Sure, the tribe can get a Class II casino on <strong>Martha&#8217;s Vineyard<\/strong> &#8212; <a href=\"http:\/\/www.mvtimes.com\/marthas-vineyard\/article.php?id=10781\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">it&#8217;s a done deal<\/a> &#8212; but the real money&#8217;s in Class III. (The Class II VLT parlor is being defensively described as a &#8220;boutique casino.&#8221;) Where the money <em>isn&#8217;t<\/em> is in the Aquinnah band&#8217;s bank account. They&#8217;ve been <a href=\"http:\/\/www.capecodonline.com\/apps\/pbcs.dll\/article?AID=\/20120524\/NEWS\/205240337\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">placing their hopes on hyper-obscure<\/a> <strong>KMD Consulting Services<\/strong>, which just came up empty in <strong>Kenosha<\/strong>. KMD prexy <strong>Kevin Dwyer<\/strong> termed his parting with the <strong>Menominee Tribe<\/strong> &#8220;amicable&#8221; and said KMD was focusing on other casino projects (<em>read<\/em>: Massachusetts). However, a tribal source told the <em>Milwaukee Journal Sentinel<\/em> that KMD <!--more--><a href=\"http:\/\/www.jsonline.com\/business\/menominee-split-from-firm-developing-proposed-kenosha-casino-km5i0eu-153847435.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">was hundreds of thousands of dollars behind on its obligations<\/a> to the tribe and had put the latter&#8217;s option on <strong>Dairyland Greyhound Park<\/strong> at risk. Tribal Chairman <strong>Craig Corn<\/strong> <a href=\"http:\/\/www.kenoshanews.com\/news\/tribe_seeks_new_casino_developer_381546494.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">verified that KMD was coming up short<\/a>. The Menominee were only stalking horses, anyway, essentially a front for a $1 billion, private-sector casino in a tribal-only state.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-medium wp-image-4479\" title=\"mgm-grand-detroit-promotions\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/mgm-grand-detroit-promotions-300x261.jpg\" alt=\"\" width=\"300\" height=\"261\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/mgm-grand-detroit-promotions-300x261.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/mgm-grand-detroit-promotions-150x130.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/mgm-grand-detroit-promotions.jpg 415w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Out east<\/strong>, the <em>Cape Cod Times<\/em> enterprisingly dug into KMD&#8217;s murky past and found the company may be guilty of resum\u00e9-padding. While KMD claims to have played an unspecified role with both <strong>Bellagio<\/strong> and <strong>CityCenter<\/strong>, the only firm tie the <em>Times<\/em> verified was a one-step-removed relationship with <strong>MGM Grand Detroit<\/strong> (<em>left<\/em>). That the Aquinnah had to dredge all the way down to KMD tells you just how meager their chances are. As gaming scholar extraordinaire <strong>Bill Eadington<\/strong> says, no first- or second-echelon casino company is going to wade through five, maybe 10 years of litigation for a long-shot Bay State casino &#8212; <a href=\"http:\/\/www.southcoasttoday.com\/apps\/pbcs.dll\/article?AID=\/20120524\/PUB04\/205240413\/-1\/pub04\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">and another seven years of construction beyond that<\/a>. The tribe&#8217;s proposal of a $167 million-$300 million facility also falls contemptuously short of the Massachusetts mandate for $500 million in investment. It&#8217;s part and parcel of an <strong>IGRA<\/strong>-based <a href=\"http:\/\/www.tauntongazette.com\/news\/x1266599547\/Aquinnahs-vote-to-pursue-a-small-casino-on-Marthas-Vineyard\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">end-around to get past pesky state laws<\/a> and into the end zone, <a href=\"http:\/\/www.tauntongazette.com\/topstories\/x1898609331\/Aquinnah-tribe-to-detail-casino-plans-in-Lakeville\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">but time is not on the tribe&#8217;s side<\/a>.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-thumbnail wp-image-4104\" title=\"massachusetts_flag\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/massachusetts_flag-127x150.gif\" alt=\"\" width=\"127\" height=\"150\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/massachusetts_flag-127x150.gif 127w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/massachusetts_flag.gif 207w\" sizes=\"(max-width: 127px) 100vw, 127px\" \/>&#8220;We bring the people<\/strong> who bring the millions,&#8221; Dwyer boasted, and he&#8217;d better do it because it looks as though KMD barely has two nickels to rub together. True, he does have a commitment from <strong>Perini Construction Corp<\/strong>., but the latter has literal and metaphorical damage control to due, thanks to the botch it made of <strong>The Harmon<\/strong>. It could use a few new-project announcements to shore up its reputation in the casino biz. I&#8217;m not sure this shambolic tribal effort will do the trick.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-medium wp-image-9105\" title=\"Suffolk Downs 2\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Suffolk-Downs-2-300x182.jpg\" alt=\"\" width=\"300\" height=\"182\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Suffolk-Downs-2-300x182.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Suffolk-Downs-2-150x91.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Suffolk-Downs-2.jpg 539w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>With Sheldon Adelson and Steve Wynn<\/strong> having taken flight, <a href=\"http:\/\/www.wcvb.com\/news\/politics\/Suffolk-Downs-To-Roll-Out-Casino-Proposal-To-Residents\/-\/9848766\/14141284\/-\/si053xz\/-\/index.html#ixzz1vtM9aUnP\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">attention turns to the proposed racino<\/a> at <strong>Suffolk Downs<\/strong>. Once you get past the $1 billion sticker shock, it&#8217;s actually dismaying to see that <strong>Caesars Entertainment<\/strong> is taking a minority position in the project (a split apparently modeled on its arrangements with <strong>Rock Gaming<\/strong> in <strong>Ohio<\/strong> and <strong>Maryland<\/strong>). Why dismaying? Because if you&#8217;re waiting for <strong>Richard Fields<\/strong> to come up with a billion dollars <a href=\"http:\/\/www.salemnews.com\/opinion\/x201101634\/Our-View-Casino-gaming-off-to-rocky-start\" target=\"_blank\" rel=\"noopener noreferrer\">from a cash-challenged track<\/a>, you might want to pass the time by making an appointment to see <strong>Mr. Godot<\/strong>. Caesars is showing that it could raise the money, if it needs to, while Fields&#8217; inability to swing even a bargain-price purchase of <strong>Trump Marina<\/strong> means the jury&#8217;s still out on his rainmaking abilities.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-full wp-image-9106\" title=\"David_Nunes\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/David_Nunes.jpg\" alt=\"\" width=\"182\" height=\"248\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/David_Nunes.jpg 182w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/David_Nunes-110x150.jpg 110w\" sizes=\"(max-width: 182px) 100vw, 182px\" \/>However, the Caesars\/Fields combo<\/strong> looks rock-solid compared to the one obstacle remaining in their path: rival developer <strong>David Nunes<\/strong> (<em>left<\/em>). Several years ago, he was something of a local hero to <strong>Milford<\/strong>. Now he&#8217;s on the verge of getting laughed out of town. Nunes has talked big ($700 million, 5,000 slots, etc.) but hasn&#8217;t flashed any cash, giving rise to skepticism amongst the selectmen. If the proposed design of <strong>Crossroads Casino<\/strong> looks like a rejected rendering that was fished out of a <strong>Station Casinos<\/strong> wastebasket, small wonder: mooted operator <strong>Warner Gaming<\/strong> is largely comprised of executive refugees from Station. (&#8220;Sunset Milford&#8221;? &#8220;Milford Station&#8221;?) Don&#8217;t expect Warner to rescue Nunes. It&#8217;s strictly a manager (primarily of <strong>Las Vegas<\/strong>&#8216; hard-luck <strong>Hard Rock Hotel &amp; Casino<\/strong>, whose owner &#8212; <strong>Credit Suisse<\/strong> &#8212; was affiliated with the project three years ago). It&#8217;s not a financier. As for its design sensibility, I guess you can take the executive out of Station but you can&#8217;t Station out of the exec. In any event, &#8220;Caesars Suffolk&#8221; or &#8220;Horseshoe Boston&#8221; or whatever it&#8217;ll be called is looking like the best of a bad lot.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-full wp-image-9104\" title=\"Sands Cotai\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Sands-Cotai.jpg\" alt=\"\" width=\"262\" height=\"174\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Sands-Cotai.jpg 262w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Sands-Cotai-150x99.jpg 150w\" sizes=\"(max-width: 262px) 100vw, 262px\" \/>Sands Cotai a flop?<\/strong> &#8220;Build it and they will come&#8221;? Maybe not in <strong>Macao<\/strong>, apparently, where the soft opening of <strong>Sands Cotai<\/strong> only produced a 2% year\/year growth in visitation. However, according to <strong>Union Gaming<\/strong>, casinos owned by <strong>Sands China<\/strong> led Macao in market share, with 35% of customers preferring <strong>Sheldon Adelson<\/strong>&#8216;s hospitality. In the meantime, <strong>Steve Wynn<\/strong> is doing a fan dance, teasing his audience with the broad outlines of the project. He&#8217;s keeping its look to himself, although the backhoes are supposed to kick into gear next month. El Steve does explain the $50 million premium he paid on the <strong>Wynn Cotai<\/strong> site, which expedited its approval. Seems the <strong>Peking<\/strong> government had already promised the land to <img loading=\"lazy\" class=\"alignleft size-full wp-image-3773\" title=\"macau-studio-city\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/macau-studio-city.jpg\" alt=\"\" width=\"250\" height=\"125\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/macau-studio-city.jpg 250w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/macau-studio-city-150x75.jpg 150w\" sizes=\"(max-width: 250px) 100vw, 250px\" \/>developer <strong>Tien Chao<\/strong>. Wynn first proposed that the two companies split ownership but eventually bought Tien Chao out entirely. And it&#8217;s yes-no-maybe regarding the casino <strong>Melco Crown Entertainment<\/strong> wants in order to make completion of <strong>Macau Studio City<\/strong> (<em>left<\/em>) viable. Majority owner <strong>Lawrence Ho<\/strong> made his desire known to the media a year ago but neglected to tell the government until year&#8217;s end. Whoops.
