While Sheldon is shaking his fist at phantoms, <strong>Delaware<\/strong> <a href=\"http:\/\/www.cardplayer.com\/poker-news\/13053-delaware-on-the-defensive-considers-online-poker\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">is on the verge<\/a> and <strong>Nevada<\/strong> is already &#8216;all in.&#8217;<\/p>\n<p>So far in that the <strong>Nevada Gaming Policy Committee<\/strong> is having to grapple with the consequences of the <strong>Nevada Gaming Commission<\/strong>&#8216;s failure to impose a governing standard for online security &#8212; and <a href=\"http:\/\/www.vegasinc.com\/news\/2012\/may\/14\/cybersecurity-issue-gaming-policy-committee-discus\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">being two years away from having one<\/a>. Oops. Meanwhile, <!--more-->the NGC is going to be handing out licenses, starting next month.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-medium wp-image-7735\" title=\"murren's head\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/murrens-head-223x300.jpg\" alt=\"\" width=\"223\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/murrens-head-223x300.jpg 223w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/murrens-head-111x150.jpg 111w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/murrens-head.jpg 442w\" sizes=\"(max-width: 223px) 100vw, 223px\" \/>Not helping matters was <strong>MGM Resorts International<\/strong> CEO <strong>Jim Murren<\/strong>, who&#8217;s seeking to have application fees &#8212; y&#8217;know, the money that pay for background checks and enforcement &#8212; reduced by 60%. It&#8217;s unseemly, to say the least, to go up to <strong>Toronto<\/strong> and talk about spending as much as $5 billion on a megaresort, then come home to Nevada and squawk about a lousy 500 grand. MGM spent a lot more than that just to redesign the <strong>Aria<\/strong> buffet &#8212; y&#8217;know, the real important stuff, not fiddle-faddle like secure Internet transactions. Of course, if I had <a href=\"http:\/\/www.reuters.com\/article\/2012\/05\/14\/usa-poker-online-idUSL1E8GBXQV20120514?rpc=401\" target=\"_blank\" rel=\"noopener noreferrer\">a dodgy business partner<\/a> like <strong>Bwin.Party<\/strong>, I&#8217;d probably want to starve the regulatory budget, too. Nevada could try to compel casino operators to develop their online operations in-house &#8230; but Big Gaming would balk at the expense and inconvenience. Thus we have defeatist rhetoric like NGC Chairman <strong>Mark Liparelli<\/strong>&#8216;s beaten-down, &#8220;<em>I don&#8217;t think as we look at companies that we can have perfection as the standard, because I think that would be a disservice to the state in attracting business here<\/em>.&#8221;<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-9037\" title=\"Anurag_Dikshit\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Anurag_Dikshit-125x150.jpg\" alt=\"\" width=\"125\" height=\"150\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Anurag_Dikshit-125x150.jpg 125w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Anurag_Dikshit-250x300.jpg 250w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Anurag_Dikshit.jpg 300w\" sizes=\"(max-width: 125px) 100vw, 125px\" \/>Translation<\/strong>: If we want that revenue, we&#8217;re gonna have to let a few crooks through the door &#8230; perhaps even the memorably named <strong>Anurag Dikshit<\/strong> (<em>left<\/em>). Isn&#8217;t it nice to know that felony convictions which would bar you or I from getting a job are no longer a barrier to a Nevada gambling license &#8230; if you&#8217;ve got friends in the right places? Big Gaming didn&#8217;t exactly cover itself with glory by scurrying like mice when <strong>Reuters<\/strong> came calling, asking tough question.<\/p>\n<p><strong>At an estimated $400 million a year<\/strong>, the U.S. cyber-poker market isn&#8217;t going to provide a lot of &#8220;rake&#8221; to go around. But it&#8217;s enough to get $8 million lobbyist <img loading=\"lazy\" class=\"alignleft size-medium wp-image-9039\" title=\"Roderick_Wright\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Roderick_Wright-284x300.jpg\" alt=\"\" width=\"228\" height=\"239\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Roderick_Wright-142x150.jpg 142w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Roderick_Wright.jpg 350w\" sizes=\"(max-width: 228px) 100vw, 228px\" \/>dollars flowing into <strong>Sacramento<\/strong>, as various gambling interests in <strong>California <\/strong>jockey for position. Also fattening his coffers is state Senate gaming-oversight chairman <strong>Roderick Wright<\/strong> (D, <em>left<\/em>). He makes a sorry standard-bearer for online gambling, being under indictment for perjury and voter fraud. Turning adversity into advantage, Wright&#8217;s been getting gaming interests to pay his legal bills. Among those rolling out the red carpet for this dubious character are <strong>Barona Luxury Casino Hotel<\/strong>, <strong>Del Mar<\/strong>, <strong>Rolling Hills Casino<\/strong> and <strong>Chukchansi Casino<\/strong>, who can&#8217;t be accused of not knowing how to grease the levers of power.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-9038\" title=\"Lohse\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Lohse.jpg\" alt=\"\" width=\"146\" height=\"165\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Lohse.jpg 146w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Lohse-132x150.jpg 132w\" sizes=\"(max-width: 146px) 100vw, 146px\" \/>In addition to various tribes and parimutuels, <strong>Caesars Entertainment<\/strong> and <strong>Betfair<\/strong> have also been making their presence felt in Sacramento. However, many of interested parties are working at cross purposes. <strong>SB 1463<\/strong> is a sleazy end-run around tribal exclusivity, making casino games available online to card rooms and racinos two years after enactment. (If Murren thinks Nevada is expensive, California wants a $30 million down payment per Web site. Yeouch!) Hence, some tribes demand that the online offerings limited to poker while other bands want to kill SB 1463 outright.<\/p>\n<p>Given California&#8217;s desperate budgetary straits, that&#8217;s unlikely to happen. However, when <strong>California Tribal Business Alliance<\/strong> Chairwoman <strong>Leslie Lohse<\/strong> (<em>above<\/em>) calls the bill &#8220;a harsh slap in the face to California Indian tribes,&#8221; she&#8217;s not exaggerating in the slightest.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-full wp-image-6888\" title=\"Cullerton\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/Cullerton.jpg\" alt=\"\" width=\"180\" height=\"180\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/Cullerton.jpg 180w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/Cullerton-150x150.jpg 150w\" sizes=\"(max-width: 180px) 100vw, 180px\" \/>As though casinos<\/strong> in the great state of <strong>Illinois<\/strong> weren&#8217;t feeling sufficiently beleaguered by the threat of 11 new casinos and racinos, plus <a href=\"http:\/\/mywebtimes.com\/archives\/ottawa\/display.php?id=455853\" target=\"_blank\" rel=\"noopener noreferrer\">the advancing specter of slot routes<\/a>, here comes &#8216;Net betting. State Senate President <strong>John Cullerton<\/strong> (D, <em>left<\/em>) wants to set up an Internet-poker division within the <strong>Illinois Lottery<\/strong>. Unfortunately for him, he waited until the waning days of the current Legislature to have this brainwave and Gov. <strong>Pat Quinn<\/strong> (D) is clearly uninterested in helping him rush it through <strong>Springfield<\/strong>. The shark-fin ban that&#8217;s sitting on Quinn&#8217;s desk has a lot better chance than does Cullerton&#8217;s half-baked effort. As <strong>Chicago Cubs<\/strong> fans are used to saying, Wait &#8217;til next year.<\/p>\n<p><strong>Casino applicants<\/strong> over yonder in <strong>Massachusetts<\/strong> are going to have to <a href=\"http:\/\/bostonglobe.com\/metro\/2012\/05\/15\/massachusetts-gaming-commission-prepares-oversee-racing-industry\/AHHRxPdl3FdorkIwIfQMNK\/story.html\" target=\"_blank\" rel=\"noopener noreferrer\">move a little further to the back of the line<\/a> on May 20. That&#8217;s when the nascent <strong>Massachusetts Gaming Commission<\/strong> has the responsibility of adjudicating the state&#8217;s horseracing industry dumped onto its already crowded plate.
