When I lived in Minneapolis and wrote from the since-defunct <em>Twin Cities Reader<\/em>, my publisher was <strong>R.T. Rybak<\/strong>. Now he&#8217;s mayor of the city and is trying to hold onto the perennially underachieving <strong>Minnesota Vikings<\/strong>. He&#8217;s floated several formulas, one of which entails licensing a casino on Block E for $20 million.<strong> Block E<\/strong> sits right smack downtown, across from a shopping mall called &#8212; yes &#8212; <strong>City Center<\/strong>. Back in the 1980s, Block E was home to a couple of newsstands that specialized in porn and provided me with some of my first post-collegiate employment.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-medium wp-image-7840\" title=\"Block E\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Block-E-300x168.jpg\" alt=\"\" width=\"377\" height=\"211\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Block-E-300x168.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Block-E-150x84.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Block-E.jpg 630w\" sizes=\"(max-width: 377px) 100vw, 377px\" \/>But times change<\/strong> and one type of pleasure gives way to another. At the risk of engaging in sophistry, what Rybak is proposing is a circuitous tax levy to raise stadium money for the feckless Vikes. You and I gamble on <strong>Hennepin Ave<\/strong>., and a cut of those gross revenues is dedicated to paying for the <strong>Cargill Dome<\/strong> or whatever the new gridiron will be dubbed. So far, Rybak&#8217;s going it alone. But if he wants to make converts, <!--more-->he shouldn&#8217;t have difficulty luring potential casino developers to the cause (so long as developer <strong>Bob Lux<\/strong> is willing to share the sandbox).<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-thumbnail wp-image-5083\" title=\"penn-national-gaming\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/penn-national-gaming-150x34.jpg\" alt=\"\" width=\"150\" height=\"34\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/penn-national-gaming-150x34.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/penn-national-gaming.jpg 195w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/>The downpayment is relatively cheap, especially compared to upfront fees in other states. <strong>Penn National Gaming<\/strong> has to be short-listed for any new casino market and Minneapolis would snugly fit <strong>Caesars Entertainment<\/strong>&#8216;s expansion strategy. Besides, the downtown-renewal model is of a piece with Caesars&#8217; growing number of partnerships with <strong>Rock Ventures<\/strong>. CEOs <strong>Gary Loveman<\/strong> and <strong>Dan Gilbert<\/strong> can point to their <strong>Cincinnati<\/strong> and <strong>Cleveland<\/strong> casinos-in-progress as examples of the minimally disruptive casino that Lux is promising.<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-medium wp-image-6975\" title=\"neil-bluhm\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm-300x210.jpg\" alt=\"\" width=\"300\" height=\"210\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm-300x210.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm-150x105.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm.jpg 400w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Assuming Lux is even willing to take on a brand-name, experienced casino partner, <strong>Isle of Capri Casinos<\/strong> is also deeply entrenched in the <strong>Upper Midwest<\/strong>. Up-and-comers for whom the <strong>Twin Cities<\/strong> would make a logical foothold include <strong>Neil Bluhm<\/strong> (<em>right<\/em>), who&#8217;s riding a hot streak, super-aggressive <strong>Genting Berhad<\/strong> (if it doesn&#8217;t deem the market too small) and <strong>Cordish Gaming<\/strong>. Of course, <strong>Lakes Entertainment<\/strong> and its CEO, <strong>Lyle Berman<\/strong>, constitute a potential &#8220;native son&#8221; candidacy &#8212; but Rybak could do a lot better, methinks. Easily ruled out are <strong>MGM Resorts International<\/strong> (risk-averse), <strong>Las Vegas Sands<\/strong> and <strong>Wynn Resorts<\/strong> (probably not enough ROI for either), <strong>Boyd Gaming<\/strong> (in caution mode presently) and <strong>Ameristar Casinos<\/strong> (in stasis). If Lux tries to go it alone, I don&#8217;t like his chances of success. Is Rybak putting taxpayers&#8217; money on the right horse?<\/p>\n<p><strong>Closer to home<\/strong>, the now-you-see-it, now-you-don&#8217;t stadium project of <strong>Christopher Milam<\/strong> has found yet another haven &#8230; in <strong>Henderson<\/strong>. It&#8217;d be bankrolled with STAR bonds, pledged against anticipated sales-tax revenues, which were a favored development strategy <a href=\"http:\/\/www.lvbusinesspress.com\/articles\/2006\/11\/27\/news\/iq_10970624.txt\" target=\"_blank\" rel=\"noopener noreferrer\">back when times were good<\/a>. Now the fear is that repaying Milam&#8217;s bonds <a href=\"http:\/\/slashpolitics.reviewjournal.com\/2011\/11\/words-to-the-wise\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">will entail robbing Peter to Paul<\/a>. The unkindest cut is <strong>Steve Sebelius<\/strong>&#8216; description of Milam (who has been quite successful in Texas) as a &#8220;would-be developer.&#8221; Five years of unrealized pipe dreams will do that to your reputation.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-thumbnail wp-image-6258\" title=\"venetian-pic\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/venetian-pic-150x101.jpg\" alt=\"\" width=\"150\" height=\"101\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/venetian-pic-150x101.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/venetian-pic.jpg 300w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/>Note to the <em>Los Angeles Times<\/em><\/strong>, the &#8216;pedestrian realms&#8217; in front of <strong>Venelazzo<\/strong> and all other Vegas casinos are not &#8220;what [a street performer] said was a public sidewalk.&#8221; The <em>LAT<\/em> needn&#8217;t take Zorro&#8217;s word for it. Courts have decreed those sidewalks to be zones where the <strong>First Amendment<\/strong> can be exercised. <a href=\"http:\/\/latimesblogs.latimes.com\/nationnow\/2011\/10\/las-vegas-strip-performers-aclu-lawsuit-venetian-hotel-casino.html\" target=\"_blank\" rel=\"noopener noreferrer\">Casino owners may not like it<\/a> but there isn&#8217;t much they can do &#8230; although some &#8216;informational picketing&#8217; I covered back in &#8217;01 was met with a heavy LV Sands staff presence, including videotaping of <strong>Culinary Union<\/strong> members, for what dark purpose deponent knoweth not.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-6635\" title=\"Griffin\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Griffin-136x150.jpg\" alt=\"\" width=\"110\" height=\"122\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Griffin-136x150.jpg 136w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Griffin-272x300.jpg 272w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/05\/Griffin.jpg 300w\" sizes=\"(max-width: 110px) 100vw, 110px\" \/>A truly classless promotion<\/strong> put on by &#8212; who else? &#8212; <strong>Trump Entertainment Resorts<\/strong> came to a happy ending. The woman who won the &#8220;Nip &amp; Tuck Sweepstakes&#8221; at <strong>Trump Taj Mahal Casino Resort<\/strong> passed up the proffered plastic surgery in favor of a $25K payday. In any economy, but especially today&#8217;s, that&#8217;s a no-brainer. One tempted to blame CEO <strong>Robert Griffin<\/strong> (<em>left<\/em>) for this debasing publicity stunt but, let&#8217;s face it, society&#8217;s decadent appetite for cosmetic surgical enhancement made it not only possible but timely.<\/p>\n<p><strong>We thought we had it bad<\/strong> when the missus and I spent a Stygian weekend at <strong>Primm Valley Resort<\/strong>. But our experience was a picnic compared to <a href=\"http:\/\/www.fox5vegas.com\/story\/15914091\/police-man-drowns-at-nevada-state-line-resort\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">the fate of this unfortunate guest<\/a> at neighboring <strong>Buffalo Bill&#8217;s<\/strong>. Seriously, would you get into that hot tub now, knowing what you do?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Here&#8217;s a casino-development story with several personal angles.
