Staying at the Golden Nugget in 2 weeks (Sunday-Wednesday). I read on a Trip Advisor forum that the GN's fitness center is closed those days. Nothing on the GN web site about that closing. Should I/Can I refuse to pay the resort fee at check-in?

Ha. Good luck with that. The resort fees were never about actually charging for anything resort-y. Case in point: several Vegas hotels have virtually no resort amenities (such as the El Cortez) but still charge a hefty resort fee.
They want to wring every last dollar out of you. But there is one way to avoid paying bullshit resort fees for nonexistent amenities: don't go.
I've been getting mailers from them for free rooms with no resort fee....and believe me, I am not in their high-roller club. Call their marketing number (844) 468-4438 with your players card number and see what they have for you.
If that fails I'd bitch about the healthclub and ask for free resort fee. Cant hurt to try.
If all else fails, stay at the Four Queens. No resort fee.
