The first thing that comes to mind when I read this, though, is something my friend says all the time:
"Think of what the world would be like without lawyers."
So the staff and dealers can understand "Present this voucher when you bust with a total of exactly 22 and your bet is a push up to a maximum of $25 retained" but they were confused by the intent and application of "Get out of hand free (push your bet on 22)"?
These are the kind of people that need to be reminded that coffee can be hot and that you shouldn't stand on the top of a ladder because you could fall. "NO PUSH on 22" as a translation of "(push your bet on 22)" is like interpreting the WALK sign as DON'T WALK. Not a good reflection on our Vegas workforce.
