{"id":3916,"date":"2010-06-30T13:54:55","date_gmt":"2010-06-30T21:54:55","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=3916"},"modified":"2021-11-21T15:53:50","modified_gmt":"2021-11-21T23:53:50","slug":"aqueduct-then-there-were-three","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/aqueduct-then-there-were-three\/","title":{"rendered":"Aqueduct: Then there were three"},"content":{"rendered":"<p>As the <a href=\"http:\/\/www.nytimes.com\/2010\/06\/30\/nyregion\/30aqueduct.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">contentious racino contract<\/a> for <strong>Aqueduct Racetrack<\/strong> is rebid, the field <a href=\"http:\/\/www.reuters.com\/article\/idUSTRE65S6KS20100629?type=domesticNews\" target=\"_blank\" rel=\"noopener noreferrer\">has narrowed to three suitors<\/a>, all of whom are in enviable cash positions. <strong>Penn National Gaming<\/strong>&#8216;s bankroll has taken on Holy Grail status, <strong>Genting Bhd<\/strong> has a money-spinner in the form of <strong>Resorts World Sentosa<\/strong> and <strong>Hard Rock International<\/strong> is a fancy name for &#8220;<strong>Seminole Tribe<\/strong>,&#8221; which dominates the <strong>Florida<\/strong> casino market.<\/p>\n<p><img loading=\"lazy\" class=\"aligncenter size-full wp-image-3917\" title=\"24aqueduct.600\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/24aqueduct.600.jpg\" alt=\"\" width=\"498\" height=\"232\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/24aqueduct.600.jpg 600w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/24aqueduct.600-150x70.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/24aqueduct.600-300x140.jpg 300w\" sizes=\"(max-width: 498px) 100vw, 498px\" \/><\/p>\n<p style=\"text-align: center;\"><em>A discarded plan for revamping Aqueduct Racetrack, one of several to bite the dust<\/em>.<\/p>\n<p>Penn&#8217;s relative ubiquity in the Mid-Atlantic region will probably be used as a club for beating up on CEO <strong>Peter Carlino<\/strong>&#8216;s bid. However, if <strong>Harrah&#8217;s Entertainment<\/strong> can have four casinos in <strong>Atlantic City<\/strong>, a racino in <strong>Pennsylvania<\/strong>, and possibly a racino and two management deals in <strong>Ohio<\/strong>, Penn&#8217;s smaller string of East Coast properties shouldn&#8217;t be held against it. It&#8217;s also (still) the only track operator in the hunt, experience which ought to count for something.<\/p>\n<p>The Seminoles are under a regulatory cloud at the moment (and could, worst-case scenario,\u00a0<!--more-->have their casino licenses revoked by <strong>Washington, D.C<\/strong>.). Familiar as a casino financier in <strong>New England<\/strong> tribal circles, Genting has been hinting at a direct operational role in the U.S. recently and Aqueduct makes a lot more sense than, say, bargain hunting in <strong>Atlantic City<\/strong> or <strong>Las Vegas<\/strong> right now. Still, Penn should be the #1 choice.<\/p>\n<p><strong>Silly season on Beacon Hill<\/strong>. As the chances for keeping the tribal-casino genie in the bottle slip away, <strong>Massachusetts<\/strong> solons continue to &#8212; pardon my French &#8212; dick around with enabling legislation, letting the clock run down. In a move that casinos in neighboring states (and <a href=\"http:\/\/www.capecodonline.com\/apps\/pbcs.dll\/article?AID=\/20100630\/NEWS\/6300315\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">potential Class II tribal venues<\/a> in the Bay State) will welcome, state Sen. <strong>James Eldridge<\/strong> (D) gummed up the works in order to ensure that <em>absolutely no smoking whatsoever<\/em> occurs in a Massachusetts gambling hall. Perish the thought!<\/p>\n<p>Not to be left out of the silliness was Minority Leader Sen. <strong>Richard Tisei<\/strong> (R), who proposed using 100% of casino levies* as a one-size-fits-all-form of property-tax rebate. Leaving aside the fact that not everybody pays the same amount of property tax, if the State of Massachusetts simply wanted to run in place, revenue-wise, casinos wouldn&#8217;t even be on the legislative docket. Tisei&#8217;s amendment could have killed pro-casino momentum stone dead &#8230; and maybe that was the idea. Which is not to say that this Christmas tree of a bill couldn&#8217;t use some pruning &#8212; like the allocation of new revenues to prop up racetracks. That&#8217;s money that could be better spent treating disordered gamblers, for one.<\/p>\n<p>* &#8212; <em>Massachusetts&#8217; proposed tax rate of 25% for casinos is, by usurious East Coast standards (<strong>New Jersey<\/strong> excepted), surprisingly reasonable<\/em>.<\/p>\n<p><strong>One less in Reno?<\/strong> Tribal casinos have taken an irrevocable bite out of the Reno gaming economy and one of the prime casualties has been the <strong>Siena Hotel Spa &amp; Casino<\/strong>. This place has struggled right out of the gate and <a href=\"http:\/\/www.lasvegassun.com\/news\/2010\/jun\/30\/back-taxes-could-cost-historic-reno-casino-its-gam\/\" target=\"_blank\" rel=\"noopener noreferrer\">tax arrears could spell its doom<\/a>. It&#8217;s difficult to see how much longer the <strong>Nevada Gaming Control Board<\/strong> can justify keeping it on life support. As with <strong>Lake Tahoe<\/strong>, the Reno marketplace is going to have to winnow out its stragglers in order to counterbalance business lost to <strong>California<\/strong> rivals.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-full wp-image-3918\" title=\"Ann Arundel\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/Ann-Arundel.jpg\" alt=\"\" width=\"339\" height=\"230\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/Ann-Arundel.jpg 339w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/Ann-Arundel-150x101.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/Ann-Arundel-300x203.jpg 300w\" sizes=\"(max-width: 339px) 100vw, 339px\" \/>O&#8217;Malley steps in it<\/strong>. It&#8217;s been nigh upon two years since <strong>Maryland<\/strong> voters approved slot houses for their state (at a staggering 67% tax rate). Only one of them will be open by Election Day 2010. As though to give challenger &#8212; and former governor &#8212; <strong>Robert Ehrlich<\/strong> ammunition, Gov. <strong>Martin O&#8217;Malley <\/strong>(D) has thrown in his lot with a coalition of <strong>Ann Arundel County<\/strong> grumblers who want to strip a casino concession awarded &#8212; after near-incessant procrastination &#8212; to <strong>Cordish Gaming<\/strong>, basically so that it can be re-awarded to a nearby racetrack. While Ehrlich&#8217;s own attempt to bring racinos to Maryland <a href=\"http:\/\/weblogs.baltimoresun.com\/business\/hancock\/blog\/2010\/06\/ehrlich_my_slots_plan_would_ha.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">was an ignominious flop<\/a>, his supporters have been arguing that O&#8217;Malley&#8217;s done no better and the governor&#8217;s bigfooting of the Ann Arundel case is a gift-wrapped box of grenades.<\/p>\n<p><strong>Gettysburg refought<\/strong>. The controversy surrounding the proposed <strong>Mason-Dixon Resort &amp; Casino<\/strong> near the battlefield of <strong>Gettysburg<\/strong> is one that creates a painful conflict between <em>S&amp;G<\/em>&#8216;s respect for free-market principles and my reverence for American history. To put gambling in close proximity to &#8220;these honored dead&#8221; (as <strong>Abraham Lincoln<\/strong> called the fallen <strong>Union<\/strong> soldiers) may be one&#8217;s Yankee prerogative but it&#8217;s also in very questionable taste.<\/p>\n<p>When historians like <strong>Gary Wills<\/strong> and <strong>James McPherson<\/strong> weigh in on the issue, they deserve a more thoughtful response than the snide one they received from <strong>Mason-Dixon<\/strong> shill <strong>David La Torre<\/strong>, who &#8220;<em>wondered how the historians would come up with hundreds of jobs and pump millions into the local economy. He also questioned why the letter contains only 272 signatures. &#8216;I think it&#8217;s fair to point out [the letter] cites organizations with memberships in the tens of thousands<\/em>,'&#8221; La Torre sneered. Yeah, and if it contained hundreds of thousands of signatures, he&#8217;d find some comparably obnoxious way of blowing them off. Putting this jerk out as your company squawk box does the Mason-Dixon project no favors.<\/p>\n<p><strong>ColSux Watch<\/strong>: Yet another <strong>Columbia Sussex<\/strong> hotel <a href=\"http:\/\/sacramento.bizjournals.com\/sacramento\/stories\/2010\/06\/28\/daily35.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">is being picketed<\/a>. It&#8217;s too bad this crummy company is still allowed to linger in the casino industry (thanks, <strong>Nevada Gaming Control Board<\/strong>) but perhaps its assiduous sowing of bad karma will soon be reaped.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As the contentious racino contract for Aqueduct Racetrack is rebid, the field has narrowed to three suitors, all of whom are in enviable cash positions.
