Not that many tables have that view, and as you can imagine, everyone wants to be seated there. Try going in the late afternoon.
When they first built the FSE, I was kind of surprised that so few of the existing casinos set up something like that--a bar/restaurant where you could sit and watch it. Then I realized--they don't really want you to be watching the FSE. They want you inside, gambling. It's also the reason why the Circa isn't oriented that way.
As far as whether the view is worth the trouble--keep in mind that the light shows only last a few minutes.
I have mixed feelings about the FSE, but I agree it can be fun. I think a large part of the experience (small "e") is the human zoo and the street performers. To really absorb all that, you need to walk up and down it for a few blocks.
Combine that with an LVA coupon run!!
