It&#8217;s the latest escalation in a war between developers and state government, which wants to tax casinos on money wagered, not won. That&#8217;s not all. Gov. <strong>Jon Kasich<\/strong> (R) is still trying to shake down both <strong>Caesars Entertainment<\/strong> (and partner <strong>Dan Gilbert<\/strong>) and <strong>Penn National Gaming<\/strong> for as much as $100 million in extra upfront money, even though neither enterprise is legally obligated to pay one penny more. I&#8217;m sorry, but since when did Red China encompass <!--more-->the banks of the <strong>Cuyahoga River<\/strong>?<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-medium wp-image-6557\" title=\"Columbus exterior\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Columbus-exterior-300x214.jpg\" alt=\"\" width=\"300\" height=\"214\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Columbus-exterior-300x214.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Columbus-exterior-150x107.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Columbus-exterior.jpg 500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Penn isn&#8217;t taking this quietly, saying it will downsize its building plans &#8212; and investment &#8212; and may sue the state. The threat might carry more weight if Penn&#8217;s <strong>Columbus<\/strong> (<em>right<\/em>) and <strong>Toledo<\/strong> projects weren&#8217;t <a href=\"http:\/\/toledoblade.com\/local\/2011\/05\/11\/Manager-named-for-Toledo-casino.html\" target=\"_blank\" rel=\"noopener noreferrer\">continuing to inch forward<\/a>, including snapping up some executive talent <strong>Station Casinos<\/strong> let get away. For its part, Caesars argues that it&#8217;s hard to approach banks for financing when you&#8217;re faced with potentially higher costs and greatly diminished ROI. Since neither company is required to spend one penny more than $250 million per casino, few would blame them now if they built a few <strong>Eastside Cannery<\/strong>-type facilities and called it a day. As for King Kasich&#8217;s &#8220;comprehensive policy&#8221; covering all forms of Buckeye State gambling, that&#8217;s just a lot of hooey meant to halt casino development in its tracks.<\/p>\n<p><strong>And guess what?<\/strong> It&#8217;s succeeded. So congratulations, John, you&#8217;ve stalled development, crimped investment and cost Ohioans jobs. But you sure taught those Vegas slickers a lesson didn&#8217;t you, hot shot?<\/p>\n<p><strong>Speaking of screwups<\/strong>, add the braintrust at <strong>Las Vegas Sands<\/strong> to the list. After <a href=\"http:\/\/www.lasvegassun.com\/news\/2011\/feb\/03\/las-vegas-sands-swings-profit-4q-cost-cutting\/\" target=\"_blank\" rel=\"noopener noreferrer\">gloating openly about stopping<\/a> and in some cases <a href=\"http:\/\/www.lasvegassun.com\/news\/2011\/feb\/28\/sands-cuts-bait-comps\/\" target=\"_blank\" rel=\"noopener noreferrer\">reneging on comps<\/a>, CEO <strong>Sheldon Adelson<\/strong> <a href=\"http:\/\/www.vegasinc.com\/news\/2011\/may\/11\/revenue-tanks-after\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">got kicked in the pants by customers<\/a>, with casino revenue way, waaaaay down last quarter. Sands execs blamed it on those damn players, who won too much. (The nerve of them!) And <strong>Bill Lerner<\/strong> was quick to say that 47% less casino revenue was nothing to worry about in the long run. Forty-seven percent. Less. Gambling dollars. On the <strong>Las Vegas Strip<\/strong>. Nah, no problem there.<\/p>\n<p>The silver lining for Sands was that, even with fewer occupants at higher room rates, more beds were filled with paying customers than previously. In keeping with its lodging-centric new philosophy, Adelson has entrusted oversight of <strong>Venelazzo<\/strong> to former <strong>Gaylord Hotels<\/strong> COO <strong>John Caparella<\/strong>. Somewhere in the wayback, Caparella was an exec with <strong>ITT Sheraton<\/strong>, which used to own <strong>Caesars Palace<\/strong> and the <strong>Desert Inn<\/strong> &#8230; but Caparella was billeted to the East Coast and <a href=\"http:\/\/www.gaylordentertainment.com\/investorrelations\/ExecBios\/JohnCaparella.htm\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">his brief didn&#8217;t include casinos<\/a>. (He is, presumably, <a href=\"http:\/\/www.gaylordentertainment.com\/EntertainmentBrands\/EntertainmentBrands.htm\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">an authority on <em>Hee Haw<\/em><\/a>, though.) So Sands has effectively siloed its gaming operations, the province of <strong>Rob Goldstein<\/strong>, from its hotel ones. We&#8217;ll have to wait and see how that works.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-full wp-image-6617\" title=\"Tricia Helfer\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Tricia-Helfer.jpg\" alt=\"\" width=\"350\" height=\"240\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Tricia-Helfer.jpg 350w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Tricia-Helfer-150x102.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Tricia-Helfer-300x205.jpg 300w\" sizes=\"(max-width: 350px) 100vw, 350px\" \/>Sheldon&#8217;s boy<\/strong>, formerly known as Sen. <strong>John Ensign<\/strong> and now a private citizen, better hope his patron has a job waiting for him on the <strong>Cotai Strip&#x2122;<\/strong>, so that he can skeddadle across the border to <strong>China<\/strong> if the feds come looking for him. Or maybe <strong>Steve Wynn<\/strong>, who also bankrolled Ensign&#8217;s lawyers, can sneak &#8220;Johnny Casino&#8221; out of the country. Adelson and Wynn merely made bad investments <a href=\"http:\/\/www.politico.com\/news\/stories\/0511\/54841.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">in a douchebag&#8217;s defense<\/a> fund. Once (and future?) casino owner <strong>Mike Ensign<\/strong>, however, is smack at the center of the <strong>Senate Ethics Committee<\/strong> report, which finds the former <strong>Mandalay Resort Group<\/strong> honcho somewhat honesty-challenged, let&#8217;s say, <a href=\"http:\/\/www.lasvegassun.com\/news\/2011\/may\/12\/senate-ethics-panel-update-john-ensign-investigati\/\" target=\"_blank\" rel=\"noopener noreferrer\">with regard to 96 dimes he funneled<\/a> to his son&#8217;s kept woman. At this moment, <strong>Jon Ralston<\/strong> is Tweeting the official report in real time and it just gets grislier: death by 140 characters.<\/p>\n<p><strong>While Ohio sputters<\/strong>, little operator that could <strong>Butler National<\/strong> keeps getting it done in <strong>Dodge City<\/strong>, <strong>Kansas<\/strong>. Two other Kansas casinos haven&#8217;t even gotten into the starting blocks yet and already Butler&#8217;s venue is doing so well that it&#8217;s adding a hotel. They took on the skeptics and proved us wrong.
