Vic & Anthony's, Chart House, or Grotto at the Golden Nugget?

My mom and I are meeting her girlfriend Kay and her husband Ray in Vegas next week. It was Kay's birthday not too long ago, so mom wants to treat for her dinner. Since the friend's husband is currently going through chemo treatments for cancer, I suggested we take both of them out for dinner and mom and I will split the bill 50/50.

Kay and Ray are staying at the GN for a poker tournament, and I know they never go to the strip, so the restaurant would have to be downtown. Initially I suggested Hugo's Cellar, but after looking at the menu we decided we don't want to spend that much on them Ray is notoriously cheap, and will undoubtedly take advantage of us and order the most expensive thing on the menu!! Whichever place we choose, we hope to get out of there spending no more than say, $250 for the four of us.

So knowing all this, which of the above three restaurants at the GN would you suggest? Or do you have another suggestion that's downtown?

Never have tried the Chart House so really can not comment on it. Vic and Anthony's is excellent. We found the food good tasting and the service was outstanding. Grotto's is a little more toned down from Vic and Anthony's but the food there as well is very good. I feel they would remember Vic and Anthony's experience much more than the Grotto.

Although I don't know anything about these restaurants (since they are not Kosher), I do know that if someone in the party has an Auto Club (AAA) Card, at Chart House you can get a 10% Discount on food and on non-alcoholic beverages (although the Auto Club website says that some restrictions apply, so this would have to be investigated). You have to show them the Auto Club card to get the discount.

It's likely that this would work at the location in Golden Nugget because I typed in 89101 (the Downtown LV Zip Code) as the Zip Code to look from (from the Auto Club website) and Chart House was mentioned.

Vic & Anthony's is pretty good but it would probably be hard to get out of there for $250. You can see the menus with prices at the Nugget website as well as pictures.
