"must be 21" buffet coupons

Some of the buffet coupons say "Must be 21" in the terms and conditions. Is this for both people or just the person paying? Is it enforced.

Just the person paying. Most buffet coupons are redeemed via a Club/Player's Card, which is where the 21+ requirement comes in.
