During Morgans stewardship of the <strong>Hard Rock Hotel &amp; Casino<\/strong>, it offered $300,000 a year (plus pricey perks) to <strong>Paris F. Hilton<\/strong>, for the sake of promoting the property. (Any casino associating itself with <strong>Holly Madison<\/strong> automatically looks better by contrast.) Long story short, the celeb-skank says the Hard Rock shorted her by 200 grand. That may be chump change, in view of her lifestyle, but <a href=\"http:\/\/www.vegasinc.com\/news\/2011\/apr\/08\/lawsuit-hard-rock-hotel-las-vegas-missed-payments-\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">she&#8217;s taking the Hard Rock to court<\/a> anyway. It must be a matter of principle.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-full wp-image-6256\" title=\"Horne\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/Horne.jpg\" alt=\"\" width=\"127\" height=\"138\" \/>Fungible ethics<\/strong>. Personal-appearance fees aren&#8217;t quite the style of Assm. <strong>William Horne<\/strong> (D, <em>pictured<\/em>) &#8230; yet. Fast becoming known as <strong>Carson City<\/strong>&#8216;s most ideologically pliant solon, Horne <a href=\"http:\/\/www.lasvegassun.com\/blogs\/ralstons-flash\/2011\/apr\/07\/pokerstars-took-lawmakers-bahamas-england-internet\/\" target=\"_blank\" rel=\"noopener noreferrer\">made the proverbial &#8220;fact-finding trip&#8221;<\/a> to <strong>Great Britain<\/strong>, prior to introducing a bill that would make <strong>Nevada<\/strong> <a href=\"http:\/\/www.vegasinc.com\/news\/2011\/mar\/21\/ok-online-gaming-collaboration-might-make-history\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">the newest seat of <strong>Internet<\/strong> gambling<\/a> &#8212; done at the behest of lobbyist <strong>Richard Perkins<\/strong>. Horne did so as a guest of <strong>PokerStars<\/strong>, which &#8212; along with <strong>Wynn Resorts<\/strong> &#8212; stands to benefit from the passage of Perkins&#8217; bill.<\/p>\n<p>Who knew that becoming an authority on Internet casinos required arduous travel to hellholes like the <strong>Bahamas<\/strong> &#8230; as endured by state Senate Majority Leader <strong>Steven Horsford<\/strong> (D)? At least Assembly Speaker <strong>John Oceguera<\/strong> (R) had the probity to <!--more-->decline a chance to ride shotgun with the globe-trotting Horne. As noted by Gov. <strong>Brian Sandoval <\/strong>(R), the Perkins-penned bill <a href=\"http:\/\/www.lasvegassun.com\/news\/2011\/apr\/11\/sandoval-says-he-favors-federal-law-internet-poker\/\" target=\"_blank\" rel=\"noopener noreferrer\">would put Nevada on a collision course<\/a> with the federal <strong>Wire Act<\/strong> and long-standing <strong>Justice Department<\/strong> policy. A veto now will save the state untold thousands of dollars in court costs down the road. Left begging by Horne and Horsford is the question that <strong>Jon Ralston<\/strong> phrases thusly: &#8220;<em>Couldn&#8217;t these lawmakers have learned all they needed to know by, say, going on the Internet<\/em>?&#8221;<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-6297\" title=\"o-pic\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/o-pic-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/o-pic-150x150.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/o-pic.jpg 300w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/>Recession? What recession?<\/strong> Visitors to Las Vegas may be more selective in their spending nowadays but that hasn&#8217;t prevented Strip and Downtown shows from <a href=\"http:\/\/travel.usatoday.com\/destinations\/dispatches\/post\/2011\/04\/las-vegas-show-prices-at-record-highs\/154791\/1\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">racheting their ticket prices to record heights<\/a>. As crunched by our own <em>Las Vegas Advisor<\/em> research staff, not only is the average tab $76.46 but there were five more shows with a $100+ top tier than a year earlier. The near-death experience of <a href=\"https:\/\/www.lasvegasadvisor.com\/vacationplanner-showdetail.cfm?ShowID=537\" target=\"_self\" class=\"broken_link\"><em>Viva Elvis<\/em><\/a> last summer (when <strong>MGM Resorts International<\/strong> seriously pondered shutting it down) just might have something to do with its being easily the highest-priced <strong>Cirque du Soleil<\/strong> show on the Strip. Comparatively venerable <a href=\"https:\/\/www.lasvegasadvisor.com\/vacationplanner-showdetail.cfm?ShowID=35\" target=\"_self\"><em>O<\/em><\/a> costs you $21 less &#8212; and routinely clocks in as one of the very best-selling productions in town.<\/p>\n<p><strong>While the Cuyahoga burns<\/strong> &#8230; OK, even if <strong>Ohio<\/strong> casino developers such as <strong>Dan Gilbert<\/strong>&#8216;s <strong>Rock Ventures<\/strong> and <strong>Penn National Gaming<\/strong> highballed their revenue projections (by 40%) to win votes, achieving those numbers won&#8217;t be made any easier by gubernatorial fiddling with tax rates. Gilbert, for instance, might have to put a hold on his <strong>Cincinnati<\/strong> project shortly (a joint venture with <strong>Caesars Entertainment<\/strong>). Yes, Caesars has a weak trigger finger but it can&#8217;t be blamed for hesitating when the break-even point is a moving target. Ohio may now be proclaiming itself a pro-business state &#8230; but only if you&#8217;re in the <em>right sort<\/em> of business.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-4994\" title=\"Kasich_John\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John.jpg\" alt=\"\" width=\"255\" height=\"301\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John.jpg 255w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John-127x150.jpg 127w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John-254x300.jpg 254w\" sizes=\"(max-width: 255px) 100vw, 255px\" \/>The villain of this economic melodrama is Gov. <strong>John Kasich<\/strong> (R, <em>left<\/em>), <a href=\"http:\/\/blog.cleveland.com\/metro\/2011\/04\/unsettled_tax_and_fee_issues_c.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">who&#8217;s dragging as many feet as possible<\/a>, including airing a demand for a retroactive, 1oo% increase in casino licensing fees. Having inherited casinos from the Buckeye State&#8217;s electorate, Kasich looks as though he&#8217;s doing everything possible to cause them either to fail financially or become prohibitively expensive to develop. (Shades of the faltering early years of <strong>Florida<\/strong> racinos under the <strong>Jeb Bush<\/strong> administration.) It could take as much as a year for a yet-to-be-hired tax consultant to advise the governor, although Kasich&#8217;s office promises swift action. <em>S&amp;G<\/em>&#8216;s take-it-to-the-bank prediction: Kasich&#8217;s consultant will call for &#8212; <em>surprise<\/em>! &#8212; higher levies than the 33% currently in force. True, as of 2008, <strong>Illinois<\/strong> and <strong>Indiana<\/strong> had comparable rates and many more than four casinos &#8230; but other states with a statutorily restricted number of casinos (such as <strong>Louisiana<\/strong> and <strong>Iowa<\/strong>) had notably <em>lower<\/em> imposts.<\/p>\n<p>Throw in some genuine ambiguity about how the state&#8217;s fractional <strong>Commercial Activities Tax<\/strong> would be implemented &#8212; <a href=\"http:\/\/news.cincinnati.com\/article\/20110411\/BIZ01\/304110053\/0\/NEWS0108\/Indecision-impacts-Cincy-casino?odyssey=nav|head\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">causing an exponential increase<\/a> in casinos&#8217; tax bill &#8212; and there could be severe brake-slamming in what had appeared to be a fairly smooth ride to commercial gaming. However, Gilbert and Caesars were still feeling sufficiently bullish to take out an option last week <a href=\"http:\/\/www.cleveland.com\/business\/index.ssf\/2011\/04\/rock_ohio_caesars_secures_opti.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">on a boutique hotel for high rollers<\/a>. You&#8217;d think, with investment like that, Kasich would welcome the new players in town but damned if he isn&#8217;t trying to discourage them as best he can. To get the changes he wants would require re-amending the constitution, putting Ohio casino gambling on ice until 2013.
