Talk about taking land back was merely political posturing, was it? Once again, <strong>Wall Street<\/strong> and hubristic casino barons alike have been given a sharp reminder just who&#8217;s calling the shots over in <strong>Red China<\/strong>. Today&#8217;s stunner came in the form of a bulletin that <strong>Macao<\/strong> had rejected <strong>Las Vegas Sands<\/strong>&#8216; land-grant request for <strong>Sites 7 &amp; 8<\/strong> on the <strong>Cotai Strip&#x2122;<\/strong>. As <strong>Wells Fargo<\/strong> gaming analyst Carlo Santarelli wrote, &#8220;<em>today&#8217;s announcement serves as yet another reminder of the unpredictable nature of policy decisions in Macau, something we believe will be a recurring them in 2011<\/em>,&#8221; as <strong>Peking<\/strong> seeks greater oversight of the booming &#8212; <a href=\"http:\/\/www.thestreet.com\/story\/10935233\/1\/macau-continues-winning-streak.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">to put it mildly<\/a> &#8212; Macanese casino industry.<\/p>\n<p>Now, the guvmint may just be doing this for the pleasure of watching <strong>Sheldon Adelson<\/strong> squirm. (Or maybe it&#8217;s going to <a href=\"http:\/\/online.wsj.com\/article\/BT-CO-20101202-711354.html\" target=\"_blank\" rel=\"noopener noreferrer\">turn the land over to favorite son<\/a> <strong>Stanley Ho<\/strong>, who covets Adelson&#8217;s acreage) Sands <a href=\"http:\/\/www.bloomberg.com\/news\/2010-12-02\/sands-china-says-macau-rejected-application-to-last-two-land-concessions.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">does have 15 days<\/a> to ask for a review of the decision and a month to appeal it. Luckily for shareholders, Sands has only sunk $102 million <a href=\"http:\/\/www.sandschinaltd.com\/sands\/en\/properties\/our_development_projects.html\" target=\"_blank\" rel=\"noopener noreferrer\">into the sites<\/a>, which would be a pretty modest writeoff by present casino-industry standards. Santarelli opines that <strong>MGM Resorts International<\/strong> and <strong>Wynn Resorts<\/strong> have little<!--more--> to fear from today&#8217;s precedent &#8212; and that Sands shareholders <a href=\"http:\/\/www.lasvegassun.com\/news\/2010\/dec\/02\/las-vegas-sands-setback-macau-sends-stock-tumbling\/\" target=\"_blank\" rel=\"noopener noreferrer\">are overreacting<\/a> &#8212; but it represents a &#8220;distinct positive&#8221; for Ho&#8217;s <strong>Sociedade de Jogos de Macau<\/strong>. I&#8217;ll say.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-medium wp-image-4850\" title=\"Cotai Strip stasis\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Cotai-Strip-stasis-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Cotai-Strip-stasis-300x225.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Cotai-Strip-stasis-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Cotai-Strip-stasis.jpg 488w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>J.P. Morgan<\/strong> sage <strong>Joseph Greff<\/strong>, also bullish on Sands stock, takes a wider-lens perspective on today&#8217;s events, interpreting them to mean that &#8220;<em>the current Macau Chief Executive wants a diversity of casino operators on Cotai (versus LVS having a disproportionately large share of Cotai). It also could signal a preference for non U.S., more local casino operators to build out on Cotai (hard not to think of SJM\u2019s previously publicly communicated interest in developing it). It also could signal that the Macau government would like a more heavily skewed non-gaming facility ( &#8230; which is ironic because LVS would likely do exactly that). Lastly, we would not rule out that the government opens up a tender process for Sites 7 &amp; 8, similar to what <strong>Singapore<\/strong> did originally<\/em>.&#8221;<\/p>\n<p>Greff goes on to say the he doesn&#8217;t detect the fine hand of Peking behind this move\u00a0 &#8212; nor does he think it will be accompanied by any further concessions on the guest-worker issue, which is hindering progress at <strong>Venetian Oriental<\/strong> (<em>pictured<\/em>). In short, he believes &#8220;<em>it&#8217;s more having to do with a U.S. operator having too much share at the expense of local operators<\/em>.&#8221; Are Macao&#8217;s bosses fearful of their city becoming an Adelson &#8220;<a href=\"http:\/\/cero11.cise.ufl.edu\/~webmaster\/Learning_Modules\/POL\/content\/POL_chn_spheres_infl.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">sphere of influence<\/a>&#8220;?<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-2854\" title=\"57268681MB111_MAXIM_Magazin\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Wynn-laughs-111x150.jpg\" alt=\"\" width=\"111\" height=\"150\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Wynn-laughs-111x150.jpg 111w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Wynn-laughs.jpg 200w\" sizes=\"(max-width: 111px) 100vw, 111px\" \/>It&#8217;s the second swift kick<\/strong> in the pants the Bostonian tycoon has received this week. The good news coming out of Macao in November was that the gambling pie continues to grow, <a href=\"http:\/\/online.wsj.com\/article\/BT-CO-20101201-705313.html?mod=dist_smartbrief\" target=\"_blank\" rel=\"noopener noreferrer\">up 42% from last year<\/a>. The bad news for Sands is that it had a very unlucky month at the tables, pushing its market share of revenue (15%) into third place &#8212; behind <strong>Wynncore Macau<\/strong> (16%), which enjoyed exceptionally good table hold. Ho-hum, SJM was out front with 32% but the real story may be <a href=\"http:\/\/www.fool.com\/investing\/general\/2010\/11\/30\/is-melco-crown-worth-a-double-down.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">the growing strength of<\/a> <strong>Melco Crown Entertainment<\/strong> (14%), which continues to nip at Adelson&#8217;s heels.<\/p>\n<p>MGM also keeps climbing out of last place, widening its lead to a full percentage point ahead of long-entrenched, dowdy <strong>Galaxy Entertainment<\/strong>, bringing up the rear at 10.5% As for Melco, it doesn&#8217;t have projects backed up into the next decade, unlike Sands, so much more of its Macanese revenue can go straight to the bottom line, instead of being churned back into the erection of potentially superfluous hotel towers.<\/p>\n<p><strong>Some guys<\/strong> with excellent federal retirement plans want to raise the retirement age and lower <strong>Social Security<\/strong> payments <a href=\"http:\/\/www.cbsnews.com\/8301-503544_162-20024436-503544.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">for the rest of us<\/a>. (Same to you, fellas.)
