I dont know if it was the best - but the Hot-n-sour soup at Red Lotus (Tropicana) was pretty damn good too.

When I lived in Vegas, I frequently ate in the casinos, but if I wanted Asian food, I went out to the neighborhoods. There are hundreds of little hole in the wall joints scattered all over town. You can also go to "Chinatown" (Spring Mountain Road from Valley View to Jones) and find a ridiculous array of choices.
I've had awesome Chinese meals all over town (and I'm a fan of hot and sour soup), so I've never had any real incentive to pay the higher prices inside the casinos. One effect that Vegas's casinos have on the town as a whole is that there's pretty much no such thing as a bad restaurant, and prices have to be competitive to induce you to stay out of the casinos.
Here's a hot tip for you: Joyful House on Spring Mountain. A HUGE array of dishes, with an emphasis on seafood, though you can get pretty much anything else as well. I don't know what their hours are now, but pre-pandemic, they were open until 3 am. And yes--awesome hot and sour soup. It's a pretty short cab ride from mid-Strip if you want to check it out.
I do agree that the soup at Ondori at the Orleans is one of the best. The great thing about it is that it is made with fresh ingredients and the finest cooks in town. You should definitely give it a try if you have the time to visit the city. Aside from the soup, there are also a lot of dishes that you should definitely try. So, better wear the comfiest clothes so that you can eat all you want without the hassle of not being able to breath becasue you have tight pants, shirt, or outfit.
