That's not exactly correct. From what I've dealt with, it is a literal package that you have to open up. First there are the Strategy Cards (whose strategy is not the greatest -- and I say that the Blackjack information in it is actually quite bad), but also in the package is Non-Negotiable chips. These chips are either (depending on the casino) $15 in Non-Negotiable Chips for $10 Cash (Plus a 50 Cent coupon that you can bet for the Dealer) or $30 in Non-Negotiable Chips for $20 Cash, or, in the case of Circus-Circus, both!
These chips are to be bet on Even-Money happenings (that's basically either on Blackjack, the Outside Bets in Roulette (Odd-Even, Red-Black or High-Low) or the Pass Line or Don't Pass Line in Craps. If you win when you bet these chips, the dealer will pay you off with a Real Chip and you can play with the Non-Negotiable Chips over and over again until you lose them. You never have to bet the real chips that you get paid for a winning result.
