{"id":4126,"date":"2010-07-21T12:50:36","date_gmt":"2010-07-21T20:50:36","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=4126"},"modified":"2020-08-28T06:32:52","modified_gmt":"2020-08-28T14:32:52","slug":"atlantic-city-christies-coup-detat","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/atlantic-city-christies-coup-detat\/","title":{"rendered":"Atlantic City: Christie&#8217;s coup d&#8217;etat"},"content":{"rendered":"<p>Last week, I tried to work up a piece entitled, &#8220;<em>Atlantic City, R.I.P.<\/em>&#8221; After all, the Boardwalk had just come off a catastrophic June, impacted by table games in <strong>Delaware<\/strong>. Since table games were in process of sweeping <strong>Pennsylvania<\/strong>, from west to east, the demise of <strong>Atlantic City<\/strong> as a major casino capitol seemed a mere formality. Still, it was too damn depressing an obituary to tackle.<\/p>\n<p>However, neither I nor practically anybody else figured on <a href=\"http:\/\/www.nypost.com\/p\/news\/local\/nj_governor_to_announce_revitalization_or04e8ZTw8ya3gozsiOoZO\" target=\"_blank\" rel=\"noopener noreferrer\">the massive spanner<\/a> flung into the works by Gov. <strong>Chris Christie<\/strong> (R-N.J.) late yesterday. In one of the most breathtaking examples of government intervention one can recall offhand, Christie proposes to <!--more--><a href=\"http:\/\/www.app.com\/article\/20100720\/NEWS03\/100720120\/Christie-panel-No-slots-at-tracks-but-help-for-Atlantic-City-casinos\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">annex Atlantic City&#8217;s casino and entertainment district<\/a>, putting it under the direct authority of his office. And <a href=\"http:\/\/www.nj.com\/news\/index.ssf\/2010\/07\/nj_gambling_atlantic_city_takeover_meadowlands_racetrack_shut.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">that&#8217;s just for openers<\/a>.<\/p>\n<p>I dunno how &#8220;small government&#8221; Republicans will react to Christie&#8217;s <em>putsch<\/em> but it&#8217;s 1,000 times more ambitious than anything suggested by his predecessor, the relatively <em>laissez-faire<\/em>, perhaps even complacent <strong>Jon Corzine<\/strong>. Already predictable shrieks of &#8220;<em>Bailout!<\/em>&#8221; are being heard. (Who let <a href=\"http:\/\/http:\/\/www.mynews4.com\/story.php?id=23466\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">Sharron Angle<\/a> into the Garden State?) This power play is <a href=\"http:\/\/www.nj.com\/news\/index.ssf\/2010\/07\/nj_has_a_history_of_state_take.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">not without New Jersey precedent<\/a> &#8212; albeit a sometimes unsuccessful one.<\/p>\n<table style=\"border: 0px; padding: 0px; height: 29px;\" width=\"441\">\n<tbody>\n<tr>\n<td><\/td>\n<\/tr>\n<tr>\n<td><strong>After spending a long time<\/strong> sending mixed, Sphinx-like signals, Christie came off the fence with a vengeance. Mulling a report prepared by a group of advisors that include former <strong>New York Mets<\/strong> pitcher <strong>Al Leiter<\/strong> (plus <a href=\"http:\/\/www.philly.com\/philly\/news\/98905269.html?page=2&amp;c=y\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">six other luminaries<\/a>), Christie entered the fray with <a href=\"http:\/\/www.nbc40.net\/view_story.php?id=13956\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">a full arsenal of policy proposals<\/a>. (Look, if guvmint is going to intervene, it better jump in with both feet, particulary considering the gravity of the situation &#8212; none of this timid Obama-style incrementalism.) It&#8217;s hard not to like his mince-no-words style, reminiscent of <em>Law &amp; Order<\/em>&#8216;s hard-charging <strong>Jack McCoy<\/strong> &#8230; although Christie will probably never be played by <strong>Sam Waterston<\/strong>.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>While saying that his ideas aren&#8217;t carved in stone, Christie got off to a good start by kicking two crutches out from under the state&#8217;s gimpy horseracing industry, presently <a href=\"http:\/\/www.nytimes.com\/2010\/07\/21\/nyregion\/21jersey.html?_r=2&amp;partner=rss&amp;emc=rss\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">running at a $22 million loss<\/a>. Under his plan, <a href=\"http:\/\/www.nj.com\/news\/index.ssf\/2010\/07\/proposal_to_privatize_meadowla.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">the $30 million casino-derived subsidy would cease<\/a> &#8212; money the casinos can keep for themselves\u00a0 &#8212; and racinos are off the table. Also, the state-owned <strong>Meadowlands Racetrack<\/strong> would be either sold or closed, possibly repurposed as a <strong>NASCAR<\/strong> oval. Plus, with an extra 30 million clams back in their coffers, maybe some of Atlantic City&#8217;s worse-performing casinos can be taken off &#8220;Do not resuscitate&#8221; status.<\/p>\n<p><strong>Christie also proposes<\/strong> <a href=\"http:\/\/www.google.com\/hostednews\/ap\/article\/ALeqM5hi0VU9JNCPWj0ANSC442RVSY69agD9H3IRPG0\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">to pump as $175 million<\/a> into the nearby <strong>Xanadu<\/strong> complex, a mastodonic project that&#8217;s been lumbering along for at least a good seven years now (and was nominated for casino gambling by predecessor <strong>James McGreevey<\/strong>). If he&#8217;s willing to do that, it&#8217;s high time to revisit the issue of tax abatements for new casino developments in Atlantic City. Christie was late to the party when that $300 Million Question was before the Lege. Then the intended beneficiary, <strong>Revel<\/strong>, itself became moot &#8212; but it remains crystal-clear that any significant new development along the Boardwalk on in the Marina District will require considerable incentives. Except for the mayoralty of n0w-state Sen. <strong>James Whelan<\/strong>, City Hall has taken a less-than-proactive stance for development, <a href=\"http:\/\/www.nbcphiladelphia.com\/news\/politics\/Christie-Planning-Takeover-of-AC-Casino-District-98869144.html\" target=\"_blank\" rel=\"noopener noreferrer\">with collateral damage<\/a> to the Boardwalk&#8217;s image.<\/p>\n<p>Committing that worst of political crimes (telling the truth), Christie remarked that New Jersey &#8220;<em>can no longer sustain the subsidy we give to the standardbred industry and the racetrack here<\/em>.&#8221; <em>S&amp;G<\/em> has been saying that the horseracing is economically dead on its feet and may have to go the way of the dodo. How refreshing to encounter a politician who will articulate that painful verity.<\/p>\n<p><strong>Christie&#8217;s proposed seizure<\/strong> of power over the casino district isn&#8217;t playing well &#8230;<\/p>\n<table style=\"border: 0px; padding: 0px;\">\n<tbody>\n<tr>\n<td><\/td>\n<\/tr>\n<tr>\n<td>\u00a0&#8230; but the chattering classes had already given at least partial approval to the what Christie now proposes. &#8220;<em>The United States, in its worst economic crisis since the <strong>Great Depression<\/strong>, can let <strong>Chrysler<\/strong> and <strong>GM<\/strong> fail (and obsolete auto manufacturing jobs disappear), but Garden State nags must run to keep hay farms in business<\/em>,&#8221; opined the <em>Newark Star-Ledger<\/em>, calculating that each racetrack job is being subsidized to the tune of $5.5K\/year. Revel, <strong>Harrah&#8217;s Entertainment<\/strong> (biggest stakeholder in A.C.) and <strong>Trump Entertainment Resorts<\/strong> were quick to line up behind the guv, as did &#8212; cautiously &#8212; <strong>Unite-Here<\/strong> President <strong>Robert McDevitt<\/strong>, a recent obstructionist. Among <a href=\"http:\/\/www.nj.com\/news\/index.ssf\/2010\/07\/winners_losers_of_gov_christie.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">other potential winners<\/a> are listed <strong>New Jersey Turnpike<\/strong> drivers: &#8220;<em>People are still trying to figure out who thought the exterior of Xanadu was a good idea<\/em>.&#8221;<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong>The success of Christie&#8217;s agenda<\/strong> <a href=\"http:\/\/www.nj.com\/news\/index.ssf\/2010\/07\/gov_christie_makes_calculated.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">is contingent upon bipartisan support<\/a>. However, the early reaction was <a href=\"http:\/\/www.nj.com\/news\/index.ssf\/2010\/07\/two_nj_legislators_slam_propos.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">squawking from the left<\/a>. Two ideas that would hasten the demise of Atlantic City as we know it &#8212; &#8220;boutique&#8221; (i.e., locals) casinos and VLTs at Meadowlands &#8212; remain popular amongst the Democratic caucus. But the bossman&#8217;s hopping mad about the result of years of gridlock in A.C., uttering what could &#8212; and probably will, realistically &#8212; be the city&#8217;s epitaph: &#8220;<a href=\"http:\/\/www.pressofatlanticcity.com\/alerts_breaking\/article_e066f454-9445-11df-9b03-001cc4c03286.html\" target=\"_blank\" rel=\"noopener noreferrer\">Delay leads to demise<\/a>.&#8221;<\/p>\n<p>Nor will Christie get too many arguments when he damns A.C.&#8217;s &#8220;<em>historically corrupt, ineffective, inefficient government<\/em>.&#8221; The record speaks for itself. All too typical of the resistance he will encounter is the Boardwalk-based musician who moaned, &#8220;<em>Atlantic City has issues, but it&#8217;s not in disaster mode where this type of takeover is necessary at this point<\/em>.&#8221; What the hell planet are you living upon, dude?<\/p>\n<p><strong>Christie still must shepherd<\/strong> his plan through the Lege, risking much dilution and Christmas-tree adornment <em>en route<\/em> and his deadline is mid-2011, by which point casino revenues will have slid drastically farther. Democracy is slow and imperfect process &#8212; but better than every alternative, of course &#8212; something which may not work to Atlantic City&#8217;s benefit.<br \/>\n<strong>It&#8217;s not all good<\/strong>. Christie&#8217;s plan has several downsides.\u00a0Sports betting is off the table. The <strong>Atlantic City Convention &amp; Visitors Authority<\/strong> would be abolished. The governor would geld the <strong>New Jersey Casino Control Commission<\/strong> by making its regulatory oversight more like that exercised by the <strong>Nevada Gaming Control Board<\/strong>. Now, there are four inarguable facts about the paper tiger that is the NGCB: It&#8217;s understaffed, it&#8217;s underfunded, it&#8217;s beholden to &#8220;juice&#8221; and excessively deferential to &#8220;business as usual&#8221; (read: &#8220;turning a blind eye to seamy dealings and scummy licensees&#8221;). If the NJCCC were made over in the NGCB&#8217;s image, it would lower the bar for casino regulation in the United States from a hurdle to a small speed bump. It&#8217;s not a &#8220;modernization&#8221; but <a href=\"http:\/\/www.philly.com\/philly\/news\/98905269.html?cmpid=15585797\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">a return to antiquity<\/a>.<\/p>\n<p>&#8220;<em>Unnecessarily adversarial<\/em>&#8221; is key phrase. It&#8217;s a big, wet, sloppy kiss to &#8220;respected world-class operators&#8221; like <strong>MGM Resorts International<\/strong> &#8230; and <strong>Columbia Sussex<\/strong>. It also sounds suspiciously like code for, &#8220;<em>We&#8217;ll look the other way if <strong>Gary Loveman<\/strong> wants to get into bed with <strong>Stanley Ho<\/strong><\/em>.&#8221;Also, as Schwartz points out, the city has few attractive options, considering that top gaming companies either give it a pass or &#8212; in the case of <strong>Penn National Gaming<\/strong> and <strong>Pinnacle Entertainment<\/strong> &#8212; have declared it not worth the risk, or worse.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-4127\" title=\"chris-christie-new-jersey\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/chris-christie-new-jersey.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/chris-christie-new-jersey.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/chris-christie-new-jersey-150x112.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>On the other hand, when Christie talks about &#8220;<em>attracting other world class operators to ownership of the eleven existing facilities<\/em>,&#8221; we&#8217;re all ears, especially if it means expelling bottom feeders like <strong>Donald Trump<\/strong>, <strong>Colony Capital<\/strong> and <strong>Nick Ribis<\/strong>. &#8220;<em>Increasing the meeting and convention business in the Atlantic City market by at least 30% per year for the next five years<\/em>,&#8221; is a goal that should have been implemented long ago. The Boardwalk has struggled with the chicken-or-egg problem of not hosting enough major events for lack of critical mass of hotel rooms &#8212; but not having attendance that would justify building more hotels. They&#8217;ve been going &#8217;round and &#8217;round that mulberry bush for at least the past 12 years, probably longer.<\/p>\n<p><strong>Saying New Jersey spends<\/strong> 10X what <strong>Nevada<\/strong> does on casino regulation isn&#8217;t that damning a criticism when you consider that the Control Board and <strong>Nevada Gaming Commission<\/strong> have been starved for funds and staffing all the way back to the Gov. <strong>Bob Miller<\/strong> administration, with successors <strong>Kenny Guinn<\/strong> and <strong>Jim Gibbons<\/strong> proving no more generous (stingier, in fact, in Midnight Jim&#8217;s case).<\/p>\n<p>Also, redirection of <strong>Casino Reinvestment Development Authority<\/strong> casino taxes back into Atlantic City is laudable in principle. However, it opens a Pandora&#8217;s boxful of problems for <a href=\"http:\/\/www.njcrda.com\/revitalizing-new-jersey\/atlantic-city\/pages\/atlantic-city.aspx\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">state programs already dependent on those dollars<\/a>, many of which are targeted toward neighborhood revitalization across the state and assistance for the elderly. Where the revenue offsets will take place, Christie sayeth not. Perhaps New Jersey&#8217;s infirm and less-fortunate citizens will find themselves kicked to the curb.<\/p>\n<p><strong>UNLV Center for Gaming Research<\/strong> Director <strong>David G. Schwartz<\/strong> offers <a href=\"http:\/\/www.dieiscast.com\/2010\/07\/21\/nj-to-take-over-ac-casino-district\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">an excellent pr\u00e9cis<\/a> of the Christie-commissioned report and isn&#8217;t shy about pointing out its flaws. &#8220;<em>You can\u2019t legislate that you have to run your casino intelligently<\/em>,&#8221; he waggishly notes, adding, &#8220;<em>If they want to re-launch <strong>Mr. Peanut<\/strong>, I\u2019m available for consultations<\/em>.&#8221;<\/p>\n<p><strong>&#8220;<\/strong><em><strong>You have to be bold<\/strong>. We are in difficult times and we have to turn this state around<\/em>,&#8221; Christie said this morning. <em>S&amp;G<\/em> agrees that the time for boldness is long past due. If Christie is closing the barn door after the horses have fled, it&#8217;s through little fault of his own. His <em>huevos<\/em> are even bigger than Donald Trump&#8217;s ego.
