He&#8217;s re-upped with <strong>Boston<\/strong>-based lobbyist firm <strong>Donoghue Barrett &amp; Singal<\/strong>. However, despite years of scouting the market, <strong>Las Vegas Sands<\/strong> says it is still &#8220;<a href=\"http:\/\/news.bostonherald.com\/news\/regional\/view\/20220104vegas_casino_mogul_registers_mass_lobbyist\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">considering locations<\/a>.&#8221; The <em>Boston Herald<\/em> draws a strong contrast between Sands&#8217; indecision and the growing number of casino contenders who have <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2011\/12\/ameristar_casinos_of_nevada_is.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">settled upon hard and firm locations<\/a>. Of course, that&#8217;s still a matter for local voters. Secretary of State <strong>William Galvin<\/strong> is <a href=\"http:\/\/www.cbsnews.com\/8301-505245_162-57351020\/bill-seeks-oversight-of-mass-casino-vote-spending\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">trying to paper over a gap in state laws<\/a>, in order to apply closer scrutiny &#8212; but not donation restrictions &#8212; to pro- and anti-casino campaigns. It was rather careless of lawmakers to permit a loophole the size of a locomotive, so the onus is open them to create transparency.<\/p>\n<p><strong>Happy New Year, Macao<\/strong>. Of course, it&#8217;s not the new year <em>yet<\/em> over there but Macanese casinos closed out 2011 with another 25% upsurge. And that was a <em>poor<\/em> month for casinos, given that luck was on players&#8217; side in December. Since Big Gaming gets all pissy if <!--more-->you make market-share comparisons in <strong>Macao<\/strong>, we won&#8217;t. However, it was interesting to see <strong>J.P. Morgan<\/strong> analysts downplay fluctuations therein as reflective of low hold &#8212; when the interesting thing about the market-share comparisons was how little fluctuation there actually was. Not that it <em>means<\/em> anything &#8230; right, Steve?<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-7213\" title=\"Macao chips\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/Macao-chips-150x84.jpg\" alt=\"\" width=\"150\" height=\"84\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/Macao-chips-150x84.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/Macao-chips-300x168.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/Macao-chips.jpg 595w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/>I suppose 25% growth is disappointing when you&#8217;re averaging 42%, in a market where 95% of all revenue comes straight from the casino floor. If December&#8217;s numbers are the leading edge of a cool-down in casino play (<strong>Wall Street<\/strong> thinks otherwise), that&#8217;s cause for concern. But any worries should be tempered by the knowledge that Macao is <a href=\"http:\/\/www.cbsnews.com\/8301-505245_162-57351090\/macau-casino-revenue-in-2011-surged-to-$33.5b\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">coming off a $33.5 billion year<\/a> in gambling revenue, numbers that make the <strong>Las Vegas Strip<\/strong> pale by comparison. The handwriting was on this particular wall at least as far back as 2005, when all the numbers pointed toward tectonic shift in the gaming universe.<\/p>\n<p><strong>&#8220;Same Fame, New Name.&#8221;<\/strong> Actually, &#8220;fame&#8221; isn&#8217;t the noun one associates with the ex-<strong>Las Vegas Hilton<\/strong>, now formally the &#8220;<a href=\"http:\/\/news.bostonherald.com\/business\/media\/view\/20120104no_longer_a_hilton_las_vegas_casino_loses_brand\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">Las Vegas Hotel &amp; Casino<\/a>.&#8221; (One tends to think of terms like &#8220;insolvency&#8221; and &#8220;foreclosure&#8221; nowadays when the LVH is mentioned.) The modest upside is that <strong>Colony Capital <\/strong>has, for the moment, agreed to surrender casino operations to receiver <strong>Ronald P. Johnson<\/strong>. &#8220;Modest upside&#8221; = too little, too late. Had Johnson been in position months earlier, this whole Hilton debacle might have been avoided, but <strong>Goldman Sachs<\/strong> tarried rather too long before trying to push Colony&#8217;s <span style=\"text-decoration: line-through;\">bunglers<\/span> executives out the door.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-medium wp-image-8127\" title=\"NewArgosyLogo_000\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/NewArgosyLogo_000-300x166.jpg\" alt=\"\" width=\"300\" height=\"166\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/NewArgosyLogo_000-300x166.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/NewArgosyLogo_000-150x83.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/NewArgosyLogo_000.jpg 700w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Bend in the river?<\/strong> &#8220;Boats in moats,&#8221; a longtime albatross around the casino industry&#8217;s neck is a paradigm <a href=\"http:\/\/www.siouxcityjournal.com\/news\/local\/a1\/stats-show-sioux-city-casino-revenues-have-room-to-grow\/article_35ccc80c-3080-56cd-bc34-b931f2b314f8.html\" target=\"_blank\" rel=\"noopener noreferrer\">that may finally be on its way out<\/a>. <strong>Iowa<\/strong> is taking the lead and <strong>Penn National Gaming<\/strong> wants to be part of the evolutionary movement onto dry land. It estimates it can make at 15% more in casino revenue if its <em>Argosy Sioux City<\/em> riverboat were converted into a land-based facility. Penn&#8217;s projected $100 million budget looks awfully low for such a project, especially one that involves going from 21,000 square feet of casino floor to 50,000.<\/p>\n<p><strong>Penn&#8217;s also cutting<\/strong> it a bit fine concerning its lease on the riverboat, <a href=\"http:\/\/www.siouxcityjournal.com\/news\/local\/mrhd-argosy-owner-submit-gaming-license-renewal-application\/article_6db023f0-53a7-572b-9225-c2ce93a724b4.html\" target=\"_blank\" rel=\"noopener noreferrer\">which expires in July<\/a> (according to Penn) or in a year, if you believe its partner, <strong>Missouri River Historical Development<\/strong>. Penn left a six-month extension, one which would have rendered the issue moot, on the table. Precipitating a crisis in this manner may give Penn the leverage it needs with the state to obtain an onshore casino.
