Hilton has left the building"},"content":{"rendered":"<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-4104\" title=\"massachusetts_flag\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/massachusetts_flag.gif\" alt=\"\" width=\"207\" height=\"244\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/massachusetts_flag.gif 207w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/massachusetts_flag-127x150.gif 127w\" sizes=\"(max-width: 207px) 100vw, 207px\" \/>After screwing the pooch in the previous legislature, it looks as though Gov. <strong>Deval Patrick<\/strong> (D-MA) and state lawmakers <a href=\"http:\/\/www.boston.com\/business\/articles\/2011\/08\/25\/developers_race_to_compete_for_gambling_licenses\/\" target=\"_blank\" class=\"broken_link\">are finally on the same page<\/a> regarding casino expansion in the Bay State. Analyst <strong>Joseph Greff<\/strong> rates the solons&#8217; chances of success as &#8220;solid.&#8221; Their plan to carve <strong>Massachusetts<\/strong> into three casino-enabled regions, each designated for a destination resort with 3,000 slots, sounds modeled upon <strong>Kansas <\/strong>and <strong>Maryland<\/strong>. Hasn&#8217;t worked too well down there.<\/p>\n<p>However, there will be no shortage of civic suitors for the 1,250-machine, $150 million slot parlor, which will be a much-coveted prize. With the House Speaker <strong>Robert DiLeo<\/strong> (<em>below<\/em>) in its corner, <strong>Suffolk Downs<\/strong> would appear to have the upper hoof when jousting for the slot-parlor gig begins. Tribal interests, mainly the <strong>Mashpee Wampanoags<\/strong>, <a href=\"http:\/\/www.boston.com\/news\/local\/massachusetts\/articles\/2011\/08\/26\/casino_provision_for_tribe_sparks_debate_in_massachusetts\/\" target=\"_blank\" class=\"broken_link\">stand to benefit from a controversial provision<\/a> whereby a tribe would be juiced in for <!--more-->one of the resort projects &#8212; but only if it can get its act together inside of a year. (The intention is to short-circuit the prospect of a <em>fourth<\/em>, tribal casino &#8212; particularly if the Obama administration prevails in <em>Carcieri v. Salazar<\/em>.)<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-4251\" title=\"DeLeo_07212010\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/DeLeo_07212010-150x130.jpg\" alt=\"\" width=\"150\" height=\"130\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/DeLeo_07212010-150x130.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/DeLeo_07212010-300x261.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/DeLeo_07212010.jpg 315w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/>Champing at the bit are Wampanoag ally <strong>Genting Bhd<\/strong>, <strong>Penn National Gaming<\/strong> and upstart <strong>Warner Gaming<\/strong>, best known as the current steward of the <strong>Hard Rock Hotel &amp; Casino<\/strong> in <strong>Las Vega<\/strong>s. Penn&#8217;s longer track record and huge casino portfolio will give it a considerable advantage, because at a minimum of $585 million apiece, going after a resort project will require serious cash flow at one&#8217;s back. (Ditto <strong>Singapore<\/strong>-powered Genting.) Management companies like Warner would have to borrow more &#8230; and against much less collateral.<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-full wp-image-7357\" title=\"deval-patrick\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/deval-patrick.jpg\" alt=\"\" width=\"207\" height=\"289\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/deval-patrick.jpg 207w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/deval-patrick-107x150.jpg 107w\" sizes=\"(max-width: 207px) 100vw, 207px\" \/>Of course, whoever gets the licenses, <strong>International Game Technology<\/strong>, <strong>WMS Industries<\/strong> and <strong>Bally Technologies<\/strong> all will come out ahead. On the downside, smoking will be prohibited in all casinos and the slot parlor, with its theoretically huge profit margin, will be taxed 49% of the gross, including a hefty subsidy for the horsey set. Destination casinos will be taxed at a considerably more reasonable 25%, which is downright &#8220;george&#8221; compared to what they have to pay in <strong>Pennsylvania<\/strong>, Maryland and <strong>Florida<\/strong>.<\/p>\n<p>Patrick (<em>right<\/em>) was the biggest obstruction last year, kicking a legislative compromise to the curb at the last moment. However, delay has worked in his favor. The 2011 bill hews much more closely to what he wanted than to the 3 + 4 combination of resorts and racinos at which he balked previously.<\/p>\n<p><strong>Despite cheery noises<\/strong> from spokesmen for <strong>Colony Capital<\/strong>, it turns out that <strong>Hilton Worldwide<\/strong> <a href=\"http:\/\/online.wsj.com\/article\/SB10001424053111904279004576526630187408832.html?mod=dist_smartbrief\" target=\"_blank\">is dead serious about hauling down its flag<\/a> at the <strong>Las Vegas Hilton<\/strong> by year&#8217;s end. Although the decision ostensibly has to do with the property&#8217;s upkeep and service standards, the fact that owner Colony is delinquent on its mortgage can hardly have escaped Hilton&#8217;s notice. The sort of publicity Colony brings Hilton comes in only one flavor: bad.<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-full wp-image-7043\" title=\"hilton-pic\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/hilton-pic.jpg\" alt=\"\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/hilton-pic.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/hilton-pic-150x99.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>A company whose investment style is accurately described as &#8220;profligate&#8221; by the <em>Wall Street Journal<\/em>, Colony racked up enormous debts in the gaming sector and can&#8217;t make good on any of them. (What kind of dunce borrows $36o million against ancient <strong>Resorts Atlantic City<\/strong>? Colony CEO <strong>Tom Barrack<\/strong>, that&#8217;s who.) The soon-to-be-ex-LV Hilton is managing to stay one step ahead of bankruptcy or foreclosure, but Colony&#8217;s days there are clearly numbered. It needs someone like Penn or <strong>Isle of Capri Casinos<\/strong> to bail its deadbeat ass out.<\/p>\n<p><strong>As for landing<\/strong> a new brand, one rather doubts it. The cost of removing the massive Hilton logos isn&#8217;t something chintzy Colony can afford. Look for the announcement of an &#8220;exciting new name&#8221; in Vegas casinos. Unless I miss my guess, Colony&#8217;s <strong>Larry Lightbulb<\/strong> solution will be to rebrand the former <strong>International<\/strong> and Hilton as &#8230; wait for it, people &#8230; &#8220;<strong>The H<\/strong>.&#8221; You can just see it, can&#8217;t you?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>After screwing the pooch in the previous legislature, it looks as though Gov.
