The narrow time window makes this "offer" a joke. Circa will be Ripoff City, as all new Vegas casinos have been in the last decade or so.
Joke or not, it is there if one wants to avail themselves of the offer.
I've never understood the appeal. Its the little salad shrimps - not the big ones. Its probably an ok deal for 99 cents but the normal price is a complete ripoff.

They will be the bigliest shrimp on the planet, or in the entire galaxy for that matter, larger than even the Giant Radioactive Space Shrimp that orbit Planet Ash-down Five in the Arcturus system.
I'm looking forward to trip reports about Circa--I really doubt that they'll have any games worth playing. I expect their VP to be horrible and their BJ to be 6:5 with autoshufflers. If the room rates are less-than-stratospheric, it might be fun to visit---but when has a newly opened Vegas hotel ever charged anything but absolute top dollar?
It's downtown. Downtown isn't about luxury or glamor. It's about paying $39 to stay at the Four Queens, wandering outside at midnight because the Fremont Street Experience won't let you sleep, and staring, fascinated, at the 400-pound guy wearing only a thong and playing a ukulele.
