After many false alarms, <a href=\"http:\/\/www.reuters.com\/article\/2012\/05\/02\/uk-wynnmacau-idUSLNE84100M20120502\" target=\"_blank\" rel=\"noopener noreferrer\">the 51 acres were finally &#8216;gazetted&#8217;<\/a> on May 1. In lieu of Wynn brandishing a hammer and sickle, per <em>S&amp;G<\/em>&#8216;s suggestion, it would suffice were he to appear on a balcony overlooking <b>Encore Beach Club<\/b> and a wave aloft a copy of <b>Mao Tse-Tung<\/b>&#8216;s infamous Little Red Book of cryptic aphorisms. (Given the inverse proportional relationship between affluence and brains among America&#8217;s youth, it&#8217;s doubtful any of the poolside sybarites at <b>Wynncore<\/b> have even heard of Chairman Mao.) <b>Deutsche Bank<\/b> analyst <b>Carlo Santarelli<\/b> summarized the news as &#8220;[providing] a much needed growth story and likely alleviates concerns over other popular WYNN related topics right now,&#8221; i.e., the slight unpleasantness involving <strong>Kazuo Okada<\/strong> and the $2 billion overhang that buying him out will create.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-8221\" title=\"Wynn Macau 2\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/Wynn-Macau-2.jpg\" alt=\"\" width=\"194\" height=\"143\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/Wynn-Macau-2.jpg 194w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/Wynn-Macau-2-150x110.jpg 150w\" sizes=\"(max-width: 194px) 100vw, 194px\" \/>Santarelli pegs the <strong>Wynn Cotai<\/strong> cost at $2.7 billion and rising while his <strong>J.P. Morgan<\/strong> opposite number, <strong>Joseph Greff<\/strong>, already has it at $3 billion. Wynn, however, tripped up both of them, announcing a budget increase into $3.5 billion-$4 billion range. If Santarelli&#8217;s predictions of a 2016 opening and $675 million in cash flow bear out, Wynn&#8217;s budget escalation will drive ROI down from 25% to a still-enviable <!--more-->19% or a worst-case 17%. Despite frequent rumblings of a Chinese economic slowdown, there&#8217;s no sign of it in <strong>Macao<\/strong>, where gambling revenues rose 22% last month, even in a month when luck favored the players. Analysts say <strong>Sands Cotai<\/strong> hasn&#8217;t made much of a dent, with one blaming &#8220;ongoing construction disruption&#8221; that will depress the property&#8217;s 2012 numbers. Sigh. Will <strong>Sheldon Adelson<\/strong> ever &#8220;open&#8221; a casino when it&#8217;s actually finished, instead of stumbling into a market with some half-assed version of the casino-to-be? Megaresort openings are simply not in <strong>Las Vegas Sands<\/strong>&#8216; skill set.<\/p>\n<p>There&#8217;s sharp disagreement as to what the Wynn Cotai announcement means for non-Sands operators. With <strong>Galaxy Entertainment<\/strong> having announced a $2.1 billion mega-enlargement of <a href=\"http:\/\/www.reuters.com\/article\/2012\/04\/26\/us-galaxyentertainment-idUSBRE83P06G20120426\" target=\"_blank\" rel=\"noopener noreferrer\">its popular<\/a> <strong>Galaxy Cotai<\/strong> resort (<a href=\"http:\/\/www.nytimes.com\/2012\/04\/27\/business\/global\/for-macau-casinos-race-to-expand-never-stops.html?_r=2\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">including the world&#8217;s biggest<\/a> <strong>J.W. Marriott<\/strong> hotel) and <strong>Melco Crown Entertainment<\/strong>&#8216;s already gazetted\u00a0<strong>Studio City<\/strong> project ordered to proceed <em>sans<\/em> casino, there&#8217;s one land grant left this year. <strong>MGM Resorts International<\/strong> could be the odd man out. Santarelli is doubtful any additional land grants will be made, describing the prospects of MGM and market leader (up 4% last month) <strong>Sociedade de Jogos de Macau<\/strong> as &#8220;much more precarious&#8221; now. Given the more-advanced state of MGM&#8217;s designs, he favors its chances over SJM&#8217;s. However, his Deutsche Bank colleague, <strong>Karen Tang<\/strong>, expects favorite son <strong>Stanley Ho<\/strong> to get the nod instead.<\/p>\n<p><strong>Overreaction?<\/strong> The &#8220;adaptive reuse of the famed <strong>Sahara<\/strong>&#8221; into something financially realistic now has at least $300 million with which to work, if not rising to the level of &#8220;a major milestone for Las Vegas,&#8221; as a recent orgy of self-congratulation claims. Considering how much the <b>Tropicana Las Vegas<\/b> managed to achieve on $145 million, there&#8217;s an awful lot that Sahara owner <strong>Sam Nazarian<\/strong> could do with 300 mil, including the sort of external makeover that the Trop eschewed. Both Sen. <strong>Harry Reid<\/strong> (D-NV) and Gov. <strong>Brian Sandoval<\/strong> (R) <a href=\"http:\/\/travel.usatoday.com\/hotels\/post\/2012\/05\/las-vegas-boost-300-million-okd-former-sahara-hotel-sls\/684443\/1\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">turned cartwheels at the announcement<\/a>, hailing the &#8220;thousands of jobs&#8221; Nazarian is going to create (conveniently forgetting the many hundreds of jobs he eradicated as he nicked-and-dimed the Sahara into oblivion). Hotel blogger <strong>Barbara De Lollis<\/strong> treated it like the second coming of Christ. &#8220;Break out the champagne,&#8221; she trilled.<br \/>\n<img loading=\"lazy\" class=\"aligncenter size-full wp-image-8934\" title=\"6518589191_8a0cdb5389_o\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/6518589191_8a0cdb5389_o.jpg\" alt=\"\" width=\"450\" height=\"317\" \/><br \/>\nImpressively, J.P. Morgan raised the money is less than a fortnight, which <strong>SBE<\/strong> disclosed in a press release that also spoke vaguely of &#8220;accessible luxury&#8221; &#8212; that&#8217;s code for &#8220;affordable.&#8221; (SBE&#8217;s press release says, &#8220;the influx of ultra-luxury brands to the Strip began to limit the general consumer\u2019s accessibility to dining and entertainment diversions,&#8221; a historical conclusion with which few will argue.)<br \/>\n<img loading=\"lazy\" class=\"aligncenter size-full wp-image-8938\" title=\"SLS SoBe 2\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/6518588963_80f9b41596_o.jpg\" alt=\"\" width=\"450\" height=\"317\" \/>Good. Other than the redone Trop, <b>SLS Las Vegas<\/b> will be the closest thing the Strip has had to a new, mid-market-oriented resort since 1999. Shamelessly spinning for Sahara Sam (&#8220;SBE \u00a0&#8230; has long planned to turn around the hotel&#8221;), De Lollis predicts the soon-to-be-ex-Sahara will morph into a near-knockoff of SBE&#8217;s <strong>SLS South Beach<\/strong> (<em>pictured<\/em>). If Nazarian has visions of\u00a0<a href=\"http:\/\/www.hotelchatter.com\/story\/2012\/3\/25\/193553\/354\/hotels\/Opening_Night_at_SLS_South_Beach_Costs_Just_a_Little_More_Now\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">$410\/night price points<\/a> dancing in his head he&#8217;s either been snorting coke is planning to (again) avoid applying for a gaming license, hoping to make his money back off of room revenues. If that&#8217;s indeed his business plan, severe disappointment will be The Naz&#8217;s fate.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-6021\" title=\"Nazarian\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/03\/Nazarian.jpg\" alt=\"\" width=\"200\" height=\"310\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/03\/Nazarian.jpg 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/03\/Nazarian-96x150.jpg 96w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/03\/Nazarian-193x300.jpg 193w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/>However &#8230; Sahara Sam has tapped former <b>Wynn Resorts<\/b> exec <strong>Robert Oseland<\/strong> &#8212; recently ousted from <b>Encore<\/b> to make way for the infamous <b>Marilyn (Winn) Spiegel<\/b> &#8212; to be SLS Las Vegas&#8217; president\/COO. That moves the casino expertise in-house and is a significant improvement from farming out Sahara management to pinchpenny operators-for-hire. Most importantly, it&#8217;s the first concrete signal we&#8217;ve that SBE will actually get real and seek a casino license. It&#8217;s enough to make you forgive nutty Naz rhetoric like, &#8220;We see the northern end of the Strip as the future of Las Vegas, and we\u2019re pleased to be positioned at the forefront of that growth.&#8221; You mean growth like <b>Echelon<\/b>, <b>Fontainebleau<\/b> and that North Strip clone of <strong>CityCenter<\/strong> that Nazarian role model <b>Sol Kernzer<\/b> was gonna build before he went bust?<\/p>\n<p><strong>And always remember<\/strong> &#8230; there&#8217;s never been a promise regarding the Sahara that Smilin&#8217; Sammy Naz has actually kept.<\/p>\n<p><strong>Stupid computer tricks<\/strong>. Don&#8217;t expect your direct-mail-marketing operation to automatically distinguish between private and public information. When one casino merged its databases, <a href=\"http:\/\/view.exacttarget.com\/?j=fe5715787363027a7410&amp;m=ff031570776603&amp;ls=fdee177975670c7c7c107673&amp;l=fec915757d60067f&amp;s=fe2a1c73716c0475701570&amp;jb=ffcf14&amp;ju=fe2115797163007f771d78\" target=\"_blank\" rel=\"noopener noreferrer\">customers learned with the marketing staff thought of them<\/a>. &#8220;Won&#8217;t pay for porn&#8221; and &#8220;He&#8217;s an asshole&#8221; were among the unfortunate disclosures.
