{"id":7686,"date":"2011-10-04T16:26:34","date_gmt":"2011-10-05T00:26:34","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=7686"},"modified":"2021-06-25T07:33:42","modified_gmt":"2021-06-25T15:33:42","slug":"monopoly-over-miami","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/monopoly-over-miami\/","title":{"rendered":"Monopoly over Miami"},"content":{"rendered":"<p>A recent visitor to <strong>Las Vegas<\/strong> from the <strong>Pacific Rim<\/strong> told me that <strong>Sheldon Adelson<\/strong> has worn out his welcome in <strong>Macao<\/strong> (which is <a href=\"http:\/\/www.forbes.com\/sites\/robertolsen\/2011\/09\/21\/macaus-casinos-have-license-to-print-money-clsa-says\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">on pace to eclipse all other gaming markets combined<\/a>) and is fast doing so in <strong>Singapore<\/strong>. Judging by his bludgeoning efforts to commandeer the <strong>Miami<\/strong> casino market, it&#8217;s easy to see why. His <em><a href=\"http:\/\/www.merriam-webster.com\/dictionary\/l\u00e8se-majest\u00e9\" target=\"_blank\" rel=\"noopener noreferrer\">lese-majest\u00e9<\/a><\/em> behavior could very blow up in his face. What you might call Sheldon&#8217;s &#8220;charmless offensive&#8221; has already failed to some extent. Two mayors he personally lobbied, <strong>Miami-Dade<\/strong>&#8216;s <strong>Carlos Gimenez<\/strong> and Miami&#8217;s <strong>Tomas Regalado<\/strong>\u00a0, have stated their preference for <strong>Genting Berhad<\/strong>&#8216;s rival proposal.<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-full wp-image-7687\" title=\"Resorts-World-Miami-Museum-Park-View-Arquitectonica-copy\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Resorts-World-Miami-Museum-Park-View-Arquitectonica-copy.jpg\" alt=\"\" width=\"315\" height=\"207\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Resorts-World-Miami-Museum-Park-View-Arquitectonica-copy.jpg 315w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Resorts-World-Miami-Museum-Park-View-Arquitectonica-copy-150x98.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Resorts-World-Miami-Museum-Park-View-Arquitectonica-copy-300x197.jpg 300w\" sizes=\"(max-width: 315px) 100vw, 315px\" \/>In <a href=\"http:\/\/www.miamiherald.com\/2011\/10\/03\/2437320\/vegas-company-looking-to-build.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">what sounds like a hastily hatched scheme<\/a>, Adelson minion <strong>Andy Abboud<\/strong> is trying to pull together a land deal that would rival <strong>Resorts Worlds<\/strong>&#8216; <a href=\"http:\/\/www.bizjournals.com\/southflorida\/news\/2011\/09\/14\/genting-unveils-plans.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">nearby beachhead<\/a>. There&#8217;s no design, just a vaguely described concept &#8220;comparable to <strong>Genting<\/strong>,&#8221; according to one participant. Neither Adelson nor Abboud has signed on the dotted line just yet, unlike Genting, which plunked down $236 million for its site. (It shouldn&#8217;t take Genting long to <a href=\"http:\/\/articles.nydailynews.com\/2011-09-21\/local\/30202170_1_aqueduct-s-racino-resorts-world-new-york-gaming\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">amortize that with proceeds<\/a> from its <strong>Resorts World New York<\/strong> casino, which <a href=\"http:\/\/articles.nydailynews.com\/2011-09-25\/news\/30219852_1_table-games-bans-casino-gambling-video-lottery\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">already has the bluenoses getting sniff<\/a>y.)<\/p>\n<p><strong>Instead, Adelson is threatening<\/strong> to take his ball and go home unless he is granted <!--more-->an outright monopoly on Miami. Economically speaking, he says, the town&#8217;s not big enough for him and Genting both. When it comes to gauging the potential impact of <strong>Las Vegas<\/strong>-sized casinos, the Lege has to go by what Adelson says, his <a href=\"http:\/\/www.heraldtribune.com\/article\/20110108\/ARTICLE\/101081029\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">organ grinder&#8217;s monkey<\/a> (Gov. <strong>Rick Scott<\/strong>) having nixed an independent study of the matter. Even so, state Senate President <strong>Mike Haridopolos<\/strong> (R, <em>below<\/em>) is fast-tracking the enabling legislation. &#8220;<em>Anyone who knows Florida well, travels around Florida, recognizes we are a gambling state<\/em>,&#8221; he told the <em>Miami Herald<\/em>.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-7688\" title=\"MikeHaridolopols\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/MikeHaridolopols.jpg\" alt=\"\" width=\"150\" height=\"150\" \/>Working against Adelson are several factors, starting with his refusal to invest one thin dime unless and until gambling expansion is legalized. Not only does Genting <a href=\"http:\/\/www.bizjournals.com\/southflorida\/news\/2011\/09\/15\/genting-group-buys-main-omni-note.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">already have money on the table<\/a>, <strong>Caesars Entertainment<\/strong> covets <strong>Gulfstream Park<\/strong>, just up the road. If at least <em>two<\/em> operators are willing to plow large amounts of development dollars into the Miami market, why should lawmakers gift-wrap it for just one? Genting argues that <a href=\"http:\/\/www.bizjournals.com\/southflorida\/news\/2011\/10\/04\/florida-gambling-bill-could-be-filed.html?ana=twt\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">multiple casinos act as a &#8216;force-multiplier,&#8217;<\/a> a contention that has a hefty amount of history on its side. The company is certainly guilty of having been cozy with <strong>Stanley Ho<\/strong>, among other Asian misdemeanors, but <strong>Sands China<\/strong> has run into a thicket of image problems lately, too. Of course there are those who insist that <a href=\"http:\/\/www.wsvn.com\/news\/articles\/local\/21005503445727\/\" target=\"_blank\" rel=\"noopener noreferrer\">any expansion of casino gambling will simply dilute<\/a> the existing revenue base, not expand it. Individual counties are already having to corral the stampede of <em>de facto<\/em> <strong>Internet<\/strong> casinos that wriggled through a loophole in state law.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-medium wp-image-2797\" title=\"stevewynn_300\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/stevewynn_300-225x300.jpg\" alt=\"\" width=\"148\" height=\"198\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/stevewynn_300-225x300.jpg 225w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/stevewynn_300-112x150.jpg 112w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/stevewynn_300.jpg 300w\" sizes=\"(max-width: 148px) 100vw, 148px\" \/>But if Caesars<\/strong> &#8212; or the peripatetic <strong>Steve Wynn<\/strong> &#8212; wants to get into the Sunshine State, it&#8217;s going to cost them some serious coin, since legislators <a href=\"http:\/\/www.miamitodaynews.com\/news\/110929\/story2.shtml\" target=\"_blank\" rel=\"noopener noreferrer\">want to see at least $2.5 billion invested<\/a> per resort. The bill drafted by two Republican solons is admirable in its plausibility. In addition to establishing state-level regulation (something that should have been done long ago), it aims to put $7.5 billion worth of casino-based resorts in those parts of Florida where casino gambling is already legal. The cherry on the sundae is a friendly 10%-20% tax rate. That last bit will stick in the craw of existing racinos, who pay 35% currently, down from <strong>Jeb Bush<\/strong>&#8216;s usurious 50% &#8230; and would probably have to be granted further tax relief for the bill to pass.<\/p>\n<p><strong>Mixed message<\/strong>. Adelson&#8217;s increasingly thuggish stance toward Florida&#8217;s democratic process is rather puzzling in light of some recent remarks he made on <strong>Wall Street<\/strong>. On Sept. 21, stock analysts gathered for a little &#8216;Bedtime with Uncle Sheldon&#8217; session. <strong>J.P. Morgan<\/strong>&#8216;s <strong>Joe Greff<\/strong> reported that Sands execs deemed expansion in <strong>Massachusetts<\/strong> &#8220;unlikely&#8221; &#8212; and Florida &#8220;even less likely.&#8221; The reason? The company requires a bare-minimum cash flow of $250 million\/year from stateside projects (<strong>Sands Bethlehem<\/strong> is doing far less than that at present) to justify the investment. &#8220;<em>As for domestic expansion, we were surprised by management&#8217;s luke-warm tone regarding a potential [Massachusetts] project<\/em>,&#8221; wrote a stunned-sounding <strong>Carlo Santarelli<\/strong>.<\/p>\n<p><strong><br \/>\nWith regard to Florida<\/strong>, Sands&#8217; downbeat tone certainly makes you wonder about the validity (or sincerity) of the economic projections Sheldon has brandished when making its case down South. Not to put too fine a point on it, $250 million would represent an 8% ROI for the $3 billion resort Adelson claims he would build. His all-or-nothing brinkmanship, coupled with the Sept. 21 remarks, strongly suggests financial prospects in the Sunshine State aren&#8217;t nearly as roseate as Sands would have you believe.<\/p>\n<p><strong>Chicken Lady in another flap<\/strong>. That rinky-dink <strong>Laughlin<\/strong> casino owned by <strong>Paul &amp; Sue Lowden<\/strong> never makes headlines <a href=\"http:\/\/www.vegasinc.com\/news\/2011\/sep\/30\/pioneer-laughlin-hit-harassment-suit\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">in a good way<\/a>.
