This all has to do with at least a couple of things.
RR is a locals casino and so as opposed to Paris, from what I'm understanding of your play, you would be more viewed as a big fish in a small pond (at RR) as opposed to a small fish in a big pond (at Paris).
As for Slots play, that really is going to depend on exactly what machine you are playing on (more specifically on what the machine's return ends up being).
In order to better understand this, if you have the current ACG, Steve Bourie lists the return ranges that some of the different machine manufacturers offer for the different games that they offer (such as Wizard Of Oz, etc), so check that out.
And so casinos can (at their discretion) base what they offer you (in comps) on what game you are playing, how long you are playing it, how much money you are betting over this time and possibly also whether you have won or lost.
Then the casino can look at the theoretical return of the game and then give you for example 40% of whatever that amount ends up being in comps.
