To your second question, yes restaurants are limiting seating capacities due to the governor's mandate. Also, some Strip hotel restaurants are still closed due to Covid (fewer staff, etc.), so that limits seating at the ones that are open. If you have a restaurant in mind, go ahead and make a reservation, even weeks ahead.
Especially weekends and holiday times.
My host had called me a week before our trip to tell me this and encouraged me to let him go ahead and make a reservation. It caught me off guard as I hadn't thought that much about it, never had a problem getting seating before, but this was our first after the re-opening. He suggested one and made our reservation, which turned out to be a good thing. Ate there that night. Next day tried to reserve at the same place, no go, full. Even the cafe types were limited.
Non-hotel restaurants or non-Strip ones might not be as limited, but I'd call if you have any idea of wanting to eat anywhere. For a popular place anywhere, make a reservation as far ahead as you can.

South Point buffet is open, I ate there Monday. You need to call and make a reservation.
Cosmo's buffet, The Wicked Spoon, was open the week of Thanksgiving.
Cosmopolitan is open for brunch daily...$39 and it's good. Done it twice this week. You can reserve on their website or you can walk up and reserve on the spot presuming they have space. Likely they will.
Have not been to South Point. These are the only two casino buffets open
South Point stopped serving breakfast during the week but you can still get weekend brunch starting at 0800. Not bad for the price.
Agree with PJ about the Wicked Spoon, it's good. We generally get very good service there as well.
