The politically juiced-in trio of <strong>Ron Rubin<\/strong>, <strong>Lewis Katz<\/strong> and <strong>Comcast<\/strong> Chairman <strong>Ed Snider<\/strong> (collectively known on <em>S&amp;G<\/em> as <strong>Sniderkatz<\/strong>) got a 6-1 thumbs-down from the <strong>Commonwealth Court<\/strong>. Sniderkatz was one of several parties whose suitability for a casino license in Pennsylvania appeared to owe far more to <strong>Democratic Party<\/strong> fealty than to actual competence. Choosing soon-to-be-insolvent <strong>Foxwoods Resort Casino<\/strong> as a partner would effectively doom the project &#8212; subsequent flirtations with <strong>Steve Wynn<\/strong> and <strong>Gary Loveman<\/strong> notwithstanding. <a href=\"http:\/\/ww.philly.com\/philly\/news\/20111111_That_little_casino_plan_that_couldn_t_.html?ref=more-like-this\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">Four years and three designs later<\/a>, all Sniderkatz has to show for itself is a vacant lot.<\/p>\n<p>Fiscal prospects for the casino didn&#8217;t look great, either. <strong>Parx Casino<\/strong>, <strong>Harrah&#8217;s Chester Downs<\/strong> and <strong>SugarHouse<\/strong> are already gnawing <!--more-->on each other&#8217;s <strong>Philadelphia<\/strong> femurs. Keystone State regulators will get to erase some of the cronyism that has marred casino development in Pennsylvania &#8212; and one certainly hopes we don&#8217;t get a repetition of the <strong>Don Barden<\/strong> and Sniderkatz fiascoes.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-thumbnail wp-image-7924\" title=\"lyleBerman\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/lyleBerman-150x148.jpg\" alt=\"\" width=\"150\" height=\"148\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/lyleBerman-150x148.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/lyleBerman.jpg 207w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/>One factor that will have to be computed<\/strong> into where the orphaned Pennsylvania license goes is the prospect of new competition from western <strong>Maryland<\/strong>. A <strong>Lyle Berman<\/strong>-led consortium is <a href=\"http:\/\/articles.baltimoresun.com\/2011-11-09\/news\/bs-md-rocky-gap-casino-20111108_1_slots-commission-new-casinos-gambling-floor\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">pitching a $62 million, 850-slot casino<\/a> for failed <strong>Rocky Gap Lodge &amp; Resort<\/strong>, <a href=\"http:\/\/www.washingtontimes.com\/news\/2011\/nov\/7\/maryland-building-toward-allegany-slots-casino\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">a ward of the state<\/a>. Bidders were enticed by means of financial incentives, <a href=\"http:\/\/articles.baltimoresun.com\/2011-11-09\/news\/bs-md-rocky-gap-casino-20111108_1_slots-commission-new-casinos-gambling-floor\/2\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">including a 10-year reduction of the tax rate<\/a> to &#8220;only&#8221; 50%. Berman (<em>right<\/em>) has a much larger project in mind than rival <strong>Nathan Landow<\/strong>, who&#8217;s structured his proposal so as to dodge the $3 million application fee.<\/p>\n<p><strong>That doesn&#8217;t<\/strong> instill confidence. Nor does the fact that Landow, after proudly touting designs that were &#8220;intended to steer every single visitor directly to the casino,&#8221; in the words of the <em>Baltimore Sun<\/em>, abruptly flip-flopped. When the <strong>Video Lottery Location Commission<\/strong> balked at the idea of families with children being ushered straight into the midst of 500 slot machines, Landow blithely replied that &#8220;the design could be changed.&#8221; He doesn&#8217;t sound like a guy who&#8217;s thought things through. But he&#8217;s got one ace to play: Landow is the former chairman of the state Democratic Party (<a href=\"http:\/\/edition.cnn.com\/ALLPOLITICS\/1998\/resources\/lewinsky\/cast.characters\/list.html\" target=\"_blank\" rel=\"noopener noreferrer\">among other claims to fame<\/a>). It will be a pleasant shock if he <em>doesn&#8217;t<\/em> prevail.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-full wp-image-5083\" title=\"penn-national-gaming\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/penn-national-gaming.jpg\" alt=\"\" width=\"195\" height=\"45\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/penn-national-gaming.jpg 195w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/penn-national-gaming-150x34.jpg 150w\" sizes=\"(max-width: 195px) 100vw, 195px\" \/>October&#8217;s revenue haul<\/strong> from Maryland&#8217;s one casino and sole racino ($13 million) <a href=\"http:\/\/articles.baltimoresun.com\/2011-11-07\/business\/bs-bz-lottery-casinos-20111107_1_casino-at-ocean-downs-hollywood-casino-perryville-gaming-revenue\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">won&#8217;t knock anyone&#8217;s socks off<\/a>. But it&#8217;s worth noting that <strong>Penn National Gaming<\/strong>&#8216;s slot house in <strong>Perryville<\/strong>, once considered a disappointment, grossed as much as did the lowest-performing casino (<strong>Golden Nugget<\/strong>) in <strong>Atlantic City<\/strong>. That&#8217;s not bad for a grind joint whose owners wanted to ditch it, fully completed, if they could get <strong>Laurel Park<\/strong> instead.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-medium wp-image-2851\" title=\"Grand Victoria IL\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Grand-Victoria-IL-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Grand-Victoria-IL-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Grand-Victoria-IL-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Grand-Victoria-IL.jpg 450w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Is Lou Lang on coke?<\/strong> The casino-crazed <strong>Skokie<\/strong> legislator is certainly making some goofy projections about the financial effect of doubling the number of <strong>Illinois<\/strong> casino licenses and increasing gambling positions by 260%. In 2010, the Land of Lincoln&#8217;s gross gaming revenues were slightly below $1.4 billion. Lang says that could easily go to $2.4 billion under his prescription. He seems to be counting upon $700 million from the downtown <strong>Chicago<\/strong> casino alone. Illinois&#8217; top-grosser, <em>Grand Victoria Elgin<\/em> (left), didn&#8217;t crack the $300 million threshold last year and won&#8217;t do it this year either.<\/p>\n<p><strong>But &#8230;<\/strong> if you have 100% more casinos, and 260% more slots and tables yet revenues increase by 71%, tops, that doesn&#8217;t seem like an awful lot of buck for the bang. Of course, if we apply the Penn National Rule (namely, that gaming proponents tend to overestimate revenues by 25%-40%), Lang&#8217;s bonanza is more likely in the $180 million (worst case) to $750 million range, which still assumes a degree of elasticity that Midwest states <a href=\"http:\/\/www.sj-r.com\/breaking\/x1852602236\/Indiana-casinos-see-revenues-drop-brace-for-possible-rival-in-Chicago\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">simply aren&#8217;t demonstrating<\/a>.
