I don't know how high you are willing to go but two steakhouses I have been to and are very good are The Steakhouse at Circus Circus and Binion's Steakhouse.The Binion's steakhouse also has a great view.
Plus if you have the LVA coupon book,the have a coupon for Binion's.
Not everything will be up and running by July 4th. The two mentioned by bbking are good recommendations, if they are open. Restaurant capacity at those open will be limited due to social distancing requirements, so try to speak with someone and get a reservation ahead of time. Good luck.

I love Andiamo Italian Steakhouse at The D casino. Less expensive than Strip steakhouses, but still expensive. Top notch. I don't generally spend that much money for dinner, so I've only been to the place twice.

"Not breaking the bank" is relative to how big your bank is. Did you have a dollar amount per person you wanted to stay under?
Regardless I bet you will find lots of promotions in July which is normally a slow time of year anyway....likely much more so this year. Go to the discount ticket booths - I bet you'll have plenty of options for some of the nicer steak houses at massively discounted rates.
Cornerstone at Gold Coast is very good with reasonable prices, check there website and LVA has a coupon for 20 off of 40.

I see that the newly remodeled / renamed Bugsy & Meyers steak house at Flamingo is now taking reservations. The menu is posted, a bit expensive for an 8oz filet at $48 and sides are all $ 12, so you are paying $12 for a "Sea Salt Baked Potato" "Dirty Fries ??" or mac and cheese among a few other veggies.
