I can see the argument for tipping on the lower amount since you really didn't get the steaks you wanted. If the steaks were really horrible and inedible, maybe you should tip on the lower amount. If the steaks were miscooked and you actually ate some ( or all) of it, I'd tip on the total amount plus a little more.
The wine and salads were good so the $15 almost took care of the cost of the salads.
