That can&#8217;t be said for the <strong>Illinois House of Representatives<\/strong>, which opened a can of whup-ass on the state&#8217;s casino industry yesterday.<\/p>\n<p>In a 65-50 vote, lawmakers legalized &#8230;<\/p>\n<p>\u2022 five new casinos (including a set-aside for <strong>Chicago<\/strong>)<\/p>\n<p>\u2022 slot parlors at <strong>Midway<\/strong> and <strong>O&#8217;Hare<\/strong> airports, and the <strong>Illinois State Fairgrounds<\/strong><\/p>\n<p>\u2022 an unspecified number of racinos<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-medium wp-image-5522\" title=\"Gov.Pat Quinn022109\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Gov.Pat-Quinn022109-300x188.jpg\" alt=\"\" width=\"300\" height=\"188\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Gov.Pat-Quinn022109-300x188.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Gov.Pat-Quinn022109-150x94.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Gov.Pat-Quinn022109.jpg 453w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>The state Senate <a href=\"http:\/\/ww.nbcchicago.com\/blogs\/ward-room\/122845259.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">is expected to approve this<\/a>, as is Gov. <strong>Pat Quinn<\/strong> (D, <em>left<\/em>). True, existing casinos will be thrown a bone or two. They can purchase as many as 800 new gaming positions and there&#8217;s vague talk of relaxing the state&#8217;s vertigo-inducing tax rate. This is all very good news for <strong>International Game Technology<\/strong>, <strong>Bally Technologies<\/strong> and <strong>WMS Industries<\/strong>, all of whom stand to sell as many as 10,000-plus new machines (an earlier attempt to sprinkle <strong>Illinois<\/strong> with slot routes having flopped).<\/p>\n<p><strong>But it&#8217;s a one-finger salute<\/strong> to the state&#8217;s existing casinos, just barely hanging in there as it is. If Rep. <strong>Lou Lang<\/strong> (D) really wants to &#8220;stop exporting business&#8221; to <strong>Missouri<\/strong>, <strong>Iowa<\/strong> and <strong>Illinois<\/strong>, lifting the state&#8217;s smoking ban would be a good start and tax relief wouldn&#8217;t hurt, either. The top rate in Illinois is sufficiently usurious that casinos actually try to stay under it by incentivizing players to gamble at sister properties, mostly in Indiana.<\/p>\n<p>Impervious to irony, lead sponsor Lang actually tried to sell this &#8220;fuck you&#8221; as economic stimulus. &#8220;It does not matter if <!--more-->it\u2019s the gaming industry or the burger industry. We have to keep business in Illinois.&#8221; (<a href=\"http:\/\/www.suntimes.com\/news\/5681558-417\/illinois-house-oks-casino-for-chicago-slots-at-ohare-midway.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">Lang sounds downright delusional<\/a> when he predicts <a href=\"http:\/\/ca.news.yahoo.com\/illinois-house-approves-bill-allowing-casino-chicago-022727088.html\" target=\"_blank\" rel=\"noopener noreferrer\">$500 milllion-$1 billion in new gambling revenue annually<\/a>.*) His bill <a href=\"http:\/\/heraldnews.suntimes.com\/news\/5695307-418\/joliet-says-gambling-expansion-could-cost-city-6-million-a-year.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">could have the opposite effect<\/a>. How many kicks in the pants are operators expected to absorb &#8212; <strong>Penn National Gaming<\/strong> <a href=\"http:\/\/www.thestreet.com\/story\/11137439\/1\/3-stocks-poised-to-gain-from-illinois-gaming.html?cm_ven=GOOGLEN\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">is especially vulnerable<\/a> &#8212; before they decide the cost of doing business in Illinois is prohibitive? This is one of the most anti-business pieces of legislation that&#8217;s ever crossed the <em>S&amp;G<\/em> desk.<\/p>\n<p>* &#8212; adversary Rep. <strong>Jack Franks<\/strong> (D) is equally out to lunch when he asserts <strong>Nevada<\/strong> will be &#8220;jealous&#8221; of the bill. Mr. Franks, with all due respect, you don&#8217;t know jack.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-full wp-image-5607\" title=\"Lang\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Lang.jpg\" alt=\"\" width=\"220\" height=\"308\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Lang.jpg 220w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Lang-107x150.jpg 107w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Lang-214x300.jpg 214w\" sizes=\"(max-width: 220px) 100vw, 220px\" \/>For that matter<\/strong>, the Land of Lincoln&#8217;s casinos are in such parlous financial condition, where&#8217;s the financial incentive to build five new ones? The racino provision is all about <a href=\"http:\/\/qctimes.com\/news\/local\/article_569b9898-8b79-11e0-9328-001cc4c002e0.html\" target=\"_blank\" rel=\"noopener noreferrer\">propping up the state&#8217;s parimutuels<\/a>, everyone else be damned. That Chicago pleasure palace will get built; it&#8217;s been in the cards for ages. But how much appetite exists for putting $100 million or more into, say, a <strong>Danville<\/strong> casino, to say nothing of <a href=\"http:\/\/www.reuters.com\/article\/2011\/05\/31\/uk-illinois-house-approves-bill-allowing-idUSLNE74U01920110531\" target=\"_blank\" rel=\"noopener noreferrer\">the hundreds of millions of dollars Lang demands upfront<\/a> as the price of admission? But he and his allies are in for &#8220;sticker shock&#8221; when the money starts coming and it&#8217;s closer to a trickle than a flood.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-6614\" title=\"Trump medium\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Trump-medium-120x150.jpg\" alt=\"\" width=\"120\" height=\"150\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Trump-medium-120x150.jpg 120w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Trump-medium.jpg 200w\" sizes=\"(max-width: 120px) 100vw, 120px\" \/>Only $8.6 million?<\/strong> That&#8217;s the taxable value of white elephant <strong>Trump International<\/strong>, a 95% reduction pushed through in a 2010 &#8220;juice job,&#8221; reports the <em>Los Angeles Times<\/em>.
