Best steak downtown

There have been lots of threads about the best _____ restraunt in Vegas. I thought I would start one specific to Downtown. I have eaten at Binion's (Ranch), Vic and Anthony's and Chart house. My favorite of the three is Vic and Anthony's. Possibly the best filet I've ever eaten. I need to get to Hugo's. I've heard a lot of good things about it.
I love Hugo's. Never had a bad meal and I love the atmosphere and great service. Steak was great
We just tried the Flame at the El Co this past September. The steaks were excellent as were the crab legs.
My choices are:

1. Binions
2. Vic & Anthony's
3. Hugos
4. Don B's

I think 1 & 2 are the best for steaks and 3 & 4 are not that far behind.

I really like the atmosphere of the Redwood in the California hotel. Their porterhouse special is the best bargain meal downtown. Their other steaks are great but not bargains. The Flame at El Cortez has great overall food in a dimly lit old Las Vegas gourmet room. Binions has been either good (twice) or absolutely awful (twice). Last meal there wouldn't have passed muster at Ponderosa or Bonanza steakhouses. Personally, everything at the Golden Nugget is overpriced. We don't do anything there except walk through.

I love going downtown to eat. I am not as far to downtown as I am to the Strip, but I love the old ambiance and I actually win from time to time. As far as steakhouses downtown, I love The FLAME at El Cortez (only if Linda is working though) because if you have any points on your cards, you get a huge discount and the atmosphere is incredible. I also love Binions Steakhouse (of course taking the creaky glass elevator up is part of the fun) with the crew that have been there since time before time. Vic and Anthony's is exceptional service and quality, but more expensive than even Strip steakhouses (really ridiculous). The Redwood at the California (only been once) is odd. I like their little piano bar area inside and it is always crowded. The food was good, but not exceptional. Don B's -- no. I did not like it--feels cheap somehow. Hugo's Cellar is great -- you definitely step into the past when you enter and definitely get the cherries jubilee after you have eaten. Wonderful. So, my favorites are: Binions, The Flame, and Hugo's Cellar. For general dining, however, I go to Tinoco's in the Las Vegas club about once a week. I love Liz as my waitress and the crew.
Tinoco's is really an interesting place. Run by a bunch of Filipinos; the food is good, and you can see that Filipino influence in subtle ways. Nice service, too. Not a steakhouse, though.

Brieat, what's the deal with discounts at The Flame if you have points on your card? Haven't heard this mentioned before.
El Cortez and Binions. Never had a bad meal in either. EC is a fair bit cheaper, but Binions has a spectacular view.
I agree with Bill; I'd probably put the steaks at the El a little bit ahead of Binion's, but it is a hell of a view. Binion's also has a really nice "chicken-fried lobster," it's pretty pricey but a really nice, large tail (I think South African), breaded with panko and pan-fried. Interesting option for a semi-splurge.

Now, I haven't eaten at Binion's steakhouse in about a year, I've heard some people suggest that the quality has slid a bit. Anyone have an opinion?
Yes, The Flame gives you 50% off your meal if you use your RUBY or SAPPHIRE card points. If you are a DIAMOND, then you get 75% off your meal. I have found this to be much better than using my points to get cash.
