problems that surface.\u201d Whyte&#8217;s a straight shooter, so we believe him.<\/p>\n\n\n\n<p>Indeed, the last <strong>NCAA<\/strong> study, which indicated rampant gambling amongst student athletes, is three years old, so there&#8217;s reason to believe the problem has become much worse in the interim. 26 Iowa State athletes (<a href=\"https:\/\/www.covers.com\/industry\/iowa-gaming-commission-investigating-student-athlete-sports-betting-scandal-may-9-2023\">and 85 other students<\/a>) are targeted in one probe, 15 Iowa Hawkeyes by the other. <a href=\"https:\/\/www.desmoinesregister.com\/story\/news\/crime-and-courts\/2023\/05\/10\/iowa-isu-state-criminal-charges-sports-betting-gambling-investigation-ncaa-controversy-minimum-age\/70199070007\/\" class=\"broken_link\">No game-fixing has been alleged<\/a> so far. Where are these student athletes getting their wagering money? Endorsement deals, where else? They&#8217;ve opened themselves to a variety of criminal charges, including federal ones\u2014which should bring a lusty Congress blundering into the fray, <strong>Bill Miller<\/strong>&#8216;s worst nightmare.<\/p>\n\n\n\n<p>Already U of I baseball star <strong>Keaton Anthony<\/strong> <a href=\"https:\/\/www.cbsnews.com\/news\/iowa-iowa-state-athletes-gambling-probes\/\">is under a cloud<\/a> and others will soon follow. At Iowa State, the football, wrestling and track teams <a href=\"https:\/\/chicago.suntimes.com\/2023\/5\/9\/23717099\/athlete-gambling-under-investigation-at-iowa-and-iowa-state\">are under scrutiny<\/a>. (Thank God the debate team is unscathed &#8230; yet.) Student athletes in <strong>Iowa<\/strong> are under a triple bind, being forbidden to wager on pro sports, their own sports or indeed <em>any<\/em> sports if they&#8217;re under 21. Which is as it should be. Maybe a scandal is what we need. If college students are forced to see the hard consequences of illegal sports betting they might, just <em>might<\/em> think twice about it.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img loading=\"lazy\" width=\"318\" height=\"159\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Australia.jpg\" alt=\"\" class=\"wp-image-13993\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Australia.jpg 318w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Australia-150x75.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Australia-300x150.jpg 300w\" sizes=\"(max-width: 318px) 100vw, 318px\" \/><\/figure><\/div>\n\n\n\n<p class=\"has-drop-cap\">Finally, regulators in <strong>Australia<\/strong> are getting serious about the marketing of sports betting. OSB provider <strong>Sportsbet<\/strong> <a href=\"https:\/\/www.theguardian.com\/australia-news\/2023\/may\/10\/sportsbet-ad-implying-gambling-would-lead-to-sexual-success-found-in-breach-of-industry-standards\">ran absurd ads<\/a> that &#8220;implied successful gambling would lead to sexual success and make men more attractive.&#8221; (Funny, it didn&#8217;t a thing for us when we cleaned out the slots at the <strong>New Aladdin<\/strong>.) The <strong>Ad Standards<\/strong> council dinged Sportsbet for implying that having a flutter \u201ccould result in enhanced attractiveness and an improvement in self-image.\u201d<\/p>\n\n\n\n<p><em>Au contraire<\/em>, argued SportsBet. \u201cThe advertisement depicts a modest award ceremony and the crowd reacts to the winner\u2019s announcement and acceptance speech with balanced levels of applause and disappointment in a way that is consistent with that seen at the <strong>Oscars<\/strong> or similar event,\u201d it flustered.
