It&#8217;s not growing fast enough to suit the state Legislature, which is chafing at the constraints imposed upon it &#8212; <a href=\"http:\/\/www.washingtonpost.com\/local\/politics\/maryland-falling-behind-in-race-for-gamblers\/2011\/06\/07\/AG42M5RH_story_2.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">with not a little legislative help<\/a> &#8212; by Maryland voters when they approved five slot parlors in 2008. It&#8217;s not as though the electorate wasn&#8217;t generous to\u00a0, imposing an incredibly punitive 67% tax rate on the slot houses.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-medium wp-image-5581\" title=\"MD_map_locations_final\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/MD_map_locations_final-300x152.jpg\" alt=\"\" width=\"300\" height=\"152\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/MD_map_locations_final-300x152.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/MD_map_locations_final-150x76.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/MD_map_locations_final.jpg 659w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Not surprisingly, the casino goose <a href=\"http:\/\/www.washingtonpost.com\/local\/politics\/maryland-falling-behind-in-race-for-gamblers\/2011\/06\/07\/AG42M5RH_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">has been slow to lay golden eggs<\/a>. Early casino revenues were <a href=\"http:\/\/www.washingtonpost.com\/local\/dc-politics\/getting-into-the-game\/2011\/06\/12\/AGYxNKSH_graphic.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">scarcely a blip on the radar<\/a>, compared to neighboring states. One slot parlor and one racino have opened &#8212; and <strong>Penn National Gaming<\/strong>&#8216;s decision to set up a puny, perfunctory facility in <strong>Perryville<\/strong>, practically on the doorstep of superior facilities in <strong>Pennsylvania<\/strong> and <strong>Delaware<\/strong>, is more of a head-scratcher every day. <strong>Cordish Gaming<\/strong>&#8216;s 4,750-slot <strong>Maryland Live!<\/strong> behemoth <a href=\"http:\/\/www.washingtonpost.com\/local\/dc-politics\/june-6-opening-for-slots-casino-at-arundel-mills\/2012\/04\/26\/gIQAb8W8jT_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">is still a month away from opening<\/a>. A low-budget, rural casino at <strong>Rocky Gap Lodge &amp; Golf Resort<\/strong> <a href=\"http:\/\/www.washingtontimes.com\/news\/2012\/apr\/26\/casino-developer-picked-for-western-maryland-resor\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">has only just been approved<\/a>. A <strong>Rock Gaming<\/strong>\/<strong>Caesars Entertainment<\/strong> joint venture in <strong>Baltimore<\/strong> <a href=\"http:\/\/www.washingtonpost.com\/local\/dc-politics\/rule-change-helps-dan-gilbert-qualify-for-md-slots-bid\/2011\/12\/15\/gIQAL9ILzO_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">is just getting into the starting blocks<\/a>, even after some rather expedient &#8216;clarification&#8217; of the rules <a href=\"http:\/\/www.washingtonpost.com\/local\/dc-politics\/rule-change-helps-dan-gilbert-qualify-for-md-slots-bid\/2011\/12\/15\/gIQAL9ILzO_story_2.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">under ambiguous circumstances<\/a> for <strong>Dan Gilbert<\/strong>&#8216;s benefit. (The operative question is, <!--more-->What did Maryland regulators know about Gilbert and when did they know it?)<\/p>\n<p><strong>Legislative impatience will<\/strong> likely result in solons <a href=\"http:\/\/www.washingtonpost.com\/local\/dc-politics\/md-general-assembly-may-hold-two-special-sessions-one-on-taxes-the-other-on-gambling\/2012\/04\/24\/gIQAAsBcfT_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">reconvening in August<\/a> (at <a href=\"http:\/\/www.washingtontimes.com\/news\/2012\/apr\/24\/omalley-pushes-two-sessions-on-maryland-revenue-ga\/?page=2\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">no small expense to taxpayers<\/a>) to potentially carve loopholes in the 2008 accord, and I doubt any lawmaker who&#8217;s in favor of it has the stones to tell John Q. Public, &#8220;Y&#8217;know, that casino referendum you approved four years ago? We asked you for X but, on second thought, we really want Y.&#8221; In the meantime, the inconsistencies continue to pile up alongside the roseate revenue projections of operators-to-be.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-full wp-image-8905\" title=\"Miller\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/Miller.jpg\" alt=\"\" width=\"200\" height=\"280\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/Miller.jpg 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/Miller-107x150.jpg 107w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/>Already Rocky Gap<\/strong> <a href=\"http:\/\/articles.baltimoresun.com\/2012-04-26\/news\/bs-md-rocky-gap-casino-20120425_1_casino-license-cordish-cos-casino-at-arundel-mills\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">has been gifted with a special tax break<\/a> and some fee waivers to increase its viability (and unload the license, which had been gathering dust). Further compromises could include: <strong>A<\/strong>) a sixth casino license, earmarked for <strong>Prince George&#8217;s County<\/strong>, <a href=\"http:\/\/washingtonexaminer.com\/local\/maryland\/2012\/04\/md-senate-approves-referendum-pg-casino\/462351\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">starting in July 2015<\/a>; <strong>B<\/strong>) table games for all; <strong>C<\/strong>) a reduction of the tax rate to 60%; <strong>D<\/strong>) tax table games at 10%; <strong>E<\/strong>) offload the actual ownership of slot machines to casino operators themselves <a href=\"http:\/\/www.washingtonpost.com\/local\/dc-politics\/md-senate-approves-casino-bill\/2012\/03\/27\/gIQAVRlKeS_story_1.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">and further reduce taxes to 52%<\/a>; <strong>F<\/strong>) craft an exception to the one-casino-per-operator rule, bringing Penn&#8217;s <strong>Rosecroft Raceway<\/strong> into play; and <strong>G<\/strong>) <a href=\"http:\/\/www.washingtonpost.com\/local\/dc-politics\/md-house-leaders-propose-no-slots-casino-for-pr-georges\/2012\/04\/06\/gIQAMKTe0S_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">perhaps even authorize a tables-only casino<\/a> at <strong>National Harbor<\/strong>, but that&#8217;s a long shot. Did you get all that? Dizzying, isn&#8217;t it? It gets even more so with <strong>Largo<\/strong>-sited <strong>Capitol Centre Boulevard<\/strong> preparing to crash state Senate President <strong>Thomas V. Mike Miller Jr<\/strong>.&#8217;s party.<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-full wp-image-4927\" title=\"Martin_O&#96;Malley\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Martin_OMalley.jpg\" alt=\"\" width=\"200\" height=\"274\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Martin_OMalley.jpg 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Martin_OMalley-109x150.jpg 109w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/>Gov. <strong>Martin O&#8217;Malley<\/strong> (D, <em>right<\/em>) gets the intellectual-consistency prize for maintaining that the 2008 framework needs to be seen to fruition before legislators start tacking on additional licenses and types of games, as though decorating a Christmas tree. However, had he and his legislative colleagues exercised superior foresight back in 2007, much of this 20\/20 hindsight could be avoided. One particularly sympathizes with those operators <a href=\"http:\/\/baltimore.citybizlist.com\/1\/2012\/4\/26\/Baltimore-Lawmakers\u2019-Concerns-Complicate-Gambling-Compromise.aspx\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">who have been in it for the long haul<\/a>, including Caesars, <a href=\"http:\/\/www.washingtonpost.com\/local\/dc-politics\/lobbying-efforts-in-high-gear-over-proposed-prince-georges-casino\/2012\/03\/29\/gIQA9GPpjS_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">only to get blindsided<\/a> by state Senate President <strong>Thomas V. Miller Jr<\/strong>., <a href=\"http:\/\/www.washingtonpost.com\/local\/dc-politics\/md-senate-approves-casino-bill\/2012\/03\/27\/gIQAVRlKeS_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">who steamrolled opponents last month<\/a>, only to lose traction in the House.<\/p>\n<p>Amid so many moving parts, it&#8217;s easy to lose sight of the big question that the Rocky Gap exemption begs: If a 50% tax rate is good enough for Rocky Gap, why should anybody else pay a thousandth of a percentage more? What began as an orderly regime may end as a crazy quilt of varying tax rates and one-off special arrangements for politicians&#8217; pet causes.<\/p>\n<p><strong><br \/>\nBefore anyone goes spending<\/strong> $1 billion on a National Harbor casino, they might want to pay a visit to <strong>Pittsburgh<\/strong>. Despite having some of the largest revenues in the state of <strong>Pennsylvania<\/strong> ($343 million last year), Rivers Casino has turned out to be a money pit for <strong>Neil Bluhm<\/strong> and his <strong>Walton Street Capital<\/strong>. This mastodon, which cost at least $780 million &#8212; and possibly close to $905 million &#8212; generated only 55% of projected revenues for its first year. An already meager 11% ROI forecast (and these are best-case figures) shrank to a tiny 2.5% return on investment. Yikes!<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-full wp-image-8906\" title=\"schulman_ira\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/schulman_ira.jpg\" alt=\"\" width=\"200\" height=\"244\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/schulman_ira.jpg 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/schulman_ira-122x150.jpg 122w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/>Things were so bad, reveals Bluhm colleague <strong>Ira Schulman<\/strong> (<em>right<\/em>), that Walton Street pondered putting Rivers, &#8220;a terrible investment,&#8221; into bankruptcy. Citing the imminent threat of competition from <strong>Ohio<\/strong>, Schulman is asking for deep cuts in Rivers Casino&#8217;s tax assessment. The City of Pittsburgh countercharges that the assessment should actually be increased by at least 25%. Whether Bluhm and Schulman get their wish or not, it&#8217;s extended karmic payback for the series of juice jobs that got them Rivers in the first place.<\/p>\n<p>It began when a viable-looking <strong>Forest City<\/strong>\/<strong>Harrah&#8217;s Entertainment<\/strong> proposal was passed over in favor of &#8220;george&#8221; <strong>Democratic Party<\/strong> donor <strong>Don Barden<\/strong>. Being well capitalized was less important than being in good odor with then-Gov. <strong>&#8220;Fast Ed&#8221; <img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-6975\" title=\"neil-bluhm\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm-150x105.jpg\" alt=\"\" width=\"150\" height=\"105\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm-150x105.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm-300x210.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm.jpg 400w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/>Rendell<\/strong> (D), which both Barden and Bluhm (<em>left<\/em>) were. When Barden&#8217;s money ran out, Bluhm&#8217;s political connections smoothed the path to taking over a construction project that Schulman now deplores as &#8220;extremely extravagant and oversized.&#8221; (Talk about 20\/20 hindsight!) Thus was Bluhm able to gain the foothold in Pennsylvania&#8217;s two largest cities that the state explicitly balked at giving to Harrah&#8217;s. Walton Street&#8217;s Pittsburgh plunge looks like the classic case of a decision made in haste, to be repented at leisure.<\/p>\n<p><strong>When is a casino too small?<\/strong> In the case of a project recently rejected in <strong>Gulfport<\/strong>, it&#8217;s when your &#8220;$77 million&#8221; casino turns out to be only budgeted at $35 million. <a href=\"http:\/\/www.sunherald.com\/2012\/04\/19\/3892938\/harbor-town-casino-needs-to-be.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">Come back when you&#8217;re ready to spend more<\/a>, said city fathers.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>If you want a vexing test of one&#8217;s intellectual consistency, try the Maryland casino industry on for size.
