I&#8217;m not sure who the target market is &#8212; the vibe is decidedly upscale but perhaps too arty, over the heads of the <strong>Speidi<\/strong> wannabes who frequent the Strip. Those stampeding herds of kittens and puppies ameliorate some of the pretension, even if they only compound the general WTF-ness. But, like they say in the movies, it&#8217;s so crazy it just might work.
