Yes.
In the state of Nevada, if a vehicle bears a handicapped license plate or parking permit with the officially (and internationally) recognized handicapped emblem (see below) that's been issued by another jurisdiction, and the driver or a passenger in the vehicle is eligible for the permit, then that car can be parked indefinitely in a designated handicapped space.
You're also permitted to park on a regular parking meter on the street for up to four hours, free of charge. This doesn't apply to any public parking structures, either in the city or at the airport, however, where you must pay the standard applicable parking fees.
