{"id":5383,"date":"2010-12-17T14:32:54","date_gmt":"2010-12-17T22:32:54","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=5383"},"modified":"2023-01-20T06:58:51","modified_gmt":"2023-01-20T14:58:51","slug":"horseshoe-philadelphia-goes-into-deep-freeze","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/horseshoe-philadelphia-goes-into-deep-freeze\/","title":{"rendered":"Horseshoe Philadelphia goes into deep freeze"},"content":{"rendered":"<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-5384\" title=\"Foxwoods Philly\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/Foxwoods-Philly.jpg\" alt=\"\" width=\"320\" height=\"240\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/Foxwoods-Philly.jpg 320w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/Foxwoods-Philly-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/Foxwoods-Philly-300x225.jpg 300w\" sizes=\"(max-width: 320px) 100vw, 320px\" \/>After four interminable years, that on-again\/off-again casino project on the <strong>Philadelphia<\/strong> waterfront has been put out of its misery. <strong>Comcast<\/strong>&#8216;s <strong>Ed Snider<\/strong>, his fellow juiced-in investors and putative savior <strong>Caesars Entertainment<\/strong> had the rug yanked from beneath them in a 6-1 vote by the <strong>Pennsylvania Gaming Control Board<\/strong>, <a href=\"http:\/\/www.norwichbulletin.com\/news\/x493348371\/Foxwoods-Pa-license-revoked\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">which stripped the gaming license<\/a> from the &#8220;Penn&#8217;s Landing&#8221; casino &#8212; now <strong>Horseshoe Philadelphia<\/strong> &#8212; which was originally to have been run by <strong>Foxwoods Resort Casino<\/strong>. After a soap opera&#8217;s worth of financial, political and regulatory problems, the PGCB had enough, sending $182 million in startup capital swirling down the drain.<\/p>\n<p>Snider&#8217;s loss is not necessarily anyone else&#8217;s gain, since he and Caesars <a href=\"http:\/\/www.theday.com\/article\/20101217\/BIZ02\/312179820\/-1\/BIZ\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">could litigate the matter for years on end<\/a>. Accordingly, the PGCB has put a &#8220;freeze&#8221; on the license for the time being. (This form of playing &#8220;keep away&#8221; probably suits Caesars CEO <strong>Gary Loveman<\/strong> just fine, having lent $67 million in seed money to the Penn&#8217;s Landing consortium.) Political pressure has been mounting for some time to move the license elsewhere in the state and yesterday&#8217;s edict will ratchet that tension even higher.<\/p>\n<p><img loading=\"lazy\" class=\"aligncenter size-full wp-image-5385\" title=\"foxwoods render 11-2010\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/foxwoods-render-11-2010.jpg\" alt=\"\" width=\"450\" height=\"276\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/foxwoods-render-11-2010.jpg 500w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/foxwoods-render-11-2010-150x92.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/foxwoods-render-11-2010-300x184.jpg 300w\" sizes=\"(max-width: 450px) 100vw, 450px\" \/>In addition to $25 million in earnest money, Caesars was expected to borrow $200 million more. Although the company&#8217;s bargain-tier Horseshoe brand was the only one not already deployed in the <strong>Baltimore-Atlantic City<\/strong> corridor, the downmarket image can hardly have placated already-vexed regulators. (Recall that <strong>Steve Wynn <\/strong>thought better of an off-brand &#8220;SW&#8221; casino when Philadelphians proved cool to the idea.) Downsizing of the slot-machine quotient by 50% and an even more drastic reduction of the parking garage were cognizant of the economic riskiness of a half-billion-dollar casino (and of the need to not outshine other Caesars properties in Atlantic City) but didn&#8217;t play with state officials. A pushed-up grind joint wasn&#8217;t what they had in mind.<\/p>\n<p>But the biggest sticking point was Snider <em>et. al.<\/em>&#8216;s severe reduction of <!--more-->the amount of profit participation they intended to channel to nonprofits. The only hard-and-fast donation was for a <strong>Mashantucket Pequot<\/strong> museum in <strong><em>Connecticut<\/em><\/strong> (!) &#8212; a parting gift to Foxwoods that understandably stuck in Keystone State craws. Ironically, it was the original size of the charitable set-aside (42% of total profits) that was the deal-breaker for Wynn, who&#8217;d have equally understandable difficulty selling his shareholders on the notion.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-medium wp-image-2351\" title=\"Foxwoods\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/02\/Foxwoods-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/02\/Foxwoods-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/02\/Foxwoods-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/02\/Foxwoods.jpg 576w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Although Loveman may need to have his head examined for attempting to further erode his company&#8217;s overexposed position in Atlantic City, Caesars might be the only completely blameless party in this mess. Mayor <strong>Michael Nutter<\/strong> wasted over a year flip-flopping on the planned site and supporting\u00a0 a wild goose chase for a new location. Regulators should have shut that farce sooner than they did and the Foxwoods\/Snider bunch made an art form of missing deadlines. Also, the awarding of a license to a group of Gov. <strong>Ed Rendell<\/strong>&#8216;s most prominent supporters stank of cronyism. The <em>Philadelphia Inquirer<\/em>&#8216;s editorial board continually poured kerosene on a tense situation, hauling out its stock of Victorian anti-gambling clich\u00e9s when Foxwoods Philly finally bit the dust.<\/p>\n<p>The oft-criticized PGCB got this one right. Snider&#8217;s gang of nincompoops had been indulged long enough. It&#8217;ll be borderline tragic, though, if they use the court system to deprive other <strong>Pennsylvania<\/strong> cities of the economic opportunity which Snider&#8217;s crew had dropped in its well-connected lap &#8212; and proceeded to bungle spectacularly.<\/p>\n<p><strong>Finally &#8230;<\/strong> <a href=\"http:\/\/www.lasvegassun.com\/news\/2010\/dec\/15\/boys-and-girls-clubs-could-net-5000-station-casino\/\" target=\"_blank\" rel=\"noopener noreferrer\">something good emerges<\/a> from the <strong>Station Casinos<\/strong> bankruptcy, the industry&#8217;s feel-bad story of 2010. <em>S&amp;G<\/em> congratulates the <strong>Boys &amp; Girls Clubs of Las Vegas <\/strong>on its prospective windfall and applauds the charitable spirit that makes it possible.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>After four interminable years, that on-again\/off-again casino project on the Philadelphia waterfront has been put out of its misery.
