Differences between the two versions, obviously, will have to be reconciled but analyst <strong>Joseph Greff<\/strong> characterizes those as a &#8220;small hurdle&#8221; to eventual passage, though <a href=\"http:\/\/articles.boston.com\/2011-09-27\/news\/30209118_1_casino-bill-casino-debate-casino-profits\" target=\"_blank\" rel=\"noopener noreferrer\">an immigration-status provision<\/a> could prove thorny &#8230; <a href=\"http:\/\/www.bostonherald.com\/news\/politics\/view\/20110915lawmakers_agree_to_consider_internet_poker\/srvc=home&amp;position=recent\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">as might dipping a Puritan toe<\/a> into <strong>Internet<\/strong> poker. Since the two bills were made in the likeness of Gov. <strong>Deval Patrick<\/strong>, so to speak, it looks like we have a done deal. Break out the champagne (One ambiguity in the <em>Boston Globe<\/em>&#8216;s reporting and that of other sources, such as Greff and <strong>Carlo Santarelli<\/strong>, is whether the tax rate is on gross receipts or profits. The former is standard practice. Taxing profits is practically an invitation to cook the books, <!--more-->just as <strong>Hollywood<\/strong> studios do when they want to screw actors out of their &#8216;points.&#8217;)<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-thumbnail wp-image-5079\" title=\"Angle_400X300\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Angle_400X300-150x112.jpg\" alt=\"\" width=\"150\" height=\"112\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Angle_400X300-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Angle_400X300-300x225.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Angle_400X300.jpg 400w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/>As Santarelli puts it<\/strong>, today&#8217;s news will &#8220;further extrapolate the likely domino effect in surrounding states.&#8221; Action in Massachusetts will particularly force the hand of <strong>New Hampshire<\/strong> lawmakers, who are already considering two racinos in lieu of the previously contemplated single location. In the face of growing voter support in the Bay State, casino opponents are trotting old the old <strong>Sharron Angle<\/strong> (<em>right<\/em>) meme that gaming-industry employment doesn&#8217;t constitute &#8220;real jobs.&#8221; As opposed to <em>what<\/em>? Grubbing for day labor?<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-full wp-image-7357\" title=\"deval-patrick\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/deval-patrick.jpg\" alt=\"\" width=\"207\" height=\"289\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/deval-patrick.jpg 207w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/deval-patrick-107x150.jpg 107w\" sizes=\"(max-width: 207px) 100vw, 207px\" \/>The particulars of the bill are<\/strong>: three resort casinos and a slot parlor with 1,250 one-armed bandits. (Expect <strong>Caesars Entertainment<\/strong> to make a racino\/joint-venture pitch for the latter.) Compared to <strong>Florida<\/strong>, the price of entry to Massachusetts is a bargain: $85 million upfront plus $500 million for the physical plant. Only the slot parlor is a rotten deal: a special 40% tax rate (against a $150 million mandatory investment) that jumps to 49% &#8212; perhaps <a href=\"http:\/\/www.boston.com\/news\/local\/massachusetts\/articles\/2011\/10\/14\/massachusetts_senate_approves_bill_to_authorize_casinos_slot_parlor\/?page=2\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">even as high as 55%<\/a> &#8212; when you include <a href=\"http:\/\/articles.boston.com\/2011-09-27\/news\/30209118_1_casino-bill-casino-debate-casino-profits\/2\" target=\"_blank\" rel=\"noopener noreferrer\">a subsidy for the horsey set<\/a>. Spending patterns by <strong>New England<\/strong> punters (less gambling, more dining, etc.) also make a resort property the more attractive investment. Senators quickly quashed an amendment <a href=\"http:\/\/www.chron.com\/news\/article\/Mass-Senate-nixes-slot-machines-at-Logan-Airport-2191648.php\" target=\"_blank\" rel=\"noopener noreferrer\">that would have put a slot route<\/a> into <strong>Logan Airport<\/strong> &#8230; a provision sure to have drawn gubernatorial ire. Don&#8217;t make Patrick (<em>right<\/em>) angry. You wouldn&#8217;t like him when he&#8217;s angry &#8212; as pro-casino lawmakers discovered last year.<\/p>\n<p>There is no limit on the hours of operation &#8230; but smoking is <em>verboten<\/em>. (That sigh you just heard was a &#8216;thank you&#8217; from <strong>Foxwoods Resort Casino<\/strong> and, to a lesser degree, <strong>Mohegan Sun<\/strong>.) But <a href=\"http:\/\/www.telegram.com\/article\/20111012\/NEWS\/110129564\/-1\/NEWS04\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">there will be free drinks<\/a>. Also, <a href=\"http:\/\/www.boston.com\/news\/local\/massachusetts\/articles\/2011\/10\/13\/mass_senate_moving_toward_vote_on_casinos\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">one federally recognized tribe will be juiced<\/a> into a casino license. That&#8217;ll really ramp up the pressure on <strong>Capitol Hill<\/strong> to circumvent the <em>Carcieri v. Salazar<\/em> decision and fast-track some tribes into eligibility, lest Mohegan Sun&#8217;s $600 million Palmer project beat everyone else to the starting line. The <strong>Mashpee Wampanoags<\/strong> are shopping a rival casino proposal around the state, although their gaming-entitlement status isn&#8217;t crystal-clear.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-4047\" title=\"Slot\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/Slot-150x112.jpg\" alt=\"\" width=\"150\" height=\"112\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/Slot-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/Slot.jpg 245w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/>We&#8217;re looking at as many as 10,250 slots in the Bay State, max. Greff estimates that <strong>International Game Technology<\/strong> will benefit most, garnering more market share (45%) than <strong>Bally Technologies<\/strong> and <strong>WMS Industries<\/strong> combined. Still, it&#8217;s a good day to be in the manufacturing sector. Casino revenues are projected in the $1.2 billion-$1.8 billion range. Given casino proponents&#8217; propensity to highball their projections by 25%-40% (and, in this case, <a href=\"http:\/\/www.boston.com\/news\/local\/massachusetts\/articles\/2011\/10\/11\/mass_senate_wades_back_into_gambling_bill_debate\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">their use of antiquated statistics<\/a>), I expect something closer to $1 billion.<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-medium wp-image-2765\" title=\"sheldon-adelson\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/sheldon-adelson-300x210.jpg\" alt=\"\" width=\"300\" height=\"210\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/sheldon-adelson-300x210.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/sheldon-adelson-150x105.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/sheldon-adelson.jpg 400w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Via <strong>Twitter<\/strong>, the <em>Review-Journal<\/em>&#8216;s <strong>Howard Stutz<\/strong> tips Caesars and <strong>Las Vegas Sands<\/strong> as frontrunners for the plum <strong>Boston<\/strong>-area concession &#8230; although Sands CEO <strong>Sheldon Adelson<\/strong> has been waffling of late. He&#8217;d have to be convinced &#8220;Venetian Boston,&#8221; &#8220;Palazzo Plymouth,&#8221; &#8220;Sands Dorchester,&#8221; &#8220;Marina Bay Framingham&#8221; or whatever could achieve $120 million a year in cash flow &#8230; so his company says. <strong>Penn National Gaming<\/strong> craves one of the outlying licenses and bullish <strong>Genting Berhad<\/strong> has shown interest as well. With so many heavyweights already in the ring, even cash-rich <strong>Wynn Resorts<\/strong> appears to have shied away from the fight. Let&#8217;s hope Massachusetts learns from <strong>Pennsylvania<\/strong>&#8216;s mistakes and steers clear of inexperienced, &#8216;favorite son&#8217; casino developers. Also-rans will probably include <strong>David Nunes<\/strong>, who&#8217;s probably wishing he hadn&#8217;t just blown a big wad of cash on a ballot initiative to give himself a casino. Caesars&#8217; sportsbooks have been at a disadvantage ever since the company&#8217;s (previous) pet-rock board allowed Loveman to put his interests ahead of the stockholders and buy a piece of the Celtics. That meant no Boston action at Caesars&#8217; books. Now, <em>nobody<\/em> in the casino industry is making money from NBA bets &#8212; unless they involve how long the labor impasse will last. Regardless of where Loveman stands in the latest squabble between millionaires and billionaires, his fellow NBA owners have leveled the playing field between Caesars and every other sportsbook in <strong>Nevada<\/strong>.
