To no one&#8217;s surprise, <a href=\"http:\/\/www.miamiherald.com\/2011\/10\/28\/2477232\/photo-gallery-10-28-192805.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">customers turned out in abundance<\/a> &#8212; which means that November&#8217;s revenue report from <strong>Atlantic City<\/strong> will now be awaited with bated breath.<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-medium wp-image-7762\" title=\"Harrahs AC_2\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Harrahs-AC_2-207x300.jpg\" alt=\"\" width=\"207\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Harrahs-AC_2-207x300.jpg 207w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Harrahs-AC_2-103x150.jpg 103w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Harrahs-AC_2.jpg 692w\" sizes=\"(max-width: 207px) 100vw, 207px\" \/>Coincidentally or not, <strong>Caesars Entertainment<\/strong> and <strong>Unite-Here<\/strong> reached a four-casino\/three-year pact in A.C., which will be put to a vote tomorrow. It seems to be a given that the union made concessions, but exactly what it rendered unto Caesars won&#8217;t be known until after the balloting. If the Caesars workforce is amenable to the new deal, those Boardwalk properties whose employees are in a far weaker bargaining position (like those at <strong>Colony Capital<\/strong>&#8216;s penniless, ludicrously re-named <strong>ACH<\/strong>), will be the next ones polled. Once the Caesars-workforce domino topples, everyone else will capitulate right quick. Interestingly, this is the opposite of the approach taken in <strong>Detroit<\/strong>, where employees at the lower-echelon casinos were polled first, <a href=\"http:\/\/www.detnews.com\/article\/20111029\/BIZ\/110290317\/1001\/Detroit-Casino-Council-looks-for-mediator\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">setting up union bosses to be humiliated<\/a> by their <strong>MGM Grand Detroit<\/strong> rank and file, who said the new arrangement was spinach and to hell with it.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-full wp-image-7827\" title=\"Mickey\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Mickey.jpg\" alt=\"\" width=\"197\" height=\"255\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Mickey.jpg 197w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Mickey-115x150.jpg 115w\" sizes=\"(max-width: 197px) 100vw, 197px\" \/>Gambling expansion in Florida<\/strong> is running into a predictable but formidable opponent: <strong>Mickey Mouse<\/strong>. The mighty rodent and his puppet ally, the <strong>Florida Chamber of Commerce<\/strong>, <a href=\"http:\/\/www.nytimes.com\/2011\/10\/29\/us\/florida-in-a-battle-over-casino-bill.html?pagewanted=1\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">are getting to rumble with the Lege<\/a>. Ignore the mouthwash about protecting the kiddies. What&#8217;s at stake are convention revenues the <strong>Orlando<\/strong> area (<em>aka<\/em> Mouse Central) could lose to <strong>Dade<\/strong> and <strong>Broward<\/strong> counties. <strong>Miami Beach<\/strong>, whose convention facilities are antiquated, is going into a defensive crouch, opposing casino expansion instead of courting it. The <strong>Seminole Tribe<\/strong> seems to be playing a cagey game, simultaneously threatening to take its $200 million annual tax contribution off the table but signaling that it would be tractable to inclusion in the three-casino <strong>Miami<\/strong>-area expansion that&#8217;s under debate. <strong>Massachusetts<\/strong> has handed the Seminoles a useful precedent. Like their Bay State counterparts, Florida lawmakers could set aside <!--more-->one megaresort for a tribal applicant. Geez, can&#8217;t imagine who&#8217;d land <em>that<\/em> concession.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-full wp-image-7831\" title=\"Isle_of_Capri_Casinos-1\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Isle_of_Capri_Casinos-1.gif\" alt=\"\" width=\"129\" height=\"129\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Isle_of_Capri_Casinos-1.gif 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/Isle_of_Capri_Casinos-1-150x150.gif 150w\" sizes=\"(max-width: 129px) 100vw, 129px\" \/>Affected South Florida officials<\/strong> like the idea of the bill <a href=\"http:\/\/www.miamiherald.com\/2011\/10\/28\/2477242\/opponents-line-up-against-new.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">but are having a devil of a time with the details<\/a>. Their principal demands are greater local regulatory oversight and (surprise) a bigger slice of the anticipated tax revenue, in order to offset infrastructure costs. Protection of an endangered species &#8212; parimutuels with slot machines &#8212; is also a sore point, since megaresorts would be given a preferential tax rate (10% vs. the racinos&#8217; 35%). Interestingly, <strong>Isle of Capri Casinos<\/strong>, which owns a racino at <strong>Pompano Park<\/strong>, is keeping its powder dry so far.<\/p>\n<p>Whether or not Florida lawmakers falter, they&#8217;re forcing the hands of nearby states. <strong>Kentucky<\/strong>-based track operators with Sunshine State parimutuels are understandably apprehensive about developments to the south. <strong>Stronach Group<\/strong> could be a dark-horse contender for one of the megaresort licenses and even <strong>Churchill Downs<\/strong> may get into the running. Both would also have strengthened cases to press for racinos in the Bluegrass State, where the demise of previous legalization efforts <a href=\"http:\/\/factcheck.org\/2011\/10\/a-father-in-laws-attack-ads\/\" target=\"_blank\" rel=\"noopener noreferrer\">has become a campaign issue<\/a>.<embed style=\"display: none;\" src=\"https:\/\/a.blip.tv\/api.swf#hIUWgtuMKAI\" type=\"application\/x-shockwave-flash\" width=\"300\" height=\"150\"><\/embed>It&#8217;s been a pet project of Gov. <strong>Steve Beshear<\/strong> (D) but would surely be vetoed by his election adversary, state Sen. <strong>David Williams<\/strong> (R), who doesn&#8217;t cotton to local governments getting hooked on casino revenues, although he does like to gamble, personally. If the Legislature votes it out as a constitutional question, a Gov. Williams wouldn&#8217;t have to do anything except pray that it can&#8217;t get 60% support at the ballot box. But this is moot: Beshear enjoys a 69% approval rating and Williams will have to throw an awful long Hail Mary to become the next occupant of the governor&#8217;s mansion.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-7829\" title=\"GA seal\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/GA-seal-150x101.jpg\" alt=\"\" width=\"150\" height=\"101\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/GA-seal-150x101.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/GA-seal.jpg 273w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/>The heat is rising slightly<\/strong> in the nearby state of <strong>Georgia<\/strong>, too, whose <strong>Lottery Board<\/strong> has commissioned <a href=\"https:\/\/docs.google.com\/leaf?id=0B_KEK8-LWmzhNTY3ZmExN2UtNzE3ZC00Mjc0LWFmMmMtNGU2Zjc4MDAzN2Rh&amp;hl=en_US&amp;pli=1\" target=\"_blank\" rel=\"noopener noreferrer\">an economic-impact study<\/a> of casino legalization. It recommends <strong>Singapore<\/strong>-like regulation. In addition to the much-coveted <strong>Atlanta<\/strong> market, vacation spots like <strong>Jekyll Island<\/strong> are favored as prospective gambling locations. The &#8220;gray market&#8221; for illegal slot machine gambling in the Peachtree State would be curbed, if not eradicated, and over $900 billion in revenue generated, the report predicts. But genteel <a href=\"http:\/\/blogs.ajc.com\/political-insider-jim-galloway\/2011\/10\/26\/state-lottery-commission-study-three-casinos-could-bring-nearly-1-billion-by-2014\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">Georgia lawmakers have practically had fainting spells<\/a> over the idea of VLTs in convenience stores and the high-ranking members of the state&#8217;s political establishment are firmly against establishing gambling in the state. Since Florida megaresorts are several years away, at best, Georgia is a good two or three election cycles from having to seriously confront the issue.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-7460\" title=\"Governor John H. Lynch\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Governor-John-H.-Lynch-100x150.jpg\" alt=\"\" width=\"100\" height=\"150\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Governor-John-H.-Lynch-100x150.jpg 100w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Governor-John-H.-Lynch-200x300.jpg 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Governor-John-H.-Lynch-682x1024.jpg 682w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Governor-John-H.-Lynch.jpg 1400w\" sizes=\"(max-width: 100px) 100vw, 100px\" \/>Up in New England<\/strong> legalization of racinos in <strong>New Hampshire<\/strong> marches steadily forward in the Lege. Unlike their derelict counterparts in <strong>Nevada<\/strong>, N.H. lawmakers are already setting aside tax monies for the treatment of gambling addiction. However, Gov. <strong>John Lynch<\/strong> (D, <em>left<\/em>) is one of his anti-gambling moods and an eccentricity in the enabling legislation is a provision to auction casino licenses, in lieu of having a set entry fee. And while Granite State solons spar, casino expansion in <strong>Maine<\/strong> <a href=\"http:\/\/www.sunjournal.com\/news\/our-view\/2011\/10\/30\/casino-vote-good-bet-lewiston-auburn\/1108136\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">progresses in disorganized but inexorable fashion<\/a>.
