The only way to know for sure is to call Circa and ask them. Ask for the slot club--it's the best source of such information. Caveat: anything a boothling tells you, there or elsewhere, is at best 80% reliable.
My experience elsewhere has been that mailer comps usually can't be used at a casino's "sister property." However, if those casinos share a slot club, the points you put on your card can almost always be used at any of them. So to answer your question, I would guess not. Mailers are pretty specifically targeted and the casino wants you to come back there, based on your age or gambling habits or shoe size or the breed of your cat (nobody knows exactly what arcane divinations are used).
For what it's worth, I would NEVER spend D and GG food comps at the Circa, even if I could. The Circa's food is insanely overpriced and not all that wonderful. Think $28 burgers (or the $42 sandwich). The D has several much cheaper options.

I don't need to have been there to know what the prices they charge for food are. And I have been to the D and the GG many times.
Feel free to buy and enjoy a $28 (plus tax) burger while you're at the Circa. I'm sure it's very tasty.
Stayed at the Golden Gate a couple of weeks ago. Got a new Player's Card right away. Downloaded mail offers.
Yes, used food offer at the Circa bar. Victory Burger and JackPot were my favorites. Not as pricey as I thought. Loved the whole atmosphere at the Circa. The Sports Book is amazing. I know rooms are very pricey. But it's a "must visit" even if you stay on the Strip.
Are they still charging you to plunk your butt in a chair at the sports book? Also, it is as loud in the casino as it is at the D next door?
The D is not next door......Circa is across the street from the Golden Gate - completely on the opside side of Freemont Street.....just sayin'
yes it is way to loud. Cant hear in sportsbook due to loud music. The good seats must be reserved and paid for. Very few free seats available on Sundays. The D has closed the coffee shop, only hot dogs and pricey steak house available to use comps.
