Which property downtown do you believe has the best rewards/comps program. I plan to concentrate my gambling in an upcoming October trip, In hopes for a cheap return/stay in early February.

Four Queens--not even close. Plaza is the next best.
Yep. Four Queens by a mile. No resort fees, great video poker, good food with a range of choices - Hugo's, Magnolia's and the Brew Pub. Join the Players' Club to earn points for cashback and comp dollars.
For me, it's the all day free parking when playing $40 coin in on VP.
Yep, Four Queens and Binon's is where you should play. They have the easist comps the get downtown but I suspect they will be stingy now that they have one tower closed for renovations.

I haven't had any problems insofar as offers are concerned; of course, they do simply have fewer rooms available, but that just means you need to make reservations early. If you have a definite date in mind that's several months in the future, and your current offers don't apply to that date, you can go ahead and make that reservation, then apply whatever comp/discount offer you get when the time comes.
Also, every 4Q offer can also be redeemed at the Apache, which is only a little less convenient than the 4Q itself. The rooms there are smallish but nice.
