Situated in the greater <strong>Pittsburgh<\/strong> area, the rural getaway is owned by lumber tycoon (and &#8220;george&#8221; political donor) <strong>Joe Hardy<\/strong>. The vote wasn&#8217;t even close, as Hardy and Isle were handily granted the right to 600 slot machines and possibly 50 table games, too. <strong>Fernwood Resort<\/strong> up in the casino-saturated <strong>Poconos<\/strong>, and backed by <strong>Penn National Gaming<\/strong>, got one vote. Limited liquidity at Isle, while an issue, wasn&#8217;t an insuperable obstacle for Nemacolin&#8217;s bid.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-medium wp-image-4397\" title=\"gettysburg_print\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/gettysburg_print-300x190.jpg\" alt=\"\" width=\"300\" height=\"190\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/gettysburg_print-300x190.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/gettysburg_print-150x95.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/gettysburg_print.jpg 450w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Totally shut out were laughinstock applicant (<a href=\"http:\/\/www.pennlive.com\/midstate\/index.ssf\/2011\/04\/would-be_casinos_seek_license.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">see bottom of story<\/a>) <strong>RV World in Mechanicsburg<\/strong> and the controversy-plagued <strong>Mason-Dixon Resort &amp; Casino<\/strong>, outside <strong>Gettysburg<\/strong>. The latter&#8217;s location <a href=\"http:\/\/www.post-gazette.com\/pg\/11104\/1139377-100.stm\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">made a lot of sense from the standpoint of its proximity<\/a> to <strong>Maryland<\/strong>, where the casino industry has had great difficulty getting its act together &#8212; partly due to unceasing machinations by Penn National &#8212; leaving a wide-open market for south Pennsylvania to tap.<\/p>\n<p><strong>Wells Fargo<\/strong> gaming analyst <strong>Carlo Santarelli<\/strong> has run the numbers on <strong>Lady Luck Nemacolin<\/strong> and <!--more-->likes what he sees. It&#8217;s a hella good deal for Isle, which pays a fee to Hardy, plus a percentage of any casino revenue above $30 million. Isle&#8217;s $50 million construction cost also buys the company 10 years at the helm in Nemacolin and <em>100% of the cash flow<\/em>, with the exceptions noted above. By Santarelli&#8217;s estimate, Isle is looking at a 21% ROI. Execs at Isle are celebrating today (and Tweeting about it) &#8212; as well they ought. Congratulations!<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-medium wp-image-5384\" title=\"Foxwoods Philly\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/Foxwoods-Philly-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/Foxwoods-Philly-300x225.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/Foxwoods-Philly-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/Foxwoods-Philly.jpg 320w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Change partners and litigate<\/strong>. Across the state, the jinxed <strong>Foxwoods Philadelphia<\/strong> project <a href=\"http:\/\/articles.philly.com\/2011-04-12\/news\/29410195_1_philadelphia-entertainment-foxwoods-project-foxwoods-partners\" target=\"_blank\" rel=\"noopener noreferrer\">has a new, mystery partner and is back in court<\/a>. The argument before the <strong>Commonwealth Court<\/strong> is that losing a casino license is &#8220;an excessively draconian sanction&#8221; for not being able to get one&#8217;s ass in gear, despite having had five years to do so. The <strong>Ed Snider<\/strong>-led cast of changing characters would like another 17 months to try and get the job done. They&#8217;re counting on the peremptory speed with which their concession was pulled to work in their favor. Or, as their attorney says, the Snider group &#8220;<em>understood, shared, and still shares the board&#8217;s apparent frustration that its casino project could not be completed quickly, as both the board and [Foxwoods Philly] had hoped and envisioned. But frustrated expectations do not justify erroneous, arbitrary, and capricious decisions<\/em>.&#8221;<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-full wp-image-6308\" title=\"hollywood-casino-penn-national\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/hollywood-casino-penn-national.gif\" alt=\"\" width=\"180\" height=\"62\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/hollywood-casino-penn-national.gif 180w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/hollywood-casino-penn-national-150x51.gif 150w\" sizes=\"(max-width: 180px) 100vw, 180px\" \/>Speaking of Penn National<\/strong>, frustrations in Maryland mean good news for its <strong>Charles Town<\/strong> racino and its <strong>Hollywood Casino at Penn National Race Course<\/strong>, in <strong>Grantsville<\/strong>, Penn. Both are posting better-than-expected revenues for early 2011, leading <strong>J.P. Morgan<\/strong> analysts to raise their share-price targets and cash-flow estimates. Penn&#8217;s two newest properties, its <strong>Perryville<\/strong> slot parlor, near <strong>Baltimore<\/strong>, and freshly acquired <strong>M Resort<\/strong> have seriously underperformed (through no fault of Penn&#8217;s in the case of the Vegas property), so the numbers coming out of the <strong>West Virginia<\/strong> and Pennsylvania racinos must be strong indeed. Morgan, however, attaches an over-optimistic timeline of 2012 for the opening of Penn&#8217;s Ohio casinos.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-4994\" title=\"Kasich_John\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John.jpg\" alt=\"\" width=\"255\" height=\"301\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John.jpg 255w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John-127x150.jpg 127w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John-254x300.jpg 254w\" sizes=\"(max-width: 255px) 100vw, 255px\" \/>The company&#8217;s wrangles with local officials have cast some doubt about that and now Buckeye State Gov. <strong>John Kasich<\/strong> (R, <em>left<\/em>) could thwart a 2012 opening outright, spending time &#8212; <a href=\"http:\/\/www.bizjournals.com\/dayton\/news\/2011\/04\/14\/gov-kohn-kasich-hires-consultants-for.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">and <em>mucho di\u00f1ero<\/em> on consultants<\/a>, and making financial demands that probably push casino completion well into 2013. We might even be talking 2014, depending on how long <a href=\"http:\/\/www.dispatch.com\/live\/content\/local_news\/stories\/2011\/04\/14\/14-kasich-gamblin-advisers.html?sid=101\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">the $400\/hour consultants<\/a> take to chew their cud &#8230; and if the state&#8217;s financial insatiability forces Penn and <strong>Caesars Entertainment<\/strong> to downgrade and redesign would-be destination properties to grind joints just to break even. It&#8217;s quite something to listen to Kasich&#8217;s irate, ill-founded and undignified whining (<a href=\"http:\/\/blog.cleveland.com\/metro\/2011\/04\/governor_to_casino_developers.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">click on audio link<\/a>) on this subject. As tantrums go, it&#8217;s a doozy. All that&#8217;s missing is the flinging of the gubernatorial baby rattle through the bars of a crib.<\/p>\n<p>At least Kasich&#8217;s backed off from job-killing demands that would have required a 2012 re-vote of the terms and tax rate under which casinos operate in his fair kingdom. He&#8217;s merely using &#8220;a little leverage,&#8221; he says, to <span style=\"text-decoration: line-through;\">extort<\/span> <span style=\"text-decoration: line-through;\">wrest<\/span> <a href=\"http:\/\/www.dispatchpolitics.com\/live\/content\/local_news\/stories\/2011\/04\/14\/copy\/kasich-wants-casinos-to-pay-more.html?adsec=politics&amp;sid=101\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">&#8220;help&#8221; additional revenues<\/a>, in the form of extra fees plus a liberal interpretation of the <strong>Commercial Activity Tax<\/strong> (i.e., taxing all wagers as revenue), as well throwing the prospect of racinos and Indian gaming onto the table. His message? &#8216;Nice little duopoly you got there.
