As for the best steak, I'd have to say that the Ribeye at Hugo's is among the best I've had anywhere. I'd put it on a par with Morton's (other than the fact that Morton's will cook it blackened). It is worth noting I've not eaten at the Golden Nugget, but I'd suspect those would be on a par with Hugo's.
As for the best steak for the money, it's tough to beat the Flame, especially if you're using a coupon or if you're a Diamond or higher player there and getting 50% or more off. I've always had terrific service there. Last time I went, it was on a Wednesday night and I had Chicken Kiev off the "Vintage Vegas" menu, which is only available Tuesday through Thursday. It was really good.
I'd also agree that the Porterhouse special at Redwood is a terrific bargain.
