Can we get a clerification on the Ellis Island $25 non neg chip?

The language on this one seems a bit confusing.
"One time bet win or lose, ties push and get to re-bet."
That sounds more like a one time $25 table bet, not a non negotiable chip that you get to keep if you win.
Can you explain the promotion?
if you lose they take the chip. if you win they take the chip and give you $25. If you tie the bet plays again until you win or lose.
What game(s) can you use it on?
Any game where chips are used. Doesn't appear to be restricted to even bets either.
If so, and you have the guts, put it on a single number in roulette for 92.11% of its value. But if you're a rational person, a bet on blackjack for ~51.4% of its value.

Unless things have changed, it's not actually a chip! You turn the coupon in to the slot club. They enter the promo into your account. You go to the machine and swipe your card and print out a coupon. That coupon becomes your "pit chip" and you just place that as your bet. Reminder that you do have to buy in for $100 on whatever table you are using this. You do not have to bet any of your $100 in order to use this (hit and run) but we usually play a few hands of blackjack along with this.

You go to the the club and get a 'coupon' then buy in at the table for $100 and give them your "coupon' and they give you $100 in chips, however you'd like them and a promo chip worth $25.  You can then bet that chip whenever you feel you'd like to bet it.  Like Vegas Dev says from there on.

Its a superior deal over standard matchplay coupons for two reasons..(1) you dont have to match it with your own cash (2) you can play it on bets that pay more than 2:1

 

The only pit games EI has are : blackjack, craps, and roulette.   The last two typically aren't available until after dinner.

Not that much superior. If we ignore the $100 buy in (which sort of makes a compulsory $5 bet beforehand (at least), a matchplay coupon is worth roughly 46.2% of its value, a promotional coupon (which is what this is) is worth roughly 51.4% of its value and a non neg chip is worth 99.15% of its value. 

Of course, that's blackjack. You can greatly rise the value of these promotions (if they let you) in return of massive volatility (like betting one number in roulette).
