Or so contends <strong>Missouri Gaming Commission<\/strong> Chairman <strong>Jim Mathewson<\/strong>, hinting that <a href=\"http:\/\/www.stltoday.com\/business\/columns\/building-blocks\/article_c02aba18-c695-11df-89e5-0017a4a78c22.html\" target=\"_blank\">none of the four pending applications might be accepted<\/a>. He asks, &#8220;<em>If all we do is take a high percentage of business away from other casinos in the same area, well, then what&#8217;s the point?<\/em>&#8221;<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-medium wp-image-4639\" title=\"Isle Cape Girardeau\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/09\/Isle-Cape-Girardeau-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" \/>Good question. My own take is &#8212; and has been for some time &#8212; that when the state has but a finite number of licenses to bestow, it becomes responsible for the economic welfare of the industry. For instance, <strong>Iowa<\/strong> Gov. <strong>Chet Culver<\/strong> (D) wanted to flood his state with new casinos at a time when the existing ones are just treading water. Cramming the market with new gambling venues just because guvmint is greedy for licensing fees, say, is never a good way of thinking. Two of the casinos proposed in <strong>Missouri<\/strong> are in the greater <strong>St. Louis<\/strong> area, much afflicted with cannibalization right now and one is near <strong>Kansas City<\/strong>, which is also struggling. That would seem to point favorably in the direction of <strong>Cape Girardeau<\/strong>. But the hometown of <strong>Rush Limbaugh<\/strong> might yet vote gambling down on Election Day.<\/p>\n<p><strong>For obvious reasons<\/strong>, all four projects have relatively modest budgets. The costliest, a $350 million <strong>Spanish Lake<\/strong> casino, would cost about the same as the average <strong>Pennsylvania<\/strong> slot parlor but has opposition in local government. Which brings us to another point of regulatory umbrage. Basically, Mathewson doesn&#8217;t like the amount of investment being contemplated for any of the four projects &#8230; although, in this economy, it would be crazy to spend Lumiere Place-sized dollars. The four contenders break down as follows:<!--more--><\/p>\n<p><strong>North St. Louis<\/strong>. <span style=\"text-decoration: underline;\">Owner<\/span>: <strong>Casino Celebration<\/strong> (owner of <em>Casino Queen<\/em> in <strong>East St. Louis<\/strong>, Ill.). <span style=\"text-decoration: underline;\">Budget<\/span>: <strong>$131 million<\/strong>. <span style=\"text-decoration: underline;\">Slots<\/span>: <strong>1,400<\/strong>. Tables: <strong>36<\/strong>. <span style=\"text-decoration: underline;\">Special Features<\/span>: possible hotel. <span style=\"text-decoration: underline;\">Location<\/span>: south of <strong>Chain of Rocks Bridge<\/strong>.<\/p>\n<p><strong>Spanish Lake<\/strong>.* <span style=\"text-decoration: underline;\">Owner<\/span>: <strong>North County Development<\/strong>. <span style=\"text-decoration: underline;\">Budget<\/span>: <strong>$350 million<\/strong>. <span style=\"text-decoration: underline;\">Slots<\/span>: <strong>2,100<\/strong>. <span style=\"text-decoration: underline;\">Tables<\/span>: <strong>60<\/strong>. <span style=\"text-decoration: underline;\">Special Features<\/span>: golf course. <span style=\"text-decoration: underline;\">Location<\/span>: north of Chain of Rocks Bridge.<\/p>\n<p><strong>Sugar Creek<\/strong>.* <span style=\"text-decoration: underline;\">Owner<\/span>: <strong>Paragon Gaming<\/strong> (<em>aka<\/em> <strong>Diana Bennett<\/strong>, daughter of late <strong>Sahara<\/strong> owner <strong>Bill Bennett<\/strong>). <span style=\"text-decoration: underline;\">Budget<\/span>: <strong>$107 million<\/strong>. <span style=\"text-decoration: underline;\">Slots<\/span>: <strong>1,200<\/strong>. <span style=\"text-decoration: underline;\">Tables<\/span>: <strong>?<\/strong> <span style=\"text-decoration: underline;\">Special Features<\/span>: none. <span style=\"text-decoration: underline;\">Location<\/span>: east of Kansas City.<\/p>\n<p><strong>Cape Girardeau<\/strong> (<em>above<\/em>). <span style=\"text-decoration: underline;\">Owner<\/span>: <strong>Isle of Capri Casinos<\/strong>. <span style=\"text-decoration: underline;\">Budget<\/span>: <strong>$125 million<\/strong>. <span style=\"text-decoration: underline;\">Slots<\/span>: <strong>1,200<\/strong>. <span style=\"text-decoration: underline;\">Tables<\/span>: <strong>?<\/strong> <span style=\"text-decoration: underline;\">Special features<\/span>: concert hall.<\/p>\n<p>(* &#8212; <em>this project has a tentative second phase involving additional investment. Of course, if the casino underperforms due to market saturation, it&#8217;s a moot point<\/em>.)<\/p>\n<p>Regulators might be reluctant to give yet another bite of the Missouri to Isle, already a major presence in the Show-Me State. However, Paragon is probably going to have to come up with something a little more impressive if it&#8217;s to emerge victorious.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Just because Missouri can have 13 casinos doesn&#8217;t mean it must.
