It&#8217;s much the same as <strong>Kansas<\/strong>, where things have gone awful quiet. Now, Kansas is like a corn-fed <strong>Macao<\/strong>: <em>You<\/em> build the casino, <em>you<\/em> run it but at the end of the day, it belongs to the state. You&#8217;re operating on borrowed time <em>and<\/em> money.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-4758\" title=\"Great_Seal_of_Maryland_reverse\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Great_Seal_of_Maryland_reverse.png\" alt=\"\" width=\"261\" height=\"256\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Great_Seal_of_Maryland_reverse.png 261w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Great_Seal_of_Maryland_reverse-150x147.png 150w\" sizes=\"(max-width: 261px) 100vw, 261px\" \/>Maryland&#8217;s rapacity for new revenues resulted in a 67% tax rate, for which terms like &#8220;usurious&#8221; and &#8220;confiscatory&#8221; seem inadequate. What kind of facility can one afford to build, say, at <strong>Ocean Downs<\/strong> &#8212; and what kind of reinvestment is possible &#8212; when $23 million of your $35 million 2011 gross goes straight to <strong>Annapolis<\/strong>? Even executives at <strong>Penn National Gaming<\/strong> (who opened the first Maryland slot parlor), when discussing the impact of additional slot houses, frame it in the context of the ramifications for the company&#8217;s <strong>Charles Town<\/strong>, <strong>West Virginia<\/strong> racino, not their <strong>Perryville<\/strong>, MD property<\/p>\n<p><strong>In late September<\/strong>, there was a sudden flurry of <!--more-->applications: two for a <strong>Baltimore<\/strong>-area site and three for the <strong>Rocky Gap Lodge &amp; Golf Resort<\/strong>, which had gone begging for three years. One of the Rocky Gap threesome even <a href=\"http:\/\/www.washingtonpost.com\/blogs\/maryland-politics\/post\/well-known-developer-to-bid-on-rocky-gap-slots-site\/2011\/09\/21\/gIQA2nsOlK_blog.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">had some heavy political juice<\/a> behind it. This neat trick was achieved by dint of <a href=\"http:\/\/www.washingtonpost.com\/blogs\/maryland-politics\/post\/senate-offering-more-inducements-to-w-md-slots-operator\/2011\/03\/25\/AFejT5WB_blog.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">a special, only-for-Rocky Gap tax markdown<\/a> to &#8220;only&#8221; 50%, plus an exemption to the rule that limits casino owners to one property apiece (a law that has confounded Penn no end).<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-7750\" title=\"loveman\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/loveman.jpg\" alt=\"\" width=\"100\" height=\"100\" \/>Going for the jackpot, <strong>Caesars Entertainment<\/strong> plunked down $22.5 million for the right to apply for the Baltimore site. Within days, <a href=\"http:\/\/www.washingtonpost.com\/blogs\/maryland-politics\/post\/number-of-maryland-slots-bidders-drops\/2011\/09\/28\/gIQAYqJU5K_blog.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">state officials drop-kicked a rival Baltimore bid<\/a>, as well as one of the lesser Rocky Gap offers. Still, the Caesars move was a head-scratcher. At <strong>Global Gaming Expo<\/strong>, veep <strong>Jan Jones<\/strong> criticized high tax rates (like Maryland&#8217;s), making the argument they discouraged investment: &#8220;If you have higher volume [of business], you&#8217;ll get a better tax return. It&#8217;s so logical.&#8221;<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-medium wp-image-1184\" title=\"danielgilbert\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/11\/danielgilbert-261x300.jpg\" alt=\"\" width=\"261\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/11\/danielgilbert-261x300.jpg 261w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/11\/danielgilbert.jpg 446w\" sizes=\"(max-width: 261px) 100vw, 261px\" \/>What wasn&#8217;t logical<\/strong> was Caesars&#8217; undercutting of its own position by running straight at the worst-taxed market in the U.S. But it started to make sense last weekend once it was clear that most of the money (80%) <a href=\"http:\/\/blog.cleveland.com\/metro\/2011\/10\/dan_gilberts_rock_gaming_partn.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">wouldn&#8217;t be coming from Caesars<\/a> but from <strong>Dan Gilbert<\/strong>&#8216;s nascent <strong>Rock Gaming<\/strong>. Lord only knows how Caesars CEO <strong>Gary Loveman<\/strong> <span style=\"text-decoration: line-through;\">suckered<\/span> persuaded Gilbert (<em>right<\/em>) to bankroll this low-ROI venture. Gilbert&#8217;s men have admirable goals but massive tax hit they&#8217;ll be taking will militate against the downtown revitalization that they clearly have in mind. Something&#8217;s going to have to give, whether it be Maryland&#8217;s ban on table games or the dollar signs dancing in lawmakers&#8217; heads. Greed and short-sightedness are opposite sides of the same coin, and Maryland&#8217;s casino policy is a textbook example.<\/p>\n<p><strong>In an amusing (?)<\/strong> side note, <strong>Cordish Gaming<\/strong> has gone the <strong>Trump Entertainment Resorts<\/strong> route and entrusted its <strong>Arundel Mills<\/strong> casino <a href=\"http:\/\/articles.baltimoresun.com\/2011-10-11\/business\/bs-bz-maryland-live-gm-20111011_1_slots-parlor-arundel-mills-casino\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">to a refugee from the<\/a> <strong>Bernie Goldstein<\/strong> era at <strong>Isle of Capri Casino<\/strong>, also dredged up from third-tier <strong>MTR Gaming Group<\/strong>, as was Trump&#8217;s current CEO. Cordish has also <a href=\"http:\/\/www.washingtonpost.com\/local\/dc-politics\/md-casino-developer-courts-wealthy-chinese-by-offering-green-card-in-exchange-for-500000-investment\/2011\/09\/19\/gIQAyAgjgK_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">engaged in some eyebrow-raising methods<\/a> in order to lure investment from <strong>China<\/strong>. So much for creating 4,000 local jobs.
