The answer is "almost never." What you'll see is free play and restaurant deals. If for whatever reason, you want to still get room offers, do NOT update your address with the various players' clubs. Transition to emailed rather than snail mail offers.
But you'll generally get more usable offers as a local. Stay away from the Strip, as locals do. Play in the locals' casinos instead--better gambling, better food prices, etc.
