If I'm remembering correctly, that statement had to do with the fact that in (I guess) 2009, I think that there had been a similar promotion from another coupon source.
And so since the Las Vegas Advisor was a different coupon source from the source that previously offered the Terrible's $100 Loss Rebate promotion, that they were allowing LVAers who had previously used the other coupon offer to use this one as well.
It might be like the way that we can use (at least at times and depending on the casino) both a coupon from the LVA's MRB as well as a coupon from the ACG.

Edited To Add: I have now been able to track down something that comfirms what I claimed above.
In a thread from the LVA Gambling Message Board called "Terrible's $100 Coupon" which was created on 11/28/2010 by rkazmier, there is a post from Grasp on 12/16/2010 which says that Anthony Curtis had said in an earlier issue of the LVA that this promotion had been offered before through a different source and that Terrible's was letting LVAers who had used the previous offer from the other source to use the LVA offer as well.
