They did at the end of 2017 and I have seen nothing to indicate they no longer have it. https://www.wincards.com/casinos.html indicates that CC is still one of the LV casinos offering it. At CC you can get $30 in chips for $20; $15 in chips for $10; or both at the same time for a total of $45 in chips for $30. Go to the player club booth first to register/sign up for the deal and then you pay at the cashier's booth and pick up your chips there. You must play the chips through as you cannot cash in these chips for cash, only the ones you win from betting these chips. I think you can only do it once per year.
Mandalay Bay offers $30 for $20. And NY-NY is shown to offer Wincards as well but I've never tried them there so am not sure about the quantity available there or the how frequent you can do it there.

Thanks! We tried at MB a few years ago (after getting the deal a couple of time) and we were told it was only for new sign-ups there. I don't think we've ever tried at NYNY. I'll put it on the list!
I can confirm MB, NY-NY and CC all still run the Wincards promotion.
In NY-NY ($20 for p$30) you have to go directly to the cage, MB ($20 for p$30) and CC ($30 for p$45) require you to go to the player's club first.
You can play all three once every calendar year.

Agree, except I believe these are terms:
NYNY: Once per calendar year (so you could get it December 31st and January 1st, in theory)
MB: Every 6 months
CC: Every 6 months
