{"id":504,"date":"2008-08-22T16:54:00","date_gmt":"2008-08-23T00:54:00","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/blogs\/dmckee\/index.cfm\/2008\/8\/22\/Kansas-Round-1-Its-Harrahs-Penn"},"modified":"2017-11-27T12:20:54","modified_gmt":"2017-11-27T20:20:54","slug":"kansas-round-1-its-harrahs-penn","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/kansas-round-1-its-harrahs-penn\/","title":{"rendered":"Kansas, Round 1: It&apos;s Harrah&apos;s, Penn"},"content":{"rendered":"<p>Score one victory each for <strong>Harrah&#8217;s Entertainment<\/strong> and <strong>Penn National<\/strong> <strong>Gaming<\/strong> in the first round of casino concessions <a href=\"http:\/\/www.reuters.com\/article\/rbssConsumerGoodsAndRetailNews\/idUSN2251157120080822\">awarded in Kansas today<\/a> (with Round 2 to follow in a month). But there&#8217;s really only one winner &#8230;<\/p>\n<p align=\"center\"><img loading=\"lazy\" src=\"\/userfiles\/Image\/harrahsnightsign.jpg\" alt=\"\" width=\"350\" height=\"260\" \/><\/p>\n<p>&#8230;. and it&#8217;s Harrah&#8217;s, which got the Sumner County contract and, with it, the <strong>Wichita<\/strong> market. Penn National must settle for the concession prize of Cherokee County.<\/p>\n<p>Big deal. Penn had no competitors for that market and &#8212; keeping that in mind &#8212; two of the seven state arbiters <em>voted against Penn<\/em>. Perhaps that&#8217;s because Penn had previously sulked that it might pull out of Cherokee County if it didn&#8217;t get the Sumner concession as well. Announcing that it was going to scale back its Cherokee County investment and dribble it onto the market in piecemeal fashion (fearful of a nearby tribal casino) probably didn&#8217;t endear Penn to the <strong>Lottery Gaming Facility Review<\/strong> <strong>Board<\/strong>, either.<\/p>\n<p>Even today, Penn&#8217;s spokesman was <a href=\"http:\/\/www.forbes.com\/feeds\/ap\/2008\/08\/22\/ap5350261.html\">still threatening<\/a> that the company might not go through with the casino Kansas just handed it. That&#8217;s unbecoming conduct from one of the few cash-rich casino companies at the moment.<\/p>\n<p>Small wonder Penn&#8217;s Sumner proposal garnered only one vote of support. Which isn&#8217;t to imply Harrah&#8217;s gets the Wichita market out of spite or default. (There was, after all, a third contender.) Board members were impressed by the <a href=\"http:\/\/www.bizjournals.com\/wichita\/stories\/2008\/08\/18\/daily44.html\" class=\"broken_link\">proposed amenities<\/a> in Harrah&#8217;s $535 million-560 million proposal and by the site&#8217;s proximity to Wichita.<\/p>\n<p>Probably the most attractive criterion was that the state&#8217;s first-year revenue projections for Harrah&#8217;s, while lower than the company&#8217;s own, were the highest for any of the three proposals &#8212; 48% more than those for Penn and 44% higher than for <strong>Marvel Gaming<\/strong>.<\/p>\n<p>Marvel, which <a href=\"http:\/\/www.bizjournals.com\/wichita\/stories\/2008\/02\/11\/daily15.html?ana=from_rss\" class=\"broken_link\">has local ties<\/a>, particularly to the <strong>Binion family<\/strong>, says it&#8217;s keeping its powder dry. No wonder: If Penn decides to take its ball and go home, Marvel (which got two votes to Harrah&#8217;s four) appears to have made a good enough impression on the review board that it could make a strong run at Cherokee County, if the opportunity arose &#8212; and the cost of entry would be a great deal lower there.<\/p>\n<p>View the complete set of proposals <a href=\"http:\/\/www.ksracing.org\/index.php?id=42\" class=\"broken_link\">here<\/a>.<\/p>\n<p><strong>Recommendation for the weekend:<\/strong> The new suspense drama from <strong>Claude Lelouch<\/strong>, <a href=\"http:\/\/www.lvcitylife.com\/articles\/2008\/08\/21\/ae\/film\/iq_23402444.txt\" class=\"broken_link\"><em>Roman de Gare<\/em><\/a>.<\/p>\n<p><strong>Karaoke fans, rejoice!<\/strong> As reported here, earlier (and now official), a singalong version of <em>Mamma Mia!<\/em> opens on Aug. 29. Presumably smarting from hearing <em>Dark Knight<\/em> this and <em>Dark Knight<\/em> that, <strong>Universal Studios<\/strong>&#8216; press release gets in some passive-aggressive jabs on behalf of its $330 million-grossing musical, noting &#8220;is now the highest grossing film of 2008 in the U.K., Austria, Greece, Hungary, Norway and Sweden.&#8221; And, just to get one more dig in: &#8220;The film still has more than 35 territories in which to open.&#8221; <em>Meow!!!<\/em><\/p>\n<p><strong>False alarm:<\/strong> If you got an e-mail alert about a <strong>Philadelphia-related<\/strong> <em>S&amp;G<\/em> posting, but couldn&#8217;t find it, it&#8217;s temporarily on hold, pending some new wrinkles in the story.
